What is an ICR?

An Information Collection Request (ICR) is a federal agency's request for approval from the Office of Management and Budget (OMB) to collect information from the public. Under the Paperwork Reduction Act (PRA), agencies must justify why the information is needed and how it will be used.

When are they submitted?

Federal agencies are required to submit an ICR whenever they create, renew, modify an information collection. Each ICR includes a description of the collection, supporting materials and documentation (such as forms, surveys, or scripts), and proof that the agency has met the requirements of the PRA.

The ICR is submitted to the The Office of Information and Regulatory Affairs (OIRA) within OMB for review and approval. OIRA grants approval for a maximum of three years, after which the collection must be renewed through a new ICR submission.

Ryan White HIV/AIDS Program Part F Dental Services Report

Key Information

Abstract

The Dental Reimbursement Program (DRP) and the Community Based Dental Partnership Program (CBDPP) under Part F of the Ryan White HIV/AIDS Program (RWHAP) offer funding to accredited dental education programs to support the education and training of oral health providers in HIV oral health care and reimbursement for the provision of oral health services for people eligible for the RWHAP. Institutions eligible for the RWHAP DRP and CBDPP are accredited schools of dentistry and other accredited dental education programs, such as dental hygiene programs or those sponsored by a school of dentistry, a hospital, or a public or private institution that offers postdoctoral training in the specialties of dentistry, advanced education in general dentistry, or a dental general practice residency. The RWHAP DRP Application for the Notice of Funding Opportunity includes the Dental Services Report (DSR) that applicants use to apply for funding of non-reimbursed costs incurred in providing oral health care to patients with HIV and to report annual program data. The form is also used by CBDPP recipients to report on services rendered, patients served, and partnerships as an annual data report. The DSR collects data on program information, client demographics, oral health services, funding, and training. It also requests applicants to provide narrative descriptions of their services and facilities, as well as their linkages and how they collaborate with community-based providers of oral health services.

Abstract

The United States Environmental Protection Agency (EPA) is proposing an information collection request (ICR), related specifically to electric generating units (EGU), for the proposed Federal Implementation Plan Addressing Regional Ozone Transport for the 2015 Primary Ozone National Ambient Air Quality Standard. The proposed rule would amend the Cross-State Air Pollution Rule (CSAPR) NOx Ozone Season Group 3 trading program addressing seasonal NOx emissions in various states. Under the proposed rule, all EGU sources in the original twelve Group 3 states (Illinois, Indiana, Kentucky, Louisiana, Maryland, Michigan, New Jersey, New York, Ohio, Pennsylvania, Virginia, and West Virginia) would remain. Additionally, EGU sources in eight states (Alabama, Arkansas, Mississippi, Missouri, Oklahoma, Tennessee, Texas, and Wisconsin) currently covered by the CSAPR NOX Ozone Season Group 2 Trading Program would transition from the Group 2 program to the revised Group 3 trading program beginning with the 2023 ozone season. Further, sources in five states not currently covered by any CSAPR NOX ozone season trading program would join the revised Group 3 trading program: Delaware, Minnesota, Nevada, Utah, and Wyoming. In total, EGU sources in 25 states would be covered by the Group 3 program. There is an existing ICR (OMB Control Number 2060-0667), that includes information collection requirements placed on EGU sources for the six Cross-State Air Pollution Rule (CSAPR) trading programs addressing sulfur dioxide (SO2) emissions, annual nitrogen oxides (NOX) emissions, or seasonal NOX emissions in various sets of states, and the Texas SO2 trading program which is modeled after CSAPR. This ICR accounts for the additional respondent burden related to the amendments to the CSAPR NOx Ozone Group 3 trading program. For most sources already reporting data under the CSAPR NOx Ozone Season Group 3 or CSAPR NOx Ozone Group 2 trading programs, there would be no incremental burden or cost, as reporting requirements will remain identical. Certain sources with a common stack configuration and/or those that are large, coal-fired EGUs, will be subject to additional emission reporting requirements under the proposed rule. These sources will need to make a one-time monitoring plan and Data Acquisition and Handling System (DAHS) update to meet the additional reporting requirements. Remaining for assessment of incremental cost and burden are only those sources in the five states not currently reporting data under a CSAPR NOx Ozone Season program. Sources in Minnesota are already reporting data for the CSAPR NOx Annual program with almost identical information collection requirements, requiring only a one-time monitoring plan and DAHS update. Most of the affected sources in Delaware, Nevada, Utah, and Wyoming are already reporting data as part of the Acid Rain Program, thus only requiring a monitoring plan and DAHS update as well. Four additional EGUs in Delaware already report data under SIP requirements adopted to meet the NOX SIP Call and would face identical information requirements under this proposal. For the units that already report to EPA under the Acid Rain Program or the NOX SIP Call, with the exception of any one-time costs to update monitoring plans and DAHS, all information collection costs and burden are already reflected in the previously approved ICRs for those other rules (OMB Control Nos. 2060-0258 and 2060-0445). In total, there are an estimated 16 units in Delaware, Nevada, Utah, and Wyoming that do not already report data to EPA according to 40 CFR part 75 and that would need to implement one of the Part 75 monitoring methodologies, including certification of monitoring systems or implementation of the low mass emissions methodology. These units would also require monitoring plan and DAHS updates.

Abstract

We are requesting approval of an extension to the Reviewer Recruitment Module (RRM) form. The electronic form is a simplified, centralized online data collection web page using fewer menus, fewer user-entered fields, and a search function on the reviewer uploaded Curriculum Vitae (CV) or resume data. The reviewer selection is based on professional qualifications using data they enter, answers to menu questions, and a scan of the CV or resume data using key words germane to the specific needs of the peer review. To streamline the registration, selection and assignment of expert grant reviewers for objective review committees, HRSA has used a web-based, centralized data collection Reviewer Recruitment Module (RRM) since 2008 to record critical reviewer information. The RRM standardized reviewer information such as areas of expertise, occupations, work settings, education, and experience. DIR uses the online database to select appropriate reviewers for objective review committees, which evaluate the merits of competitive and discretionary grant applications, and cooperative agreements for funding. Use of a standardized, centralized database has played an important role in the process of composing objective review committees, and enhanced the diversity of the HRSA reviewer pool as required by the (previously described) legislation and policy. Expedited accurate reviewer selection contributes to the reduction in HRSA's time between application receipt and grant award issuance. Professional qualifications, not demographic data, are used as selection criteria.

The Rehabilitation Act of 1973, as amended (the Act), authorizes the Rehabilitation Services Administration (RSA) Commissioner to reallot to other grant recipients that portion of a recipient's annual grant that cannot be used. To maximize the use of appropriated funds under the formula grant programs, RSA has established a reallotment process for the State Vocational Rehabilitation Services (VR); State Supported Employment Services (Supported Employment); Independent Living Services for Older Individuals Who Are Blind (OIB); Client Assistance Program (CAP); and Protection and Advocacy of Individual Rights (PAIR) programs. The U.S. Fish and Wildlife Service (Service) has overall Federal responsibility for managing the Nation's fish and wildlife resources. Part of the Service’s mission is to provide the public with wildlife-based outdoor recreation opportunities on National Wildlife Refuges, National Fish Hatcheries, and other Service lands (collectively, refuges). These outdoor recreation opportunities include hunting, which is an important opportunity for people to connect with nature, harvest food, and assist the Service in managing wildlife populations. The National Wildlife Refuge System Administration Act, as amended by the National Wildlife Refuge System Improvement Act (The Act; 16 U.S.C. 668dd et seq.) stipulates that refuges undergo a comprehensive conservation planning process that, among other things, must look at the compatibility of wildlife-dependent recreation (including hunting) on refuges. We will use the information from the proposed survey effort to inform planning on refuges as mandated by The Act.

Gear-Marking Requirements for Atlantic Large Whale Take Reduction Plan

Abstract

This request is for extension of a currently approved information collection. In 1996, pursuant to section 118 of the MMPA, the National Marine Fisheries Service (NMFS) established and convened an Atlantic Large Whale Take Reduction Team (Team) to assist in the development of the Atlantic Large Whale Take Reduction Plan (Plan). Throughout this process, the Team has provided NMFS with recommended measures designed to reduce serious injury and mortality to North Atlantic right (Eubalaena glacialis), humpback (Megaptera novaeangliae), minke (Balaenoptera acutorostrata), and fin (Balaenoptera physalus) whales from incidental interactions with commercial fishing gear. To gather information on entanglements, the Team developed gear marking requirements. As a result, any person setting trap/pot or gillnet gear to fish commercially in some areas of the Atlantic Ocean are required to paint or otherwise mark their gear with specific color codes, designating the type of gear and area where it is set, as well as buoy marking requirements.

Abstract

This information collection request (ICR) addresses the information collection activities in the proposed rule entitled “Pesticides; Exemptions of Certain Plant-Incorporated Protectants (PIPs) Derived from Newer Technologies; Proposed Rule” (RIN 2070-AK54). The Environmental Protection Agency (EPA) is proposing an exemption under the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA) and the Federal Food, Drug, and Cosmetic Act (FFDCA) for certain PIPs that are created in plants using biotechnology, as long as their pesticidal substances are found in plants that are sexually compatible with the recipient plant and meet the proposed exemption criteria, ensuring their safety. The current exemption for PIPs is limited to PIPs moved through conventional breeding. EPA's proposed rule would allow certain PIPs created through biotechnology to also be exempt under existing regulations, in cases where those PIPs 1) pose no greater risk than PIPs that meet EPA safety requirements, and 2) could have otherwise been created through conventional breeding. The proposed rule also includes a process through which developers of PIPs based on sexually compatible plants created through biotechnology submit either a self-determination letter or request for EPA confirmation that their PIP meets the criteria for exemption. For increased flexibility in bringing PIPs to market, a developer can also submit both. EPA anticipates several benefits that may result from exempting these PIPs. These include lower costs from reduced regulatory burden, increased research, development, and commercialization of pest control options for farmers, particularly in minor crops, and reduced use of conventional pesticides which could provide environmental benefits.

Abstract

The PSTAP Assessment is administered by VA to assess how the TAP training for Transitioning Service members (TSMs) prepares Veterans for civilian life and its effects on long-term Veteran outcomes. This information collection request (ICR) is conducted once per year and is designed as two separate collections which include a Cross-Sectional Survey and a Longitudinal Survey. The survey population for the Cross-Sectional Survey includes all Veterans who meet the criteria at the time of fielding of having separated from the military at six months, one year, and three years prior to the date that surveys. Service members who participated in the Cross-Sectional Survey and voluntarily agreed to participate in the Longitudinal Survey make up the Longitudinal Survey population. VA will use email and mail methods to administer the survey, limiting the burden on respondents. The surveys will be administered to gauge the long-term effectiveness of the Transition Assistance Program (TAP) by: (1) examining the relationship between attendance in TAP courses and the use of VA Benefits; (2) analyzing the effect of participation in TAP courses on the long-term outcomes of Veterans in the broad life domains of employment, education, health and social relationships, financial, social connectivity and overall satisfaction and well-being, and; (3) identifying areas of improvement for TAP and the broader transition process to guide training and/or operational activities aimed at enhancing the quality of service provided to transitioning service members, Veterans, their families and caregivers. Section 4306 requires the Department of Veterans Affairs (VA) in consultation with the Secretary of Defense, the Secretary of Labor, and the Administrator of the Small Business Administration to conduct a longitudinal study on changes to Transition Assistance Program (TAP) and provide annual progress reports and a final report. The Section 4306 Study is being added to this current ICR as it closely mirrors the PSTAP Assessment in terms of cohorts and data collected. The overlap in Veterans for the two studies would cause additional burden to thousands of Veterans. Adding the 4306 Study to the current PSTAP Assessment reduces this burden while ensuring both studies collect the data required to meet Congressional and Government requirements.

Abstract

Equal Credit Opportunity Act (“ECOA”) was enacted to ensure that credit is made available to all creditworthy applicants without discrimination on the basis of sex, marital status, race, color, religion, national origin, age, or other prohibited bases under the ECOA. The ECOA allows for creditors to collect information for self-testing against these criteria, while not allowing creditors to use this information in making credit decisions of applicants. For certain mortgage applications, the ECOA requires creditors to ask for some of the prohibited information for monitoring purposes. In addition, for certain mortgage applications, creditors are required to send a copy of any appraisal or written valuation used in the application process to the applicant in a timely fashion. In 2010, Congress passed the Dodd-Frank Act. Section 1071 of that Act amended ECOA to require that financial institutions collect and report to the CFPB certain data regarding applications for credit for women-owned, minority-owned, and small businesses. Section 1071’s statutory purposes are to (1) facilitate enforcement of fair lending laws, and (2) enable communities, governmental entities, and creditors to identify business and community development needs and opportunities of women-owned, minority-owned, and small businesses. Section 1071 specifies a number of data points that financial institutions are required to collect and report, and also provides authority for the CFPB to require any additional data that the CFPB determines would aid in fulfilling section 1071’s statutory purposes. Section 1071 also contains a number of other requirements, including those that address restricting the access of underwriters and other persons to certain data; recordkeeping; and publication of small business lending data. In addition, section 1071 permits the CFPB to modify or delete data prior to publication if it determines that such a deletion or modification would advance a privacy interest. ECOA also prescribes that creditors inform applicants of decisions made on credit applications. In particular, where creditors make adverse actions on credit applications or existing accounts, creditors must inform consumers as to why the adverse action was taken, such that credit applicants can challenge errors or learn how to become more creditworthy. Creditors must retain all application information for 25 months, including notices they sent and any information related to adverse actions. ECOA requires creditors who furnish applicant information to a consumer reporting agency to reflect participation of the applicant’s spouse, if the spouse if permitted to use or contractually liable on the account.

Abstract

With the advent of numerous targeted hiring authorities, the Office of Civilian Human Resources has directed Navy claimants to leverage expedited methods of recruitment in lieu of traditional delegated examining advertisement via USA Jobs. This practice requires that claimants establish and cultivate a robust candidate pool, which can be called upon when needed. In an effort to improve the effectiveness and efficiency of NAVAIR’s recruitment efforts, per direction of NAVAIR’s Executive Director, the Command researched best business practices and associated Commercial of the Shelf (COTS) products that would address the functional and technical requirements to support candidate tracking. Due to unprecedented hiring demand in 2017 and 2018, NAVAIR moved forward with a pilot of a SaaS IT System product named Yello to meet mission demands. The primary data collected in Yello Pro is that of prospective candidates for NAVAIR employment opportunities. We deployed the Yello Pro application as a means to improve the efficiency and effectiveness of NAVAIR’s recruitment efforts. To support the sourcing and recruitment requirements for the command, NAVAIR utilizes Yello Pro to collect what is referred to as prospective candidates’ hiring “baseball card information,” (name, email, phone, education/experience, GPA, etc.) along with their resume for Hiring Managers to review and consider when filling NAVAIR vacancies.

Key Information

Abstract

The primary objective of NHBS-BHBA is to conduct mixed-methods behavioral surveillance among populations at high risk for HIV in selected geographic areas of interest to assess: 1) risk behaviors and social determinants of health for HIV infection, 2) HIV testing behaviors and treatment, 3) HIV seroprevalence and incidence, and 4) exposure to, use of, and impact of HIV prevention services. Through this project, funded state health departments for NHBS-BHBA will work with local entities to collect surveillance data to understand HIV risk, especially in areas or populations with limited information.
