Change Requests

What is an ICR?

An Information Collection Request (ICR) is a federal agency's request for approval from the Office of Management and Budget (OMB) to collect information from the public. Under the Paperwork Reduction Act (PRA), agencies must justify why the information is needed and how it will be used.

When are they submitted?

Federal agencies are required to submit an ICR whenever they create, renew, modify an information collection. Each ICR includes a description of the collection, supporting materials and documentation (such as forms, surveys, or scripts), and proof that the agency has met the requirements of the PRA.

The ICR is submitted to the The Office of Information and Regulatory Affairs (OIRA) within OMB for review and approval. OIRA grants approval for a maximum of three years, after which the collection must be renewed through a new ICR submission.

Key Information

Abstract

The Confidential Close Call Transit Program is a collaboration between the Washington Metropolitan Area Transit Authority (WMATA) and the Bureau of Transportation Statistics (BTS), to improve safety practices in transportation on Bus and Rails. Close call events are potentially unsafe conditions that pose the risk of a more serious consequence. By studying close calls, preventative safety actions can be developed to prevent hazardous risks. The Close Call Reporting program with WMATA is a part of Close Call Data Program (CCDP) that has been designed to help adapt a confidential reporting system to the needs of the U.S. transportation industry. WMATA employees are often unwilling to report events that could result in adverse safety outcomes, because disclosure may result in discipline for the employee or fellow employees. Safety reporting programs like CCDP, address these concerns by collecting information securely and protecting the identity of the reporting employee. When individual close call events are analyzed collectively, the agency can identify safety hazards and develop solutions to these threats. Analysis/hazard identification from close call reports will also provide important overarching safety information to the transit industry as a whole while fostering a culture of safety.

Abstract

The Service is responsible for ensuring that migratory bird populations do not become threatened or endangered. As part of this effort, we collect information to determine the eligibility of applicants in certain activities in accordance with the criteria in various Federal wildlife conservation laws and international treaties, including the Migratory Bird Treaty Act (16 U.S.C. 703 et seq.) and the Lacey Act (16 U.S.C. 3371 et seq.). Regulations implementing these statutes are in Chapter I, Subchapter B of Title 50, Code of Federal Regulations, which stipulate general and specific requirements that, when met, allow us to issue permits to authorize activities that are otherwise prohibited: 50 CFR § 10 – General Provisions 50 CFR § 13 – General Permit Procedures 50 CFR § 20 – Migratory Bird Hunting 50 CFR § 21 – Migratory Bird Permits 50 CFR § 22 – Eagle Permits (requirements transferred back to 1018-0167) Section VII of the U.S.-Canada Migratory Bird Treaty authorizes the taking of migratory birds that, under extraordinary conditions, become seriously injurious to agricultural or other interests.

Abstract

Since the mid-1960s, neutral buoyancy has been an invaluable tool for testing procedures, developing hardware, and training astronauts. Neutrally buoyant conditions sufficiently simulate reduced gravity conditions, comparable to the environmental challenges of space. The Neutral Buoyancy Laboratory (NBL) at NASA Johnson Space Center (JSC) provides opportunities for astronauts to practice future on-orbit procedures, such as extravehicular activities (EVA), and to work through simulation exercises to solve problems encountered on-orbit. Per CX12-UWI0001, Neutral Buoyancy Laboratory Guest Diving Application Procedure, NASA allows non-NASA guest divers, typically non-federal photographers representing the media, opportunities to engage in the NBL diving experience. To participate, guest divers must present a dive physical, completed within one year of the targeted diving opportunity, for review by the NASA NBL Dive Physician. If the non-NASA guest diver does not have a current U.S. Navy, Association of Diving Contractors (ADC), or current Medical Examination of Divers (MA1) British standard for commercial diving physical, they are required to complete a medical examination, performed by a certified Diving Medical Examiner. The results of the physical will be documented on the JSC Form 1830/ Report of Medical Examination and presented to the NBL Dive Physician for review prior to participating in diving activities conducted at the JSC NBL.

Navy CHINFO Quarterly Brand Opinion Survey

Key Information

Abstract

The Navy Chief of Information (CHINFO) is required to provide public affairs advice to the Secretary of the Navy and the Chief of Naval Operations. In order to provide informed advice, it is critical that CHINFO be able to assess the current communication environment, including current public opinion of the U.S. Navy and its operations, the popular media or social influencers of that environment, and recent trends that have changed that environment. CHINFO collects quantitative primary research data quarterly using an existing online panel of at least 1,000 randomly sampled American adults. Information collected includes extent and type of media exposure to the U.S. Navy; knowledge of, favorability toward, and likelihood to recommend the Navy; knowledge of and confidence in the roles the U.S. Navy; opinions on ideal size of and budget allocation to the Navy; opinions of Navy's capabilities; and opinions of threats facing the Navy and other military services. Quantitative research is also conducted at Navy events to determine the events’ impact on Americans' perception of their Navy. The research will assist the Navy in understanding the impact the events have in influencing participants' perceptions of the U.S. Navy.

Abstract

Private businesses under contract to the National Park Service (we, NPS) manage food, lodging, tours, whitewater rafting, boating, and many other recreational activities and amenities in more than 100 national parks. These services gross more than $1 billion every year and provide jobs for more than 25,000 people during peak season. The regulations at 36 CFR Part 51 primarily implement Title IV of the National Parks Omnibus Management Act of 1998 (54 USC, §101911 et seq, also referred to as Pub. L. 105–391), which provides legislative authority, policies, and requirements for the solicitation, award, and administration of NPS concession contracts. Furthermore, 54 USC, §101911 et seq provides that “all proposed concession contracts shall be awarded by the Secretary to the person, corporation or other entity submitting the best proposal, as determined by the Secretary through a competitive selection process. Abstract

The OCSLA (43 U.S.C. 1334 and 43 U.S.C. 1337(k)(1)) authorizes the Secretary of the Interior to issue regulations to grant to qualified persons who offer the highest cash bonus on a basis of competitive bidding, leases of any mineral other than oil, gas, and sulfur in any area of the OCS not then under lease for such mineral upon such royalty, rental, and other terms and conditions as the Secretary may prescribe at the time of offering the area for lease. Regulations at 30 CFR part 582 carry out these statutory requirements by regulating mining operations within the OCS for minerals other than oil, gas, and sulfur and establishing a comprehensive regulatory program for such minerals. There has been no competitive leasing activity in the OCS for minerals other than oil, gas, and sulfur for many years. Accordingly, BOEM has not generally collected information under this Part of its regulations. However, since these are regulatory requirements, the potential exists for information to be collected. Abstract

Under this new information collection, the Commission will collect information that will be used to ensure that 3.7-4.2 GHz band stakeholders adopt practices and standards in their operations to ensure an effective, efficient, and streamlined transition. Status reports and other information required in this collection will be used to ensure that the process of clearing the lower portion of the band is efficient and timely, so that the spectrum can be auctioned for flexible-use service licenses and deployed for next-generation wireless services, including 5G, as quickly as possible. The collection is also necessary for the Commission to satisfy its oversight responsibilities and/or agency specific/government-wide reporting obligations. On February 28, 2020, in furtherance of the goal of releasing more mid-band spectrum into the market to support and enabling next-generation wireless networks, the Commission adopted a Report and Order, FCC 20-22, (3.7 GHz Report and Order), in which it reformed the use of the 3.7-4.2 GHz band, also known as the C-band. Currently, the 3.7-4.2 GHz band is allocated in the United States exclusively for non-Federal use on a primary basis for Fixed Satellite Service (FSS) and Fixed Service. Domestically, space station operators use the 3.7-4.2 GHz band to provide downlink signals of various bandwidths to licensed transmit-receive, registered receive-only, and unregistered receive-only earth stations throughout the United States.
