Change Requests

What is an ICR?

An Information Collection Request (ICR) is a federal agency's request for approval from the Office of Management and Budget (OMB) to collect information from the public. Under the Paperwork Reduction Act (PRA), agencies must justify why the information is needed and how it will be used.

When are they submitted?

Federal agencies are required to submit an ICR whenever they create, renew, modify an information collection. Each ICR includes a description of the collection, supporting materials and documentation (such as forms, surveys, or scripts), and proof that the agency has met the requirements of the PRA.

The ICR is submitted to the The Office of Information and Regulatory Affairs (OIRA) within OMB for review and approval. OIRA grants approval for a maximum of three years, after which the collection must be renewed through a new ICR submission.

Reduction of Fuel Tank Flammability on Transport Category Airplanes

Key Information

Abstract

The information or data collection is mandatory from the DAHs as required by the FAA regulations as specified in item 1. The main purpose of the data collection is for the review by FAA oversight offices of the transport aircraft fuel tank safety level as required by the FAA regulations. The DAHs are required to provide semi-annual reliability reports. The FAA safety oversight offices have reviewed the collected data in order to assess mandatory action to correct any unsafe conditions resulting from poor reliability of the fuel tank flammability reduction means (FRM) and the resulting increased flammability of the fuel tanks on transport category airplanes. This is because high flammability fuel tanks are susceptible to catastrophic fuel tank explosions. These collected data are the fuel tank FRM component reliability reports as specified in item 1. In summary, the FAA requires the DAHs to collect and provide the fuel tank FRM component reliability results for FAA safety review. This is to ensure the fuel tank safety level meets the regulatory requirements specified in item 1.

Analysis of Senior Medicare Patrol Grantees’ Program Implementation

Key Information

Abstract

The Office of Healthcare Information and Counseling, under the Administration for Community Living (ACL) covers fifty-four SMP projects which represent states or territories of the United States. Additionally, ACL provides grants to the SMP Resource Center to support SMP activities. The SMP was authorized by the Omnibus Consolidated Appropriation Act of 1997 to recruit and train a national network of staff and volunteers to help “prevent, detect, and report Medicare fraud, errors, and abuse.” ACL’s Office of Healthcare Information and Counseling provides oversight of SMP grantees. Results from this data collection will assist ACL in understanding successes and challenges in reaching low-income and rural Medicare beneficiaries with SMP activities. This collection of information aligns with federal prioritization of advancing equity for all individuals served by federal government programs (Exec. Order No. 13985, 2021).

The OCC requires independent credit card institutions to report receivables attributable data to the OCC semiannually or at a time specified by the OCC. NRC Form 754, Armed Security Personnel Firearms Background Check

Abstract

FINAL RULE: 10 CFR Part 73, Enhanced Weapons, Firearms Background Checks, and Security Event Notifications The NRC is amending the current security regulations and add new security requirements pertaining to nuclear power reactors and Category I Strategic Special Nuclear Material (SSNM) facilities for access to enhanced weapons and firearms background checks. The proposed NRC Form 754 collects the information required to perform the necessary firearms background checks. The background check uses the person's fingerprints and other identifying information and is performed under the Federal Bureau of Investigation's National Instant Criminal Background Check System to determine if an individual is prohibited under Federal or State law from possessing or receiving firearms. Licensees would submit NRC Form 754 for all security personnel protecting Commission designated facilities, radioactive material, or other property whose duties require them to have access to these weapons. The Enhanced Weapons, Firearms Background Checks and Security Event Notifications proposed rule was published in the Federal Register on February 3, 2011 (76 FR 6199), and supplemented on January 10, 2013 (78 FR 2214). The NRC is issued a second supplemental proposed rule to modify the firearms background check requirements on September 22, 2015 (80 FR 57106). NOTE: Submissions for this final rule have been submitted under clearances 3150-0104 (NRC Form 366), 3150-0204 (NRC Form 754), and 3150-NEW (request for a new clearance number for information collections contained in 10 CFR Part 73.)

The U.S. Department of Education Supplemental Information form for the SF-424 is used together with the SF-424, Application for Federal Assistance. Several years ago ED made a decision to switch from the Application for Federal Education Assistance or ED 424 (1890-0017) collection (now 1894-0007) to the SF-424, in order to adhere with Federal-wide forms standardization and streamlining efforts, especially with widespread agency use of Grants.gov. When a disaster occurs, the Governor of the state or the Chief Executive of an affected Indian tribal government may request a major disaster declaration or an emergency declaration. The Governor or Chief Executive should submit the request to the President through the appropriate Regional Administrator to ensure prompt acknowledgement and processing. The information obtained by joint Federal, state, and local preliminary damage assessments will be analyzed by FEMA regional senior level staff. The regional summary and the regional analysis and recommendation will include a discussion of state and local resources and capabilities, and other assistance available to meet the disaster related needs. The Administrator of FEMA provides a recommendation to the President and also provides a copy of the Governor’s or Chief Executive’s request. In the event the information required by law is not contained in the request, the Governor’s or Chief Executive’s request cannot be processed and forwarded to the White House. In the event the Governor’s request for a major disaster declaration or an emergency declaration is not granted, the Governor or Chief Executive may appeal the decision.

On November 16, 2018, the Commission adopted a Report and Order and Further Notice of Proposed Rulemaking in MB Docket Nos. 17-317 and 17-105, FCC 18-166, In the Matter of Electronic Delivery of MVPD Communications; Modernization of Media Regulation Initiative. The Report and Order modernized the Commission’s rules regarding certain information that cable operators currently are required to provide to their subscribers on paper. The Report and Order permits these notices, including the information operators must provide pursuant to 47 CFR Section 76.1614, to instead be provided electronically via verified e-mail, so long as the cable operator complies with certain consumer safeguards. Specifically, the item permits certain written responses by the cable operator to be delivered by e-mail if the consumer used e-mail to make the request or complaint directly to the cable operator, or if the consumer specifies e-mail as the preferred delivery method in the request or complaint. On January 31, 2017, the Commission adopted a Report and Order (Public Inspection File R&O) in MB Docket No. 16-161, FCC 17-3, In the Matter of Revisions to Public Inspection File Requirements – Broadcaster Correspondence File and Cable Principal Headend Location which eliminated the requirement in former 47 CFR Section 76.1708 that cable operators maintain for public inspection the designation and location of the cable system’s principal headend. Abstract

Section 742(c)(2) of the Dodd-Frank Wall Street Reform and Consumer Protection Act of 2010 amended the Commodity Exchange Act to require that U.S. financial institutions may not enter into agreements, contracts, or transactions in foreign currency that are contracts or sales of a commodity for future delivery or an option, other than those executed or traded on a national security exchange under section 6(a) of the Securities Exchange Act of 1934 with a retail customer except pursuant to a regulation of a Federal regulatory agency. The OCC prescribed disclosure, recordkeeping, capital and margin, reporting, business conduct, and documentation requirements necessary to regulate these transactions for national banks, Federal branches and agencies of foreign banks, and their operating subsidiaries.
