Change Requests

What is an ICR?

An Information Collection Request (ICR) is a federal agency's request for approval from the Office of Management and Budget (OMB) to collect information from the public. Under the Paperwork Reduction Act (PRA), agencies must justify why the information is needed and how it will be used.

When are they submitted?

Federal agencies are required to submit an ICR whenever they create, renew, modify an information collection. Each ICR includes a description of the collection, supporting materials and documentation (such as forms, surveys, or scripts), and proof that the agency has met the requirements of the PRA.

The ICR is submitted to the The Office of Information and Regulatory Affairs (OIRA) within OMB for review and approval. OIRA grants approval for a maximum of three years, after which the collection must be renewed through a new ICR submission.

Abstract

Information from the surveys in this request is needed to support research that was appropriated in the Consolidated Appropriations Act, 2021 (Public Law 116-260). In the explanatory statement on Division D of the Act, Energy and Water Development and Related Agencies Appropriations Act, 2021, the Regional Sediment Management program was appropriated additional funding to address research and development for compound coastal flooding to “enhance the resiliency of coastal communities and mitigate socioeconomic and environmental consequences of extreme coastal hazards.” This includes funds provided to support cooperative efforts between the Corps and academia to address compound flooding issues. This Congressional funding resulted in a $5 million joint effort between the U.S. Army Corps of Engineers - Engineer Research and Development Center (ERDC) and the University of Alabama under the Cooperative Agreement “Coastal Compound Flooding under Uncertainties: Physically-based and Data Driven Modeling Framework.” Research tasks 9 and 10 of this cooperative agreement seek to address the Congressional directive to connect enhanced flood forecasting with community resilience. This research effort seeks to inform improved modeling of compound coastal storm events, including improved simulation of impacts to communities and of protective action-taking. The proposed tasks contained in the Broad Agency Agreement with the University of Alabama seek to identify effective flood risk communication tools that influence coastal residents’ risk mitigation actions and to better understand key community stakeholder communication of hazards. Execution of these tasks requires the University of Alabama Principal Investigator and research team to gather information through three community and stakeholder surveys. Findings from their analysis will inform coastal storm hazard modeling and risk communication for better outcomes from storm events, meeting the Appropriations Bill directive described above.

Tribal Maternal, Infant, and Early Childhood Home Visiting Program Implementation Plan Guidance

Key Information

Abstract

As part of the Consolidated Appropriations Act, 2023 (Public Law 117-328), Section 511 of Title V of the Social Security Act authorizes the Secretary of the Department of Health and Human Services (HHS) to award grants to Indian tribes (or a consortium of Indian tribes), tribal organizations, or urban Indian organizations to conduct an early childhood home visiting program. The legislation sets aside 6 percent of the total Maternal, Infant, Early Childhood Home Visiting (MIECHV) appropriation for grants to tribal entities and requires that the tribal grants, to the greatest extent practicable, be consistent with the requirements of the MIECHV grants to states and territories and include conducting a needs assessment and establishing benchmarks. The goals of the Tribal Home Visiting Program are to support healthy, happy, successful American Indian and Alaska Native (AIAN) children and families through a coordinated, high-quality, evidence-based home visiting strategy, and to continue to build the evidence base for home visiting in tribal communities. The Administration for Children and Families (ACF) and the Health Resources and Services Administration (HRSA), the agencies collaborating to implement the MIECHV program within HHS, also intend for the program to result in a coordinated system of early childhood home visiting in tribal communities that has the capacity to provide infrastructure and supports to assure high-quality, evidence-based practice. The Tribal Home Visiting discretionary grants support cooperative agreements to conduct community needs assessments; plan for and implement high-quality, culturally grounded, evidence-based home visiting programs in at-risk tribal communities; establish, measure, and report on progress toward meeting performance measures in six legislatively mandated benchmark areas; and participate in rigorous evaluation activities to build the knowledge base on home visiting among Native populations. There are two types of Tribal MIECHV grant programs: Tribal MIECHV Development and Implementation Grants (DIG) and Tribal MIECHV Implementation and Expansion Grants (IEG). In the first year of their grants, Tribal MIECHV DIG and IEG grant recipients must develop an implementation plan on how they will meet the requirements of the program. The Implementation Plan Guidance consists of guidance for these grant programs for developing their implementation plans. The Tribal MIECHV Implementation Plan Guidance - Implementation and Expansion Grants received OMB approval on June 1, 2023. Upon review of the approved collection, the program office for Tribal MIECHV determined it would be useful to add a few sentences to the guidance document in Section 1: CNRA (community needs and readiness assessment). The language is intended to provide deeper content to assist grantees when filling out this section of their implementation plans. All grantees are required to submit their plans within the first year of their grant awards. These edits are intended to provide further guidance; they do not request any additional or different information than was already approved to be requested.

Abstract

The National Environmental Policy Act of 1969 (NEPA) requires that each Federal agency examine the impact of a major Federal action including the actions of recipients using grant funds) significantly affecting the quality of the human environment. This involves considering the environmental impact of the proposed action, alternatives to the proposed action, informing both decision-makers and the public of the impacts through a transparent process, and identifying mitigation measures for any potential adverse impacts (40 CFR 1500.1, 1501.5 and 1501.6). Among other environmental laws, the review also involves considering the effects of the undertaking on historic properties under Section 106 of the National Historic Preservation Act and the effects of the action on any threatened or endangered species and their habitat under Section 7 of the Endangered Species Act of 1973. This Screening Form will facilitate the Federal Emergency Management Agency’s (FEMA's) review of recipient Federally-funded actions in FEMA's effort to comply with the environmental requirements.

Abstract

Each year, thousands of investors voluntarily use the SEC's Investor Form or write emails to submit complaints concerning their brokers or investments, to ask questions about the securities laws and the securities industry, or to provide other feedback. In order to make it easier for investors and for the SEC staff, the SEC replaced the paper and web forms with an e-filed dynamic form (the Investor Form). The Investor Form does not ask for any information that was not on the previous forms, and provides drop down choices for investors so the contacts can more efficiently be routed to the appropriate staff. The dual purpose of the form is to make it easier for the public to contact the agency with complaints, questions, tips, or other feedback and to to further streamline the workflow of Commission staff that record, process, and respond to investor contacts.

The Commission has updated the International Bureau Filing System (IBFS) to allow for filing of electronic forms directly into the system through an integrated web-based program with fillable fields. The integrated web-based program requires the use of an FCC Registration Number (FRN) and includes support for Form 309-IBFS, 310-IBFS, and 311-IBFS. The new system also includes a standardized form to file frequency requests, Form 426, and a form file requests to test programming, which were previously done through email correspondence and approved as part of this collection. Applicants will be required to submit these forms through the integrated web-based program. Filing through the web-based program will reduce the burden hours on the on applicants. Therefore, this information collection is being revised to reflect the new form format for Forms 309-IBFS, 310-IBFS and 311-IBFS, the new Form 426, the new Form 427, and changes in costs associated with the automated functions of the forms.

Abstract

Title III of the Foundations for Evidence-Based Policymaking Act of 2018 (44 U.S.C. 3583; hereafter referred to as the Evidence Act) mandates that OMB establish a Standard Application Process (SAP) for requesting access to certain confidential data assets. The SAP is to be a process through which agencies, the Congressional Budget Office, State, local, and Tribal governments, researchers, and other individuals, as appropriate, may apply to access certain confidential data assets held by a federal statistical agency or unit for the purposes of developing evidence. The SAP Portal is to be a single web-based common application designed to collect information from individuals requesting access to confidential data assets from federal statistical agencies and units. When an application for confidential data is approved through the SAP Portal, the U.S. Census Bureau and the U.S. Bureau of Economic Analysis will collect information to fulfill their statutory confidentiality and data security requirements. This is a required step before providing the individual with access to restricted use microdata for the purpose of evidence building. The U.S. Census Bureau’s and the U.S. Bureau of Economic Analysis’s data security forms and other paperwork, along with the corresponding security protocols, allow the U.S. Census Bureau and the U.S. Bureau of Economic Analysis to maintain controls on confidentiality, as required by the law governing the data-owning agency. The U.S. Census Bureau’s and the U.S. Bureau of Economic Analysis’s collection of data security information will occur outside of the SAP Portal.

Abstract

On September 4, 2020, the Commission issued a Report and Order, FCC 20-124, CS Docket No. 97-80, MB Docket No. 16-42, that eliminated certain outdated support and consumer notification information collection requirements. These notification information collection requirements were contained in 47 CFR 76.1205(b)(1), (b)(1)(A) and (b)(2) and (b)(5). The Commission also eliminated a requirement that cable operators report to the Commission about the status of CableCARD deployment and support. The Commission concluded that those information collections were no longer necessary to achieve Section 629 of the Communication Act’s directive to assure a retail market for navigation devices, such as set-top boxes, that can access cable services.
