What is an ICR?

An Information Collection Request (ICR) is a federal agency's request for approval from the Office of Management and Budget (OMB) to collect information from the public. Under the Paperwork Reduction Act (PRA), agencies must justify why the information is needed and how it will be used.

When are they submitted?

Federal agencies are required to submit an ICR whenever they create, renew, modify an information collection. Each ICR includes a description of the collection, supporting materials and documentation (such as forms, surveys, or scripts), and proof that the agency has met the requirements of the PRA.

The ICR is submitted to the The Office of Information and Regulatory Affairs (OIRA) within OMB for review and approval. OIRA grants approval for a maximum of three years, after which the collection must be renewed through a new ICR submission.

Abstract

Regulation P (12 CFR part 1016) requires credit unions to disclose its privacy policies to customers as well as offer customers a reasonable opportunity to opt out-in whole or in part-of those policies to further restrict the release of their personal financial information to nonaffiliated third parties. Credit unions are required to provide an initial privacy notice to customers that is clear and conspicuous, an annual notice of the privacy policies and practices of the institution, a revised notice to customers if triggered by specific changes to the existing policy, and a notice of the right of the customer to opt out of the institution’s information sharing practices. Consumers who choose to exercise their opt-out right document this choice by returning an opt-out form or other permissible method. This information collection is needed to evidence compliance with title V of the Gramm-Leach-Bliley Act.

Federal-State Unemployment Insurance Program Data Exchange Standardization

Key Information

Abstract

The Department is required by the Middle Class Tax Relief and Job Creation Act of 2012 to designate eXtensible Markup Language (XML) as a data exchange standard. The data exchange standards help improve the interoperability of these systems that collect and exchange information for UI administrative purposes. Through this regulation, the Department makes use of data exchange standards for ICON and SIDES. To improve UI program operations by states, the Department has been the facilitating entity for development and implementation of automated systems that states may adopt for efficiently processing claims and improving program integrity. These automated systems, which have been developed through a collaborative effort with states and the National Association of Workforce Agencies (NASWA), have replaced manual paper processing with automated exchanges of information between states as well as those between states and employers. The Department provides funding to facilitate the development and implementation of these automated systems, and encourages the use of these systems by states. The Federal requirement to use this standard requires the Department to establish, through regulation, that all such exchanges of electronic information must use XML to comply with the Act.

Abstract

With limited exceptions, ocean dumping - the transportation of any material for the purpose of dumping in ocean waters is prohibited except in compliance with a permit issued under the Marine Protection, Research, and Sanctuaries Act (MPRSA). EPA collects or sponsors the collection of information for the purposes of permit issuance, reporting of emergency dumping to safety of life at sea, compliance with permit requirements, including specifically general permits for burial at sea and for transportation and disposal of vessels. EPA is responsible for issuing ocean dumping permits for all materials except dredged material. The U.S. Army Corps of Engineers (USACE) is responsible for issuing ocean dumping permits for dredged material using EPAs environmental criteria, though for federal projects, the USACE may apply the environmental criteria directly in lieu of the permit process. Ocean dumping permits for dredged material are subject to EPA review and concurrence.

Abstract

The Fertilizer Production Expansion Program (FPEP) is authorized by the Commodity Credit Corporation (CCC) Charter Act to assist agricultural producers through grants, purchases, payments, and other operations, and makes available materials and facilities required in the production and marketing of agricultural commodities. Through FPEP, USDA is supporting new and expanded supplies of fertilizer and alternatives that play the same role as fertilizer to United States farmers as a key input necessary for production of agricultural commodities. The FPEP Program will be administered by the USDA, Rural Development (RD) Rural Business Cooperative Service (RBCS). RBCS has developed requirements for FPEP, prepared a Request for Applications (RFA) and up to $500 million will be made available in competitive grants. The purpose of FPEP is to expand capacity, improve competition, and increase supply chain resilience within the agricultural fertilizer and nutrient management sector, in connection with the production of agricultural commodities.

Abstract

The National Emission Standards for Hazardous Air Pollutants (NESHAP) for Prepared Feeds Manufacturing were proposed on July 27, 2009, promulgated on January 5, 2010, and amended on both July 20, 2010, and December 23, 2011. A prepared feed manufacturing facility is a facility where animal feed (other than feed products for dogs and cats) makes up at least half (by mass) of the facilities annual production of all products. These regulations apply to new and existing area source prepared feeds manufacturing facilities that use one or more materials (additives/premixes) that contain 0.1 percent or greater by weight of chromium (Cr) or 1.0 percent or greater by weight of manganese (Mn). New facilities include those that commenced construction or reconstruction after the date of proposal. This information is being collected to assure compliance with 40 CFR Part 63, Subpart DDDDDDD. In general, all NESHAP standards require initial notifications, performance tests, and periodic reports by the owners/operators of the affected facilities. They are also required to maintain records of the occurrence and duration of any startup, shutdown, or malfunction in the operation of an affected facility, or any period during which the monitoring system is inoperative. These notifications, reports, and records are essential in determining compliance, and are required of all affected facilities subject to NESHAP.

Abstract

This information collection request is a renewal for mandatory reporting which applies to new registrants that are subject to FMCSA’s licensing, registration, and certification regulations. Form MCSA-1 is an interactive, online form that allows users to see and complete only sections that are applicable to their specific operation(s). There is no paper version of Form MCSA-1; users must complete the form online, accessible via the Unified Registration System (URS). Form MCSA-1 requests information to identify the applicant, the nature and scope of its proposed operations, safety-related details, and information regarding the drivers and vehicles it plans to use in U.S. operations. The information on Form MCSA-1 is collected only at initial registration (i.e., it is a one-time collection of information). New registrants seeking initial operating authority with FMCSA must fill out Form MCSA-1. Every interstate and intrastate hazardous material motor carrier operating commercial motor vehicles (CMVs) is required to register with FMCSA to obtain a USDOT Number. Most for-hire carriers are also required to file a separate application for operating authority. Existing registrants seeking additional authorities must use forms from the OP-1 series, including OP-1, OP-1(P), OP-1(FF), and OP-1(NNA). New and existing Mexico-domiciled carriers must apply for authority using Form OP-1(MX). FMCSA and the States use registration information collected via Form MCSA-1 to track motor carriers, freight forwarders, brokers, and other entities they regulate. Registering motor carriers is essential to being able to identify carriers so that their safety performance can be tracked and evaluated. The data make it possible to link individual trucks to the responsible motor carrier, thus implementing the mandate under 49 U.S.C. 31136(a)(1) to ensure that CMVs are maintained and operated safely. Registration information collected via Form MCSA-1 informs prioritization of the Agency’s activities and aids in assessing and statistically analyzing the safety outcomes of those activities. This ICR renewal request includes an increase in the estimated burden hours and burden cost to respondents and increased cost to the Federal government. The increase in estimated responses and burden hours is a direct result of the increased number of respondents calculated based on the number of new entrants who applied using Form MCSA-1 during calendar years 2019, 2020 and 2021.

The Alaska Volcano Observatory (AVO) is a joint program of the United States Geological Survey (USGS), the Geophysical Institute of the University of Alaska Fairbanks (UAFGI), and the State of Alaska Division of Geological and Geophysical Surveys (ADGGS). AVO was formed in 1988, and uses federal, state, and university resources to monitor and study Alaska's hazardous volcanoes, to predict and record eruptive activity, and to mitigate volcanic hazards to life and property. This project creates a database module and web interface allowing the public and Alaska Volcano Observatory (AVO) staff to enter reports of ash fall in their local area in real time and retrospectively following an eruptive event. Users browsing the AVO web site during eruptions are directed towards a web form allowing them to fill in ash fall information and submit the information to AVO.

Abstract

The DOT is obligated by statue to collect and disseminate the data collected in the Origin and Destination data collection. The collection is mandatory and is required to obtain benefit of the data. All US certificated air carriers that sell airline passenger tickets are required to report. The data collection being collected is considered reporting. The collection frequency is monthly. The data collected are itineraries of passenger’s air travel. Data reported includes passenger’s origin, destination, year and month traveled, fare paid, total taxes paid, via points, dwell time, air carrier that sold the ticket to the passenger, and air carrier that is scheduled to transport the passenger. The users of the data are, including, but not limited to, the DOT, Federal Aviation Administration, Government Accountability Office, Department of Commerce, Bureau of Labor Statistics, Airport Commissions, Aircraft Manufacturers, Air Carriers, and Educational Institutions. The DOT is obligated by statute to collect and disseminate this information. There are many private and public stakeholders that depend on these data to make decisions on aviation business and policy. For example, these data are used by the aviation industry to plan air services, develop commercial aviation infrastructure, measure the economic impact of passenger flows, and create business plans for start-up airlines. The Origin and Destination data are also a primary source of information used to quantify and evaluate the effectiveness of Federal Aviation policy and programs as well as develop and implement new policies and infrastructure initiatives. Data from the O&D data set are used by the Department to fulfill its aviation mission as described in Part A of the Justification. This is not a revision.

Abstract

Periodically SSA uses Form SSA-455, the Disability Report Update, to evaluate current Title II disability beneficiaries and Title XVI disability payment recipients' continued eligibility for Social Security disability payments. Specifically, SSA uses the form to determine if: (1) there is enough evidence to warrant referring the respondent for a full medical Continuing Disability Review (CDR); (2) the respondent's impairment(s) is still present and is indicative of no medical improvement, precluding the need for a CDR; or (3) there are unresolved work-related issues for the respondent. SSA mails Form SSA-455 to specific disability recipients, whom we select as possibly qualifying for the continuing disability review process. SSA pre-fills the form with data specific to the disability recipient, except for the sections we ask the beneficiary to complete. When SSA receives the completed form, we optically scan it into SSA's system. This allows us to gather the information electronically to enable SSA to process the returned forms through automated decision logic to decide the proper course of action we will take. The respondents are recipients of Title II and Title XVI Social Security disability payments. We are making minor revisions to the paper versions of the form to remove the signature requirement and to replace the SSN# with the Beneficiary Notice Control number.
