Change Requests

What is an ICR?

An Information Collection Request (ICR) is a federal agency's request for approval from the Office of Management and Budget (OMB) to collect information from the public. Under the Paperwork Reduction Act (PRA), agencies must justify why the information is needed and how it will be used.

When are they submitted?

Federal agencies are required to submit an ICR whenever they create, renew, modify an information collection. Each ICR includes a description of the collection, supporting materials and documentation (such as forms, surveys, or scripts), and proof that the agency has met the requirements of the PRA.

The ICR is submitted to the The Office of Information and Regulatory Affairs (OIRA) within OMB for review and approval. OIRA grants approval for a maximum of three years, after which the collection must be renewed through a new ICR submission.

Abstract

Section 2307 of Public Law 114-190, medical certification of small aircraft pilots, provides that, within 180 days of enactment of Public Law 114-190, the FAA Extension, Safety and Security Act of 2016, the Administrator of the FAA shall issue or revise regulations to ensure that an individual may operate as pilot in command of a covered aircraft if certain provisions stipulated in the Act are met. The Act was enacted July 15, 2016. The use of section 2307 by any eligible pilot is voluntary. Persons may elect to use these alternative pilot physical examination and education requirements or may elect to continue to operate using a third-class or higher medical certificate (information collection 2120-0034).The requirements of section 2307 were codified in 14 CFR parts 61, 91 and newly created part 68

Key Information

Abstract

14 CFR Part 215 prohibits a U.S. or foreign air carrier from holding out to the public or performing any air transportation services in any name other than that in which its operating authorization is issued or which has otherwise been approved by the Department. In addition, it sets forth the procedures to be followed by air carriers in changing the name on their authorization or using a trade name. Data collection is done on an occasional basis, in connection with applications from companies seeking new, reissued, or transferred authority in a new name or the use of a trade name.

Abstract

The Rural eConnectivity Program (ReConnect) was authorized under 7 U.S.C. 901 et seq., and Pub. L. 115-141, §779. The Funding Opportunity Announcement (FOA) will use technical assistance funds appropriated under the Infrastructure Investment and Jobs Act (IIJA) (Pub. L. 117-58). Applications received under the FOA will be administered by the Rural Utilities Service (RUS or the Agency), a Rural Development (RD) agency of the United States Department of Agriculture. The assistance instrument for this program will be through cooperative agreements which RD is authorized to administer pursuant to 7 U.S.C. 2204b(b)(4). This FOA provides competitive cooperative agreement funding to eligible entities to ensure technical assistance and training is delivered to rural communities in need of high-speed internet and rural broadband providers. Program funds must be used to support broadband technical assistance activities which include, but are not limited to, project planning and community engagement, operations support, financial sustainability, environmental compliance, engineering, accessing federal resources, and data collection and reporting. The goal of the program is to support the expansion of high-speed internet into unserved rural communities. Applications submitted for consideration will be reviewed for eligibility and completeness. Applications determined to be eligible will be evaluated according to the scoring criteria outlined in the FOA. The scoring criterion is targeted to applicants that demonstrate strong work plans, organizational capacity, clear performance metrics, and the ability to reach the most rural communities. Points are also available for projects benefitting targeted groups such as Tribes and Tribal Entities, colonias, persistent poverty counties, and distressed energy communities. Failure to collect proper information from applicants could hinder the government’s selection of funding recipients, and result in improper determinations of assistance, increase legal costs to the recipients as well as encumber customer service and, ultimately, slow the deployment of assistance to rural areas in need of high-speed internet. The timing of technical assistance is critical due to the historic levels of broadband funding made available under the IIJA. The programs created and funded under the IIJA are beginning to disburse funding and technical assistance is critical to ensure unserved rural communities are able to participate in these programs, successfully implement projects and properly manage funds.

In accordance with section 215 of the Federal Power Act, the final rule in RM22-3-000 directs the North American Reliability Corporation (NERC) to develop and submit for Commission approval new or modified Reliability Standards to address gaps in existing Critical Infrastructure Protection (CIP) networked environments. The new CIP Reliability Standards will require bulk electric system internal network security monitoring (INSM) for CIP-networked environments for all high-impact bulk electric system (BES) Cyber Systems and medium-impact BES Cyber Systems with external routable connectivity. The effective date of the final rule is April 10, 2023. The new or modified CIP standards will be due to the commission 15 months after that date. The Commission is using FERC-725(1B) as a temporary, placeholder number for this information collection. FERC-725 (i.e., OMB Control No. 1902-0225) already includes Commission directions to NERC to modify Reliability Standards. However, another information collection request regarding OMB Control No. 1902-0225 is pending review at OMB, and only one item per OMB Control No. can be pending review at a time.

Abstract

PTE 92-6 exempts from the prohibited transaction restrictions the sale of individual life insurance or annuity contracts held by an employee benefit plan to: (1) plan participants under such plan; (2) relatives of such participants under such plan, (3) employers, any of whose employees are covered by such plan; (4) other employee benefit plans that have a party in interest relationship; (5) owner-employees (as defined in Code section 401(c)(3)), (6) shareholder-employees (as defined in Code section 1379 of the Internal Revenue Code of 1954 as in effect on the day before the enactment of the Subchapter S Revision Act of 1982), or (7) trusts established by plan participants of such plan or relatives of such participants who are the beneficiaries under such plan, for at least an amount equal to the amount necessary to put the plan in the same cash position as it would have been had it retained the contract, surrendered it, and made any distributions owing to the participant on his or her vested interest under such plan, provided certain conditions set forth in the class exemption are met. Plans utilizing the exemption are required to inform the insured participant of a proposed sale of a life insurance or annuity policy to the employer, a relative, a trust, another plan, an owner-employee, or a shareholder-employee and be given an opportunity to purchase such contract.

Abstract

Rule 482 applies to an advertisement or other sales material (advertisement) with respect to securities of an investment company registered under the Investment Company Act of 1940 or a business development company, that is selling or proposing to sell its securities pursuant to a registration statement that has been filed under the Securities Act of 1933 (the "Act"). Rule 482 does not apply to an advertisement that is excepted from the definition of prospectus by section 2(a)(10) of the Act or to a summary prospectus under rules 498 and 498A pursuant to the Act. An advertisement that complies with rule 482, which may include information the substance of which is not included in the prospectus specified in section 10(a) of the Act, will be deemed to be a prospectus under section 10(b) of the Act for the purposes of section 5(b)(1) of the Act.

[NCCDPHP] Maternal Mortality Review Information Application (MMRIA)

Key Information

Abstract

Maternal Mortality Review Committees (MMRCs) review cases of pregnancy-associated deaths in their jurisdiction to determine and understand pregnancy-relatedness. MMRIA is a comprehensive and standardized data collection system for abstracting data from clinical and nonclinical sources and documenting MMRC decisions. MMRIA will provide comprehensive, timely, and accurate data surrounding these deaths to inform future prevention efforts. For this request, CDC is seeking a revision that includes an increase in the number of funding recipients and an increase in the estimated number of pregnancy-associated deaths for which data is abstracted per jurisdiction.

Key Information

Abstract

This information collection supports a web-based tracking network (the tracking network) to allow Federal, State, and Territorial regulatory and public health agencies to share safety information about animal food. Information is submitted to the tracking network by regulatory and public health agency employees with membership rights. The efficient exchange of safety information is necessary because it improves early identification and evaluation of a risk associated with an animal food product. We use the information to assist regulatory agencies to quickly identify and evaluate a risk and take whatever action is necessary to mitigate or eliminate exposure to the risk.
