Change Requests

What is an ICR?

An Information Collection Request (ICR) is a federal agency's request for approval from the Office of Management and Budget (OMB) to collect information from the public. Under the Paperwork Reduction Act (PRA), agencies must justify why the information is needed and how it will be used.

When are they submitted?

Federal agencies are required to submit an ICR whenever they create, renew, modify an information collection. Each ICR includes a description of the collection, supporting materials and documentation (such as forms, surveys, or scripts), and proof that the agency has met the requirements of the PRA.

The ICR is submitted to the The Office of Information and Regulatory Affairs (OIRA) within OMB for review and approval. OIRA grants approval for a maximum of three years, after which the collection must be renewed through a new ICR submission.

Effectiveness of Third-Party Testing and Minimum Standards for Commercial Driver’s License (CDL) Knowledge and Skills Tests

Key Information

Abstract

The Federal Motor Carrier Safety Administration (FMCSA) is seeking Office of Management and Budget (OMB) approval of a new information collection titled “Effectiveness of Third-Party Testing and Minimum Standards for CDL Knowledge and Skills Tests.” The total number of respondents is 51 respondents (one per each State and the District of Columbia). This is a one-time information collection to support a research study. The collection is mandatory reporting and will be conducted through a one-time survey. The estimated burden for all respondents is 72.42 hours at a total cost of $4,749.63. The estimated cost to the Federal Government is $799,770.56. In the Moving Ahead for Progress in the 21st Century Act legislation signed into law on July 6, 2012, Congress passed a requirement for FMCSA to establish an Entry Level Driver Training (ELDT) program that both enhanced existing training standards and established minimum level CDL requirements consistent across all jurisdictions. FMCSA is conducting a research study titled “Effectiveness of Third-Party Testing and Minimum Standards for CDL Knowledge and Skills Tests,” which will assess the effectiveness of the ELDT program, assess third-party training provider performance, and verify/validate compliance with ELDT minimum standards. The information collected will be used by FMCSA to support a study. The study results will be used by FMCSA to (1) determine the effectiveness of third-party testing programs for CDL skills tests; and (2) determine the effectiveness of minimum training and minimum testing standards for CDL knowledge and skills tests.

This information collection is a survey of FLAS fellows required by 20 U.S.C. §1121(d) which states “The Secretary shall assist grantees in developing a survey to administer to students who have completed programs under this subchapter to determine postgraduate employment, education, or training. All grantees, where applicable, shall administer such survey once every two years and report survey results to the Secretary.” There is an increase in the number of respondents for this collection, which is the result of transitioning from a cross-sectional to a longitudinal survey.

Abstract

Many provisions of the Patient Protection and Affordable Care Act (Affordable Care Act) that became effective in 2014 were designed to expand access to affordable health coverage. These include provisions for coverage to be offered through a Health Insurance Marketplace (Marketplace), premium tax credits to assist individuals in purchasing such coverage, employer notice to employees of coverage options available through the Marketplace, and other related provisions. Since January 1, 2014, individuals and employees of small businesses have had access to affordable coverage through a competitive private health insurance market – Health Insurance Marketplace. The Marketplace offers “one-stop shopping” to find and compare private health insurance options. Section 1512 of the Affordable Care Act created a new Fair Labor Standards Act (FLSA) section 18B [29 USC 218b] requiring a notice to employees of coverage options available through the Marketplace. Section 18B of the FLSA, as added by section 1512 of the Affordable Care Act, generally provides that, in accordance with regulations promulgated by the Secretary of Labor, an applicable employer must provide each employee at the time of hiring a written notice: Informing the employee of the existence of Exchanges including a description of the services provided by the Exchanges, and the manner in which the employee may contact Exchanges to request assistance; If the employer plan's share of the total allowed costs of benefits provided under the plan is less than 60 percent of such costs, then the employee may be eligible for a premium tax credit under section 36B of the Internal Revenue Code (the Code) if the employee purchases a qualified health plan through an Exchange; and If the employee purchases a qualified health plan through an Exchange, the employee may lose the employer contribution (if any) to any health benefits plan offered by the employer and that all or a portion of such contribution may be excludable from income for Federal income tax purposes.

Abstract

14 CFR Part 205 contains the minimum requirements for air carrier accident liability insurance to protect the public from losses, and directs that certificates evidencing appropriate coverage must be filed with the Department. This information collection supports the Department of Transportation’s strategic goal on safety of the public. Specifically, collection of this data ensures that air carriers have the proper insurance coverage in case of damages for bodily injury to or a death of a person, or for damage to the property of others, resulting from the air carrier’s operations or maintenance of aircraft in air transportation provided under its authority from the Department.
