Change Requests

What is an ICR?

An Information Collection Request (ICR) is a federal agency's request for approval from the Office of Management and Budget (OMB) to collect information from the public. Under the Paperwork Reduction Act (PRA), agencies must justify why the information is needed and how it will be used.

When are they submitted?

Federal agencies are required to submit an ICR whenever they create, renew, modify an information collection. Each ICR includes a description of the collection, supporting materials and documentation (such as forms, surveys, or scripts), and proof that the agency has met the requirements of the PRA.

The ICR is submitted to the The Office of Information and Regulatory Affairs (OIRA) within OMB for review and approval. OIRA grants approval for a maximum of three years, after which the collection must be renewed through a new ICR submission.

Abstract

Abstract

The Chief Evaluation Office of the U.S. Department of Labor has contracted with Abt Associates and its partners—the Urban Institute, Capital Research Corporation, and the National Association of State Workforce Agencies —to conduct a five-year evaluation to develop strategies to support the evidence requirements for the Reemployment Services and Eligibility Assessment program that were enacted as part of the Bipartisan Budget Act of 2018 (Public Law 115-123). This data collection activity is a reinstatement of a previously approved and completed data collection effort. The survey has been administered three times in prior years to state workforce agencies and this will be the fourth wave of the survey. Results from earlier waves documented different changes states were undertaking, particularly during different phases of COVID. Because all other data collection activities have been completed, the burden has decreased to reflect the change.

The collection of this information is authorized by Title 38, United States Code (U.S.C.) 7403, (Veterans’ Benefits), which provides that appointments of Title 38 employees will be made only after qualifications have been satisfactorily verified in accordance with regulations prescribed by the Secretary. Occupations listed in 38 U.S.C. 7401(1) and 7401(3) (Appointments in Veterans Health Administration), are appointed at a grade and step rate or an assignment based on careful evaluation of their education and experience. VA Forms 10-2850, 10-2850a and 10-2850c are applications designed specifically to elicit appropriate information about each candidate's qualifications for employment with Department of Veterans Affairs (VA) as well as educational and experience. To assure that a full evaluation of each candidate's credentials can be made prior to employment, the forms require disclosure of details about all licenses ever held, Drug Enforcement Administration certification, board certification, clinical privileges, revoked certification or registration, liability insurance history, and involvement in malpractice proceedings. VA Form 10-2850d is used to collect appropriate information about qualifications for each trainee participating in accredited educational programs with VA. VA Form 10-2850e is the pre-employment reference form used to elicit information concerning the prior education and/or performance of the Title 38 applicant. Information provided is used to determine eligibility for employment and the appropriate grade and step rate or assignment.

This supporting statement addresses information collection activities that will be imposed by amendments to the National Emission Standards for Hazardous Air Pollutants (NESHAP) for the cyanide chemicals manufacturing source category in the Generic Maximum Achievable Control Technology standards, 40 CFR part 63, subpart YY, referred to as the cyanide chemicals manufacturing maximum achievable control technology (MACT) standards. The current cyanide chemicals manufacturing MACT standards were promulgated on July 12, 2002 (67 FR 46257). As part of the residual risk and technology reviews (RTR) for the NESHAP, the Environmental Protection Agency (EPA) is finalizing amendments to (1) clarify regulatory provisions related to emissions during periods of startup, shutdown, and malfunction; (2) add requirements for electronic reporting of performance test results; and (3) add wastewater requirements (including the incorporation of test methods for wastewater stream free cyanide concentration measurements) for new and existing affected sources. This information collection request documents the monitoring (including applicability testing/calculations), recordkeeping and reporting requirements and burden imposed by these amendments.

Applicants interested in applying for jobs with the FAA voluntarily complete the online Web based application (USAJOBS/AVIATOR) process. The information is reported on occasion. AVIATOR facilitates the FAA hiring process with instant certification of qualified candidates for employment. It allows simultaneous online application submittal; screening and testing; scoring and notification; eligibility list placement; and referral for interview. Once applicants electronic application form is complete and the job announcement date expires, FAA AHR performs its Qualification Reviews process. The data gathered from the Federal Aviation Administration (FAA) Application for Employment is analyzed and evaluated by AHR specialists to identify applicants with required qualifications for a variety of positions within the FAA. While the FAA is exempt from provisions relating to normal competitive examination processing within Title 5, USC, Sections 3302-3305, this process enables the FAA to establish a selection pool of best-qualified candidates to fulfill its many critical safety-related jobs.
