What is an ICR?

An Information Collection Request (ICR) is a federal agency's request for approval from the Office of Management and Budget (OMB) to collect information from the public. Under the Paperwork Reduction Act (PRA), agencies must justify why the information is needed and how it will be used.

When are they submitted?

Federal agencies are required to submit an ICR whenever they create, renew, modify an information collection. Each ICR includes a description of the collection, supporting materials and documentation (such as forms, surveys, or scripts), and proof that the agency has met the requirements of the PRA.

The ICR is submitted to the The Office of Information and Regulatory Affairs (OIRA) within OMB for review and approval. OIRA grants approval for a maximum of three years, after which the collection must be renewed through a new ICR submission.

Abstract

Applicants interested in applying for jobs with the FAA voluntarily complete the online Web based application (USAJOBS/AVIATOR) process. The information is reported on occasion. AVIATOR facilitates the FAA hiring process with instant certification of qualified candidates for employment. It allows simultaneous online application submittal; screening and testing; scoring and notification; eligibility list placement; and referral for interview. Once applicants electronic application form is complete and the job announcement date expires, FAA AHR performs its Qualification Reviews process. The data gathered from the Federal Aviation Administration (FAA) Application for Employment is analyzed and evaluated by AHR specialists to identify applicants with required qualifications for a variety of positions within the FAA. While the FAA is exempt from provisions relating to normal competitive examination processing within Title 5, USC, Sections 3302-3305, this process enables the FAA to establish a selection pool of best-qualified candidates to fulfill its many critical safety-related jobs.

NOAA Space-Based Data Collection System (DCS) Agreements

Key Information

Abstract

This is a request for extension of an approved information collection. The National Oceanic and Atmospheric Administration (NOAA) operates two space-based data collection systems (DCS) per 15 CFR Part 911: the Geostationary Operational Environmental Satellite (GOES) DCS and the Polar-Orbiting Operational Environmental Satellite (POES) DCS, also known as the Argos system. Both the GOES DCS and the Argos DCS are operated to support environmental applications, e.g., meteorology, oceanography, hydrology, ecology, and remote sensing of Earth resources. In addition, the Argos DCS currently supports applications related to protection of the environment, e.g., hazardous material tracking, fishing vessel tracking for treaty enforcement, and animal tracking. Presently, the majority of users of these systems are government agencies and researchers and much of the data collected by both the GOES DCS and the Argos DCS are provided to the World Meteorological Organization via the Global Telecommunication System for inclusion in the World Weather Watch Program.

Nationwide Cyber Security Review (NCSR) Assessment

Key Information

Abstract

Consistent with Congressional mandates, the DHS Cybersecurity and Infrastructure Agency (CISA) developed the NCSR to measure the gaps and capabilities of cybersecurity programs within state, local, tribal and territorial (SLTT) governments. Using the anonymous results of the NCSR, DHS delivers a bi-annual summary report to Congress that provides a broad picture of the current cybersecurity gaps and capabilities of SLTT governments across the nation. The assessment allows SLTT governments to manage cybersecurity related risks through the National Institute of Standards and Technology (NIST) Cybersecurity Framework (CSF) which consists of best practices, standards, and guidelines. In efforts of continuously providing Congress with an accurate representation of the SLTT governments’ cybersecurity programs gaps and capabilities, the NCSR question sets and surveys may slightly change from year to year to accurately reflect the current cybersecurity environment.

Administration on Disabilities Evaluation of Technical Assistance for Independent Living Grantees

Abstract

A technical assistance survey (TA) to better understand the implementation and effectiveness of the TA provided to Centers for Independent Living (CILs), statewide independent living councils (SILCs), and designated state entities (DSEs) through the Administration for Community Living (ACL). The Rehabilitation Act of 1973, as amended, authorizes the CILs, SILCs, and DSEs to provide, expand, and improve independent living services for people with disabilities. Title VII, Part C authorizes funding to CILs. Section 711A(a) requires ACL to reserve funds for training and TA to SILCs, and section 721(b)(1) requires ACL to reserve funds for training and TA to CILs. TA is made available by the Independent Living Research Utilization program, the Association of Programs for Rural Independent Living, the National Association of Statewide Independent Living Councils, the National Council on Independent Living, and the TA centers that ACL funds, including the Disability Employment TA Center and the federal Housing and Services Resource Center. The goal of this survey is to provide ACL with feedback from CILs, SILCs, and DSEs on the TA approach, including what elements are effective, that can be incorporated into a future TA strategy.

Abstract

The EAC Office of Grants Management (EAC/OGM) is responsible for distributing, monitoring and providing technical assistance to states and grantees on the use of federal HAVA funds. EAC/OGM also reports on how the funds are spent, negotiates indirect cost rates with grantees, and resolves audit findings on the use of HAVA funds. The EAC-PR has been developed for both interim and final progress reports for grants issued under HAVA authority. This revised format builds upon our current approved report for the separate grant awards given by EAC. This revision includes the request of data for expenses related to both HAVA and CARES awards. The revised PR will directly benefit award recipients by making it easier for them to administer federal grant and cooperative agreement programs through standardization of the types of information required in progress reports- thereby reducing their administrative effort and costs. In addition, this PR will derive necessary data for reporting to Congress on HAVA activities. The population for the data collection is the 56 states and territories (EAC grantees) receiving HAVA grants as well as the supplemental CARES funding. The recipients of this funding are finite. EAC will post the guidance on our website for easy location and access on our website. EAC will also offer technical assistance as requested in completing and submitting progress reporting.

Copayment Exemption for Indian Veterans (AR48) - Documentation of Indian or Urban Indian Status

Abstract

On January 5, 2021, the President signed into law the Johnny Isakson and David P. Roe, M.D. Veterans Health Care and Benefits Improvement Act of 2020 (the “Act”). Public Law (Pub. L.) 116-315. Section 3002 of the Act amended section 1730A to add a copayment exemption for veterans who are either Indian or urban Indian, as those terms are defined in section 4 of the Indian Health Care Improvement Act. Section 4 is codified at 25 U.S.C. 1603, and the definitions for Indian and urban Indian are located in paragraphs 13 and 28, respectively, of section 1603. This rulemaking revises several VA regulations concerning copayment exemptions to be consistent with the amendment made to 38 U.S.C. 1730A by section 3002 of the Act. To demonstrate that a veteran meets the definition of Indian or urban Indian, as defined in 25 U.S.C. 1603(13) and (28), the veteran must submit appropriate documentation to VA. New form 10-334 was created by VA to be used as a cover sheet for submission of this documentation. The documents submitted by individual veterans will be reviewed by VHA staff for the purposes of establishing copay exemption, in accordance with the statute. VA will determine if a veteran meets the definition of Indian or urban Indian as defined in 25 U.S.C. 1603(13) and (28) and qualifies for an exemption from the copayment for certain health care.

The National Emission Standards for Hazardous Air Pollutants (NESHAP) for the Carbon Black Production source category in the Generic Maximum Achievable Control Technology standards, 40 CFR part 63, subpart YY, referred to as the Carbon Black Production Maximum Achievable Control Technology (MACT) standards. The Carbon Black Production MACT standards being amended were promulgated on July 12, 2002 (67 FR 46257). As part of the residual risk and technology reviews (RTR) for the NESHAP, the Environmental Protection Agency (EPA) is finalizing amendments to (1) include new provisions and clarifications/corrections related to emissions during periods of startup, shutdown, and malfunction; (2) add requirements for electronic reporting of performance test results and other compliance-related reports; (3) include additional requirements for applicability/compliance performance testing; and (4) add annual boiler tune up requirements for specified affected sources. This information collection request documents the recordkeeping and reporting requirements and burden imposed by these amendments. In general, all NESHAP standards require initial notifications, performance tests, and periodic reports by the owners/operators of the affected facilities. These notifications, reports, and records are essential in determining compliance and are required of all affected facilities subject to NESHAP. This information collection request (ICR) includes the burden for all activities that will be conducted in the first three years following promulgation of the final amendments to the Carbon Black Production MACT standards only as they relate to the changes made as a result of the RTR and other actions under the final rule. These activities include reading the rule, conducting and documenting compliance applicability testing/calculations, and completing the recordkeeping and reporting requirements.

Abstract

This information collection is mandatory for any person or entity wanting to register an aircraft. The information is collected and used by the FAA Aircraft Registration Branch (Aircraft Registry) to: 1) maintain documentation of aircraft ownership; 2) register aircraft for the issuance of a registration certificate and; 3) record conveyances affecting an interest in an aircraft. Bi-annual reporting of U.S. Flight Hours is also collected from corporations that are not considered U.S. citizens to monitor compliance in accordance with 14 CFR 47.9. The information collected is maintained in a database for recordkeeping purposes. As with all information collected by the Aircraft Registry this information is available to the public upon request. Registration and evidence of ownership information is collected utilizing the following forms: 1) The AC Form 8050-1, Aircraft Registration Application, which must be used for the initial registration when ownership of an aircraft transfers from one entity to another. 2) The following four forms, though their use is not required, are available to use as evidence of ownership to accompany the AC Form 8050-1: • AC Form 8050-2, Aircraft Bill of Sale • AC Form 8050-88, Affidavit of Ownership for Amateur-Built and Other Non-Type Certificated Aircraft • AC Form 8050-88A, Affidavit of Ownership for Light-Sport Aircraft • AC Form 8050-4, Certificate of Repossession of Encumbered Aircraft 3) The AC Form 8050-1B, Registration Renewal Application, is used for the stated purpose (renewal) every three years following notification to the aircraft owner that their aircraft’s registration is eligible for renewal. (If the registration expires, the owner must use the AC Form 8050-1 to apply for reinstatement and may not operate the aircraft until the reinstated registration is accomplished.) 4) The AC Form 8050-98, Aircraft Security Agreement, may be used by secured parties to record any financial encumbrances against an aircraft and eligible engines, propellers, and spare part locations. 5) The AC Form 8050-117, Flight Hours for Corporations Not U. S. Citizens, is used as bi-annual notification and is then returned with report data from corporations not considered U.S. citizens for compliance with 14 CFR 47.9, which requires that at least 60% of the aircraft’s flight hours be in U.S. airspace.

Abstract

The Social Security Administration (SSA) is undertaking the Vocational Resource Facilitator Demonstration (VRFD) under the Interventional Cooperative Agreement Program (ICAP). ICAP allows SSA to partner with various non-federal groups and organizations to advance interventional research connected to the Supplemental Security Income (SSI) and Social Security Disability Insurance (SSDI) programs. VRFD will test the VRF intervention, which helps newly injured spinal cord injury or disease (SCI) or brain injury (BI) patients pursue their employment goals. The VRFD will provide empirical evidence on the impact of the intervention on patients in several critical areas: (1) employment and earnings, (2) SSI and SSDI benefit receipt, and (3) satisfaction and well-being. A rigorous evaluation of VRFD is critical to help SSA and other interested parties assess promising options to improve employment-related outcomes and decrease benefit receipt. The VRFD evaluation uses a randomized control experimental design that includes one treatment group and one control group. Control group members will receive a referral for services to the Division of Vocational Rehabilitation Services (DVRS)—New Jersey’s state Vocational Rehabilitation agency. The treatment group will receive a referral to DVRS and employment services from a resource facilitator (RF). RFs are fully integrated members of clinical teams who engage with injured workers during inpatient rehabilitation about return to work. The central research questions include: • Was the intervention implemented as planned? • What are key considerations for scaling up or adopting the VRF model at other facilities? • What were the impacts of VRF on outcomes of interest? • Did treatment group members earn or work more than control group members? • Were treatment group members relatively less likely to apply to or receive SSI or SSDI benefits? • Did treatment group members experience greater satisfaction and well-being than control group members? • What were the benefits and costs of the demonstration across key groups? The proposed public survey data collections will support three components of the planned implementation, impact, and benefit-cost analyses. The data collection efforts will provide information that is not available in SSA program records about the characteristics and outcomes of VRFD participants in the treatment and control groups. Respondents are newly injured SCI and BI patients, who will provide written consent before agreeing to participate in the study and be randomly assigned to one of the study groups.
