Change Requests

What is an ICR?

An Information Collection Request (ICR) is a federal agency's request for approval from the Office of Management and Budget (OMB) to collect information from the public. Under the Paperwork Reduction Act (PRA), agencies must justify why the information is needed and how it will be used.

When are they submitted?

Federal agencies are required to submit an ICR whenever they create, renew, modify an information collection. Each ICR includes a description of the collection, supporting materials and documentation (such as forms, surveys, or scripts), and proof that the agency has met the requirements of the PRA.

The ICR is submitted to the The Office of Information and Regulatory Affairs (OIRA) within OMB for review and approval. OIRA grants approval for a maximum of three years, after which the collection must be renewed through a new ICR submission.

Key Information

Abstract

On September 4, 2020, the Commission issued a Report and Order, FCC 20-124, CS Docket No. 97-80, MB Docket No. 16-42, that eliminated certain outdated support and consumer notification information collection requirements. These notification information collection requirements were contained in 47 CFR 76.1205(b)(1), (b)(1)(A) and (b)(2) and (b)(5). The Commission also eliminated a requirement that cable operators report to the Commission about the status of CableCARD deployment and support. The Commission concluded that those information collections were no longer necessary to achieve Section 629 of the Communication Act’s directive to assure a retail market for navigation devices, such as set-top boxes, that can access cable services.

Confidential Business Information Claims under the Toxic Substances Control Act (TSCA) (Final Rule)

Abstract

EPA is finalizing new and amended requirements concerning the assertion and maintenance of claims of business confidentiality (also known as Confidential Business Information or CBI) under the Toxic Substances Control Act (TSCA), 15 U.S.C. 2601, et seq. The Frank R. Lautenberg Chemical Safety for the 21st Century Act, Pub. L. 114182 referred to in this Notice as Lautenberg), made significant amendments to TSCA including new provisions governing the assertion of CBI claims and requirements concerning Agency review and treatment of confidentiality claims. This final rule specifies procedures for submitting and supporting CBI claims in TSCA submissions, including substantiation requirements applicable at the time of submission, exemptions from the requirement to substantiate, electronic reporting enhancements (which include new electronic reporting requirements, as well as integration of TSCA requirements to provide certain certification statements, substantiation, and generic names when making confidentiality claims), and maintenance or withdrawal of confidentiality claims. The final rule also specifies Agency procedures for reviewing and communicating with TSCA submitters about confidentiality claims, including requirements for submitters to maintain contact information, procedures EPA will use to provide notices to submitters concerning their claims, and the manner in which EPA will notify submitters concerning the impending expiration of certain claims. The final rule includes new provisions, as well as amending and reorganizing existing provisions concerning assertion of confidentiality claims in order to conform to new requirements in Lautenberg. Most procedural requirements for asserting and maintaining a confidentiality claim are organized into a new part of the CFR, which would apply to any TSCA submission, except as modified by or elaborated on elsewhere in parts 704, 707, 716, 717, 720, 721, 723, 725, 770, or 790. Airport owners and managers (sponsors) are required to report this information on occasion to the FAA in order to receive grant funds. The collected information consists of airport demographics (runway data; lighting data; enplanement data, etc.) and financial and compliance information. This information is received and used by the FAA for grant awarding and monitoring purposes and for ensuring compliance with enabling legislation and grant assurances. This is a mandatory reporting collection for certifications and representations, financial management and performance measurement. Certifications and Representations: The Uniform Guidance (2 CFR § 200), 49 CFR § 18 and 49 USC Chapter 471 authorize the FAA to require Sponsors to submit certain certifications and representations as required by Federal statutes or regulations. Financial Management: The Uniform Guidance and 49 USC Chapter 471 require that recipients of Federal monies meet certain standards for financial management, performance, reporting, and audits. Financial data is used by FAA personnel and accountants to ensure that grant obligations are not exceeded and revenue is not diverted. There would be great potential for revenue diversion and fraud if financial data were not collected. The FAA uses this Information for payment processing, grant application review, compliance with Federal financial transaction protocols, budgeting, reports to Congress, and to ensure compliance with other statutory and regulatory requirements. Performance Measurement: As specified in 2 CFR § 200, proper program management requires that information be collected about program performance. Sponsors are required to monitor performance on grant projects to ensure that time schedules are being met and performance goals are achieved. The FAA also uses submitted data to track compliance with grant assurances.

Horseshoe Crab and Cooperative Fish Tagging Programs

Abstract

Fish tagging programs housed at the Maryland Fish and Wildlife Conservation Office (MDFWCO) have been ongoing since 1985, when the office was first established. The main purpose for establishment was to manage the striped bass cooperative tagging program. This was part of a cooperative effort among federal, state and non-governmental agencies to restore and maintain a sustainable striped bass fishery along the Atlantic coast. Today, tagging programs are still needed to provide essential data for stock assessments to maintain ongoing commercial and recreational striped bass fisheries worth millions of dollars. Many other tagging programs are now managed by MDFWCO. All tagging programs are conducted in partnership with state agencies, universities, NGOs and/or private sector partners. The Atlantic and shortnose sturgeon tagging program was started in 1992. Both sturgeon species managed in the tagging program are listed as endangered species and data is used in stock assessments to help determine population status. Horseshoe crab tagging began in 1999 and has provided information on the distribution, migration, and mortality of crabs. Horseshoe crabs are ecologically important for migratory shorebirds, have a vital role within commercial fishing, the biomedical industry, and ecologically. Another tagging program for the northern snakehead, an invasive species, began in 2009. Tagging was done in order to better inform management agencies in charge of controlling snakehead populations. Information gained from tagging has helped state and federal agencies determine movement and growth rates, and abundance of snakehead within certain areas, all of which as increased effectiveness of control efforts.

This information collection activity concerns an agency-specific form, GSA Form 5040, Overseas Employment Agreement. This form would be completed by job candidates who have been selected for appointment, reassignment, promotion, or transfer to civil service positions in foreign areas (i.e., outside the United States and its territories and possessions). The purpose of the form is to memorialize the types of compensation, allowances and leave benefits that the applicant will receive upon appointment to GSA and placement into the foreign position. The form acknowledges that the Government will provide permanent change of station (PCS) travel and relocation benefits to the employee and requires in return one year (12 months) of agency service following the expenditure. Based on the candidate’s job history and method of selection, the form also documents the various types of allowances and benefits that the employee is eligible for and which the agency is willing to pay for. Some of this information that will be collected and memorialized in this form will be delivered to the job candidate by the staffing human resources specialist through another document, such as a tentative offer letter, or via verbal discussions during the onboarding negotiation process. The individuals completing this form will be either members of the public (i.e. not yet appointed to Federal service) or existing Federal employees already employed by GSA or currently appointed by a different agency within the Executive Branch of the U.S. Government. This is the first public comment period and information collection activity for this agency-specific GSA form.

The Antarctic Marine Living Resources Convention Act (AMLRCA) directs and authorizes the U.S. to take actions necessary to meet its treaty obligations as a Contracting Party to the Convention. The regulations implementing AMLRCA are at 50 CFR part 300, subpart G. The record keeping and reporting requirements at 50 CFR part 300 form the basis for this collection of information. This collection of information concerns research in, and the harvesting and importation of, marine living resources from waters regulated by CCAMLR related to ecosystem research, U.S. harvesting permit application and/or harvesting vessel operators and to importers and re-exporters of Antarctic marine living resources. The collection is necessary in order for the United States to meet its treaty obligations as a contracting party to the Convention.

Abstract

This ICR covers the information that USAID assistance awards recipients must submit to comply with the terms and conditions of the "Standard Provisions for U.S. Nongovernmental Organizations," “Standard Provisions for Non-U.S. Nongovernmental Organizations,” and “Standard Provisions for Fixed Amount Awards to Nongovernmental Organizations" identified within ADS Chapter 303. Agreement officers (AOs) insert these standard provisions as required (provisions beginning with “M”) or as applicable (provisions beginning with “RAA”). ** This revision updates the Reporting Host Government Taxes (RAA13) standard provision to the December 2022 text and adjusts its associated burden calculation.

Abstract

Form BDW is used by the Commission to determine whether it is in the public interest to permit a broker-dealer or a notice-registered broker-dealer to withdraw its registration. In accordance with the instructions contained on Form BDW, the Form must be filed electronically with the Central Registration Depository ("CRD") a computer system operated by the Financial Industry Regulatory Authority, Inc. ("FINRA"), which maintains information regarding broker-dealers and their registered personnel.
