Change Requests

What is an ICR?

An Information Collection Request (ICR) is a federal agency's request for approval from the Office of Management and Budget (OMB) to collect information from the public. Under the Paperwork Reduction Act (PRA), agencies must justify why the information is needed and how it will be used.

When are they submitted?

Federal agencies are required to submit an ICR whenever they create, renew, modify an information collection. Each ICR includes a description of the collection, supporting materials and documentation (such as forms, surveys, or scripts), and proof that the agency has met the requirements of the PRA.

The ICR is submitted to the The Office of Information and Regulatory Affairs (OIRA) within OMB for review and approval. OIRA grants approval for a maximum of three years, after which the collection must be renewed through a new ICR submission.

Abstract

The foundation to our understanding of wildlife hazards to aviation lies in the quantity and quality of strike data within the National Wildlife Strike Database (NWSD). The database extends from 1990 - 2023 and is a collaborative effort begun in 1995 between the FAA and the USDA. Although the quantity of strikes reported each year over three decades has grown significantly, the quality assurance provided by the USDA is the keystone allowing the NWSD to be invaluable throughout the aviation industry. Pilots, airports, and others involved in wildlife strikes report strike data voluntarily on an as needed basis. The data collection is used by the FAA, USDA Wildlife Service, airports, engine and airframe manufacturers, ICAO and foreign countries to develop standards to address bird and other wildlife hazards to aircraft and injury to personnel and to develop wildlife habitat control methods on or adjacent to airports. Using wildlife strike reports, the FAA can determine the hazard level of species struck, track national trends, and provide a scientific foundation for regulatory guidance concerning mitigation of risks from wildlife strikes. Airports and wildlife biologists use the data to identify and mitigate hazardous species, to identify strike dynamics and attractants, and to evaluate the effectiveness of their wildlife management programs. Engine and airframe manufacturers use the data to evaluate the effectiveness of aircraft components. A wildlife strike report must include the incident date and time but can also include information about the airport, aircraft, aircraft operator, environmental conditions, damage, costs, effect on flight, wildlife involved, and incident reporter. Reporters can also attach photographs of damage and wildlife involved. The data elements collected help the FAA and partner organizations identify trends in wildlife strikes and their impact on U.S. aviation. Incident reporter contact information is collected for internal use only to contact reporters if more details about an incident are needed and to help identify potential duplicate reports. The information collected is authenticated and stored electronically in the FAA National Wildlife Strike Database (https://wildlife.faa.gov/home). This database is accessible to international, national, state, and local governments and both public and private organizations and individuals for use in addressing the wildlife aircraft strike issue. The FAA Wildlife Hazard Program, managed by the Office of Airports and the Airport Technology Research & Development Branch, will retain control over the information and safeguard it from improper access, modification, and destruction, consistent with FAA standards for confidentiality, privacy, and electronic information. The information collection is designed to yield data that meet all applicable information quality guidelines.

National Household Education Survey 2023 (NHES:2023) Full-scale Data Collection

Key Information

Abstract

The National Household Education Surveys Program (NHES) collects data directly from households on early childhood care and education, children’s readiness for school, parents’ perceptions of school safety and discipline, before- and after-school activities of school-age children, participation in adult and career education, parents’ involvement in their children’s education, school choice, homeschooling, and civic involvement. NHES surveys were conducted approximately every other year from 1991 through 2007 using random digit dial (RDD) sampling and telephone data collection from landline telephones only. Due to declining response rates in all RDD surveys, NCES redesigned NHES to collect data through self-administered mailed questionnaires for the 2012 administration, which included the Early Childhood Program Participation (ECPP), the Parent and Family Involvement in Education-Enrolled (PFI-E), and the Parent and Family Involvement in Education-Homeschooled (PFI-H) topical surveys. NHES:2016 continued the mail-based collection methodology, while also experimenting with the use of web survey collection. NHES:2019 continued the mail-based collection methodology and used the same methodology developed in the NHES:2016 web experiment for the majority of the sampled addresses. In 2019, 57 percent of cases responded by web, 36 by paper, and 7 percent by inbound phone. Also in 2019, PFI surveys for parents of enrolled and homeschooled students were merged into one survey instrument. NHES:2023 will again field the ECPP and the combined PFI survey used in the NHES:2019. NHES:2023 will use the same methodology developed in the NHES:2019 for the majority of sampled addresses, but will incorporate lessons learned from NHES:2019’s methodological experiments. Furthermore, given the potential change in the education landscape since COVID-19, particularly for online coursework, NCES plans to conduct a debriefing project with respondents during the NHES:2023 administration. The goal of the study is to gain greater insight about respondents who indicate that their child was enrolled in online courses. The debriefing interviews are designed to understand the true schooling experiences of these children and how well the survey functioned in capturing the context of these children’s virtual education experiences. The debriefing interviews will provide information that will assist NCES in understanding the NHES:2023 data on virtual education and in crafting items for future NHES administrations that will more accurately capture the details of virtual education.

The National Longitudinal Survey of Youth 1997 (NLSY97) includes 8,984 respondents who were born in the years 1980 through 1984 and lived in the United States when the survey began in 1997. The primary objective of the survey is to study the transition from full-time schooling to the establishment of careers and families. The longitudinal focus of the survey requires information to be collected about the same individuals over many years in order to trace their education, training, work experience, fertility, income, and program participation. One of the goals of the Department of Labor is to produce and disseminate timely, accurate, and relevant information about the U.S. labor force. The Bureau of Labor Statistics contributes to this goal by gathering information about the labor force and labor market and disseminating it to policymakers and the public so that participants in those markets can make more informed, and thus more efficient, choices. Research based on the NLSY97 contributes to the formation of national policy in the areas of education, training, employment programs, and school-to-work transitions.

Abstract

The National Climate Change and Wildlife Science Center (NCCWSC) has the responsibility to manage Department of Interior (DOI) Climate Science Centers (CSC) that are co-located at cooperating organizations at non-US Geological Survey (USGS) facilities. The DOI CSCs include USGS staff that report to a national USGS office. The NCCWSC works in close partnership with the climate change science and natural and cultural resource management communities to understand high priority science needs and to develop science information tools that can help resource managers develop strategies for responding to climate change. This program provides funding for researchers through cooperative agreements that involve climate change science as a major component. Eight DOI CSCs have been established, with the last three started up in Fiscal Year 2012. The DOI CSCs and Host partnerships have been established on a 5-year renewable basis. The initial information collection activity was performed to identify the preferred locations / institutional partners for Climate Science Centers. This was a full and open competition announced on Grants.gov. Based on this information, CSC host institutions have been identified and have entered cooperative agreements with USGS. At present, information collection activities focus on annual performance and financial reports, required under the cooperative agreements. This information is used to conduct an annual performance evaluation of each CSC's progress in meeting the goals of the agreement.

Abstract

The Refugee Act of 1980, Pub. L. No. 96-212, 8 U.S.C. 1522, amended the Immigration and Nationality Act to create a domestic refugee resettlement program that provides assistance and services to refugees resettling in the United States. With the enactment of this legislation, the Office of Refugee Resettlement (ORR) established comprehensive requirements for a State-administered refugee resettlement program including child welfare services to unaccompanied refugee minors. The Unaccompanied Refugee Minors (URM) Program currently operates in 14 states and the District of Columbia and provides the same range of child welfare benefits and services available to other foster children in those states as well as services required by ORR regulation and policy guidance. Originally, the URM Program provided services for refugee minors arriving from overseas unaccompanied by a parent or adult relative. Over the years Congress passed laws making other special populations already in the United States eligible for the URM Program. A completed URM Program Application must be submitted to ORR for eligibility determination, initiation of placement efforts, and approval to enter the URM Program. The current OMB expiration date for this information collection is August 31, 2023. We are requesting approval for a three-year extension with proposed revisions to the information collection. Proposed revisions include additional instructions, a small number of new questions, dropping a few questions, and rephrasing existing questions.
