Change Requests

What is an ICR?

An Information Collection Request (ICR) is a federal agency's request for approval from the Office of Management and Budget (OMB) to collect information from the public. Under the Paperwork Reduction Act (PRA), agencies must justify why the information is needed and how it will be used.

When are they submitted?

Federal agencies are required to submit an ICR whenever they create, renew, modify an information collection. Each ICR includes a description of the collection, supporting materials and documentation (such as forms, surveys, or scripts), and proof that the agency has met the requirements of the PRA.

The ICR is submitted to the The Office of Information and Regulatory Affairs (OIRA) within OMB for review and approval. OIRA grants approval for a maximum of three years, after which the collection must be renewed through a new ICR submission.

Unaccompanied Refugee Minors Program Application, and Withdrawal of Application or Declination of Placement Form

Key Information

Abstract

The Refugee Act of 1980, Pub. L. No. 96-212, 8 U.S.C. 1522, amended the Immigration and Nationality Act to create a domestic refugee resettlement program that provides assistance and services to refugees resettling in the United States. With the enactment of this legislation, the Office of Refugee Resettlement (ORR) established comprehensive requirements for a State-administered refugee resettlement program including child welfare services to unaccompanied refugee minors. The Unaccompanied Refugee Minors (URM) Program currently operates in 14 states and the District of Columbia and provides the same range of child welfare benefits and services available to other foster children in those states as well as services required by ORR regulation and policy guidance. Originally, the URM Program provided services for refugee minors arriving from overseas unaccompanied by a parent or adult relative. Over the years Congress passed laws making other special populations already in the United States eligible for the URM Program. A completed URM Program Application must be submitted to ORR for eligibility determination, initiation of placement efforts, and approval to enter the URM Program. The current OMB expiration date for this information collection is August 31, 2023. We are requesting approval for a three-year extension with proposed revisions to the information collection. Proposed revisions include additional instructions, a small number of new questions, dropping a few questions, and rephrasing existing questions.

Key Information

Abstract

Protective Security Advisors (PSAs) and Cyber Security Advisors (CSAs) conduct voluntary assessments on Critical Infrastructure (CI) facilities. These assessments are web-based and are used to collect an organization’s basic, high-level information, and its dependencies. This data is then used to determine a Protective Measures Index (PMI) and a Resilience Measures Index (RMI) for the assessed organization. This information allows an organization to see how it compares to other organizations within the same sector as well as allows them to see how adjusting certain aspects would change their score. This allows the organization to then determine where best to allocate funding and perform other high-level decision-making processes pertaining to the security and resiliency of the organization.

Abstract

The Endangered Species Act of 1973 (Act), as amended (16 U.S.C. 1531 et seq.), specifies the process by which the U.S. Fish and Wildlife Service and the National Marine Fisheries Service (we, Services) make decisions on listing, delisting, changing the status of a listed species or revising critical habitat. Any interested person may submit a written petition to the Services requesting to add a species to the Lists of Endangered or Threatened Wildlife and Plants (Lists), remove a species from the Lists, change the listed status of a species, or revise the boundary of an area designated as critical habitat. The petition process is a central feature of the Act (Act; 16 U.S.C. 1531 et seq.), and serves a beneficial public purpose. A petition may direct the attention of the U.S. Fish and Wildlife Service and the National Marine Fisheries Service to make necessary revisions to critical habitat designations. The U.S. Fish and Wildlife Service and the National Marine Fisheries Service (we, Services) are jointly finalizing changes to the regulations at 50 CFR 424.14 concerning petitions to improve the content and specificity of petitions and to enhance the efficiency and effectiveness of the petitions process to support species conservation. Our revisions to § 424.14 will clarify and enhance the procedures by which the Services will evaluate petitions under section 4(b)(3) of the Act, 16 U.S.C. 1533(b)(3). We are revising the regulations pertaining to the petition process to provide greater clarity to the public on the petition-submission process, which will assist petitioners in providing complete petitions. These revisions will also maximize the efficiency with which the Services process petitions, making the best use of available resources. These changes will improve the quality of petitions through expanded content requirements and guidelines, and, in so doing, better focus the Services’ energies on petitions that merit further analysis.

Abstract

The Industry/University Cooperative Research Centers (I/UCRC) Program was initiated in 1973 to develop long-term partnerships among industry, academe and government. The National Science Foundation invests in these partnerships to promote research programs of mutual interest, contribute to the Nation's research infrastructure base and enhance the intellectual capacity of the engineering or science workforce through the integration of research and education. As appropriate, NSF encourages international collaborations that advance these goals within the global context. This request for reinstatement stems from the following: desire to obtain the best data available from the centers, increased transparency and accountability of the program, and changes in personnel in the program. The program's reporting requirements are outlined to prospective awardees in the solicitation. The extent and complexity of the questions go beyond the standard request for reporting, and a separate clearance would allow flexibility within the program to consider changes as needed.

Grantee Reporting Request for Emerging Frontiers in Research and Innovation (EFRI) Program

Abstract

The development of an Emerging Frontiers in Research and Innovation (EFRI) Program monitoring system stems from the following: a desire to obtain, on a voluntary basis, the best data available on the outcomes of the funded research. EFRI is a unique program at NSF that was motivated by the vision of the Directorate for Engineering to be the global leader in advancing the frontiers of fundamental emerging research. EFRI serves a critical role in focusing research on important emerging areas in a timely manner. EFRI awards receive support of up to a total of $2,000,000 over four years. The EFRI program has awarded 215 research proposals since 2007. Because of the unique and innovative nature of the EFRI grants, we are seeking to collect additional longitudinal information from the grantees about their research that allows us to capture the unique goals and purpose of the program. This is very important to enable appropriate and accurate evaluation of the program and to determine whether or not the specific goals of the program are being met.

Prior to commencement of operations in the 135.7-137.8 kHz band or the 472-479 kHz band, amateur operators must notify the Utilities Telecom Council (UTC) of their intent by submitting their call signs, intended band or bands of operation, and the coordinates of their antenna's fixed location. Amateur stations will be permitted to commence operations after a 30-day period unless UTC notifies the applicant that its requested location is located within one kilometer of a Power Line Carrier (PLC) system operating in the same or overlapping frequencies.

Abstract

Partnerships between the U.S. Government and the private sector at times necessitate the sharing of classified information. The State, Local Tribal and Private Sector (SLTPS) facilitates this sharing by processing security clearances for “appropriate representatives of sector coordinating counsels, sector information sharing and analysis organizations [(ISAOs),] owners and operators of critical infrastructure, and any other person that the Secretary determines appropriate.” 6 U.S.C. § 150. In order to begin this process of approving an applicant to participate in the clearance program, the applicant’s employment information and Personally Identifiable Information (PII) is collected. Their association/SCC membership or employment information is reviewed for approval, and their PII is input into e-QIP, the Office of Personnel Management’s (OPM) secure portal for investigation processing. The U.S. Government is authorized to ask for this information under Sections 201 and 229 of the Homeland Security Act (Pub. L 107-296, 6 U.S.C. §§ 121, 150), and Executive Orders 12968, 13526, 13549, 13636, and 13691 which authorize the collection of this information.

Electronic Funds Transfer Authorization Agreement (CMS-588)

Abstract

The primary function of the Electronic Funds Transfer Authorization Agreement (CMS 588) is to gather information from a provider/supplier to establish an electronic payment process. The legal authority to collect this information is found in Section 1815(a) of the Social Security Act. This section provides authority for the Secretary of Health and Human Services to pay providers/suppliers of Medicare services. Under 31 U.S.C. 3332(f)(1), all Federal payments, including Medicare payments to providers and suppliers, shall be made by electronic funds transfer. 31 U.S.C. 7701 (c) requires that any person or entity doing business with the Federal Government must provide their Tax Identification Number (TIN). Goal of the Provider/Supplier Enrollment Application Revisions The goal of evaluating and revising the CMS 588 agreement is to renew the data collection. Due to previous revisions (2006 and 2009), this form is user friendly and concise. Only two minor revisions for systems requirements will be made at this time, specifically adding a street address line for the location of the financial institution and adding an additional National Provider Identification (NPI) number collection field for those providers/suppliers who have more than one NPI.
