Change Requests

What is an ICR?

An Information Collection Request (ICR) is a federal agency's request for approval from the Office of Management and Budget (OMB) to collect information from the public. Under the Paperwork Reduction Act (PRA), agencies must justify why the information is needed and how it will be used.

When are they submitted?

Federal agencies are required to submit an ICR whenever they create, renew, modify an information collection. Each ICR includes a description of the collection, supporting materials and documentation (such as forms, surveys, or scripts), and proof that the agency has met the requirements of the PRA.

The ICR is submitted to the The Office of Information and Regulatory Affairs (OIRA) within OMB for review and approval. OIRA grants approval for a maximum of three years, after which the collection must be renewed through a new ICR submission.

Key Information

Abstract

The Office of the National Coordinator for Health Information Technology is seeking the approval for a revision of a currently approved collection request titled the “United States Core Data for Interoperability New Data Element Submission Form.” The USCDI is a standardized set of health data classes and constituent data elements used to support nationwide, interoperable health information exchange. When published, the USCDI will become the required standard data elements set to which all health IT developers must conform to obtain ONC certification. The ONC certification is required for participation in some federal healthcare payment plans. To insure the USCDI remains current and reflects the needs of the health IT community, ONC established a predictable, transparent, and collaborative process to solicit broad stakeholder input to expand the USCDI. Anyone, including ONC staff, staff from other federal agencies, and other stakeholders may submit proposals for new data elements. ONC will evaluate each submission and provide feedback to the submitter. ONC will draft a new version of the USCDI based on these submissions and this draft will undergo review by ONC's federal advisory committee, the Health Information Technology Advisory Committee (HITAC), as well as by the general public. Upon approval by the National Coordinator for Health Information Technology, new data classes and data elements from these submissions will be added to the newest version of the USCDI standard for integration into health information technology products such as electronic health records. Based on feedback and policy changes since this data collection began in 2020, ONC proposes to make some revisions to this data collection instrument. These changes do not change the overall data collection burden on respondents. The information collected from this submission system is needed as it will comprise the sum total of the items ONC will evaluate for addition to the next version of the USCDI. The requested data will provide supporting documentation to justify addition of the data elements to the USCDI, and, if the documentation does justify addition to the USCDI, to one of several levels of candidate data elements for future development and consideration. The requested data and ONC's evaluation of the data will be publicly available for review at any time to provide transparency and predictability in the USCDI expansion process. It will contain information about the submitter to allow ONC to provide direct feedback to submitters on ONC's evaluation of such submission.

NCES Data Security Requirements for Accessing Restricted Use Data

Abstract

The National Center for Education Statistics (NCES) within the Institute of Education Sciences, US Department of Education invites the general public and other federal agencies to comment on a proposed information collection. NCES plans to collect information from individuals to fulfill its data security requirements when providing access to restricted-use microdata for the purpose of evidence building. NCES’s data security agreements and other paperwork along with the corresponding security protocols allow the agency to maintain careful controls on confidentiality and privacy, as required by law. Abstract

The data collection is sponsored by DOC/NOAA/NWS/Space Weather Advisory Group (SWAG). The SWAG is required under 51 U.S. Code § 60601(d)(3) to gather information from space weather product users to identify the “research, observations, forecasting, prediction, and modeling advances required to improve space weather products.” Specifically, the SWAG will: (i) assess the adequacy of current Federal Government goals for lead time, accuracy, coverage, timeliness, data rate, and data quality for space weather observations and forecasting; (ii) identify options and methods to, in consultation with the academic community and the commercial space weather sector, improve upon the advancement of the goals described in clause (i); (iii) identify opportunities for collection of new data to address the needs of the space weather user community; (iv) identify methods to increase coordination of space weather research to operations and operations to research; (v) identify opportunities for new technologies, research, and instrumentation to aid in research, understanding, monitoring, modeling, prediction, forecasting, and warning of space weather; and (vi) identify methods and technologies to improve preparedness for potential space weather phenomena. The SWAG will use the data to identify the space weather research, observations, forecasting, prediction, and modeling advances required to improve space weather products. Specifically, the information will be used to advise the National Science and Technology Council’s Space Weather Operations, Research, and Mitigation (SWORM) Subcommittee on improving the ability of the United States to prepare for, mitigate, respond to, and recover from space weather storms.

The Department of Education (the Department) is requesting an extension of the current approval of the policies and procedures for determining satisfactory academic progress (SAP) as required in Section 484 of the Higher Education Act of 1965, as amended (HEA). A link to the Satisfactory Academic Progress regulations is provided at 34 CFR 668.34 and 34 CFR 600.55. These regulations identify the policies and procedures to ensure that students are making satisfactory academic progress in their program at a pace and a level to receive or continue to receive Title IV, HEA program funds. If there is lapse in progress, the policy must identify how the student will be notified and what steps are available to a student not making satisfactory academic progress toward the completion of their program, and under what conditions a student who is not making satisfactory academic progress may continue to receive Title IV, HEA program funds. There have been minor changes to the regulatory language since the last information collection update. The changes do not represent changes to the estimated burden established below.

TRE Reliability Standards apply to entities registered as Generator Owners (GOs), Generator Operators (GOPs), and Balancing Authorities (BAs) within the Texas Reliability Entity region. The information collection requirements entail the setting or configuration of the Control System software, identification and recording of events, data retention, and submitting frequency measurable events to the compliance enforcement authority (Regional Entity or NERC). Submitting frequency measurable events - The BA is required to identify and post information regarding Frequency Measurable Events (FME). Further, the BA must calculate and report to the Compliance Enforcement Authority, data related to the performance of Primary Frequency Response (PFR) of each generating unit/generating facility. Data retention - The BA, GO, and GOP shall keep data or evidence to show compliance, as identified below, unless directed by its Compliance Enforcement Authority to retain specific evidence for a longer period of time as part of an investigation. Compliance audits are generally about three years apart. • The BA shall retain a list of identified Frequency Measurable Events and shall retain FME information since its last compliance audit. • The BA shall retain all monthly PFR performance reports since its last compliance audit. • The BA shall retain all annual Interconnection minimum Frequency Response calculations, and related methodology and criteria documents, relating to time periods since its last compliance audit. • The BA shall retain all data and calculations relating to the Interconnection’s Frequency Response, and all evidence of actions taken to increase the Interconnection’s Frequency Response, since its last compliance audit. • Each GOP and GO shall retain evidence since its last compliance audit.

The focus of this study is to explore patient and health care provider perceptions of a fictitious prescription drug product that is accompanied by software that is intended to track medication use. Research questions include perceptions about the product’s risks and/or benefits (including its effect on medication adherence) when the promotion claims this tracking ability; and whether a disclosure that describes what is known about the effect of medication tracking on medication adherence has an influence on perceptions of the product’s risks and/or benefits (including its effect on medication adherence). Primary care physicians and consumers will be recruited to view one of a number of websites for a fictitious diabetes drug and asked to answer questions about it. We will use statistical methods such as analysis of variance to analyze the data.

Impact Evaluation to Inform the Teacher and School Leader Incentive Program

Abstract

Congress mandated that IES conduct an independent evaluation of the Teacher and School Leader Incentive Program (TSL), which supports a variety of strategies aimed at improving the quality of teaching and attracting and retaining effective educators. In response to the legislative mandate to evaluate the TSL program, the first evaluation component addresses the need to understand the characteristics of districts that received TSL grants and the key strategies they are using to improve educator effectiveness and student achievement. The focus of the second evaluation component arises from a need to assess effectiveness, focusing on a single, common strategy of designating teacher leaders to provide coaching to other teachers. This strategy of focusing on a single, common strategy of grantees is part of an evidence-building strategy for the program that complements evidence on other aspects of the grant that have been previously evaluated. More research is needed to provide guidance on whether this teacher leader strategy improves teacher effectiveness and student achievement. The second component of the evaluation uses a random assignment design to study the impacts (and implementation and cost-effectiveness) of the teacher leader role in non-TSL districts.

Abstract

Elder justice-related information collection activity undertaken by the Elder Justice Initiative includes garnering qualitative stakeholder feedback in an efficient, timely manner. Qualitative feedback is not intended to yield generalizable results, but rather to provide useful insights on perceptions and opinions of our stakeholders. Information collection may include brief surveys, registration for convenings, webform requests on the Elder Justice Website, and other elder justice-related information collection activities. These information collections will provide insights into stakeholder perceptions, experiences, and expectations, focus attention on areas where communication and training are needed, and identify needed changes in operations to improve delivery of resources and services. These collections are necessary to facilitate ongoing, collaborative, and actionable communications between the Elder Justice Initiative and its various stakeholders and contribute directly to the improvement of program management.

Endorser Status and Actual Use in Direct-to-Consumer Television Ads

Key Information

Abstract

This proposed research extends prior research by examining actual-use disclosures in television ads. Specifically, we will examine the influence of two independent variables--endorser type (patient, physician) and an actual-use disclosure (utilizer, actor, none). Dependent variables will include perceptions of the risks and benefits of the promoted prescription drug, attitudes toward and perceptions of the endorser, attention paid to the ad, and behavioral intentions. Because age and education level may affect perceptions of the ad, we plan to explore the effects of these demographic variables. We will recruit 648 consumers who self-identify as having been diagnosed with diabetes and 648 consumers who self-identify as having been diagnosed with rheumatoid arthritis. Each participant will see one of six versions of a television ad for a fictitious prescription diabetes or rheumatoid arthritis treatment, complete a survey, and provide feedback on one of the other ad versions in a study designed to take no more than 20 minutes. Data will be analyzed using established statistical approaches, such as Analysis of Variance. Results will be disseminated through presentations and publications in peer-reviewed journals.
