Change Requests

What is an ICR?

An Information Collection Request (ICR) is a federal agency's request for approval from the Office of Management and Budget (OMB) to collect information from the public. Under the Paperwork Reduction Act (PRA), agencies must justify why the information is needed and how it will be used.

When are they submitted?

Federal agencies are required to submit an ICR whenever they create, renew, modify an information collection. Each ICR includes a description of the collection, supporting materials and documentation (such as forms, surveys, or scripts), and proof that the agency has met the requirements of the PRA.

The ICR is submitted to the The Office of Information and Regulatory Affairs (OIRA) within OMB for review and approval. OIRA grants approval for a maximum of three years, after which the collection must be renewed through a new ICR submission.

Abstract

Section 742(c)(2) of the Dodd-Frank Wall Street Reform and Consumer Protection Act of 2010 amended the Commodity Exchange Act to require that U.S. financial institutions may not enter into agreements, contracts, or transactions in foreign currency that are contracts or sales of a commodity for future delivery or an option, other than those executed or traded on a national security exchange under section 6(a) of the Securities Exchange Act of 1934 with a retail customer except pursuant to a regulation of a Federal regulatory agency. The OCC prescribed disclosure, recordkeeping, capital and margin, reporting, business conduct, and documentation requirements necessary to regulate these transactions for national banks, Federal branches and agencies of foreign banks, and their operating subsidiaries.

The FAA collects airport and aeronautical data about the physical airport infrastructure, its operations, and its use through the Airport Data and Information Portal (ADIP). On November 16, 2018, the Commission adopted a Report and Order and Further Notice of Proposed Rulemaking in MB Docket Nos. 17-317 and 17-105, FCC 18-166, In the Matter of Electronic Delivery of MVPD Communications; Modernization of Media Regulation Initiative. The Report and Order modernized the Commission’s rules regarding certain information that cable operators currently are required to provide to their subscribers on paper. The Report and Order permits these notices, including the information operators must provide pursuant to 47 CFR Section 76.1614, to instead be provided electronically via verified e-mail, so long as the cable operator complies with certain consumer safeguards. Specifically, the item permits certain written responses by the cable operator to be delivered by e-mail if the consumer used e-mail to make the request or complaint directly to the cable operator, or if the consumer specifies e-mail as the preferred delivery method in the request or complaint. On January 31, 2017, the Commission adopted a Report and Order (Public Inspection File R&O) in MB Docket No. 16-161, FCC 17-3, In the Matter of Revisions to Public Inspection File Requirements – Broadcaster Correspondence File and Cable Principal Headend Location which eliminated the requirement in former 47 CFR Section 76.1708 that cable operators maintain for public inspection the designation and location of the cable system’s principal headend. The Migratory Bird Treaty Act (16 U.S.C. 703-711) and the Fish and Wildlife Act of 1956 (16 U.S.C. 742d) designate the Department of the Interior as the key agency responsible for: (1) the wise management of migratory bird populations frequenting the United States, and (2) setting hunting regulations that allow appropriate harvests that are within the guidelines that will allow for those populations' well-being. These responsibilities dictate that we gather accurate data on various characteristics of migratory bird harvest. Based on information from harvest surveys, we can adjust hunting regulations as needed to optimize harvests at levels that provide a maximum of hunting recreation while keeping populations at desired levels.

Abstract

On December 17, 2021, TSA issued the Security Directive (SD) 1580-21-01 series, Enhancing Rail Cybersecurity, and the SD 1582-21-01 series, Enhancing Public Transportation and Passenger Railroad Cybersecurity, which remain in effect as revised, mandating TSA-specified Owner/Operators of “higher risk” railroads and rail transit systems, respectively, to implement an array of cybersecurity measures to prevent disruption and degradation to their infrastructure; these security directives became effective December 31, 2021. In addition, on October 18, 2022, TSA issued the SD 1580/1582-2022-01 series, Rail Cybersecurity Mitigation Actions and Testing, which applies to Owner/Operators of the “Higher Risk” freight railroads identified in 49 CFR 1580.101 and additional TSA-designated freight and passenger railroads. This security directive, which is complementary to the requirements in the previous directives, took effect on October 24, 2022. On October 26, 2022, OMB approved TSA’s request for an emergency approval, revising this information collection. See ICR Reference Number: 202210-1652-001. The collection covers both mandatory reporting under the security directives and collection of information voluntarily submitted under Information Circular (IC) 2021-01, Enhancing Surface Transportation Cybersecurity, which recommended voluntary implementation of actions and reporting by Owner/Operators not covered by the security directives. National Communication System for Runaway and Homeless Youth Data Collection

Abstract

The Family and Youth Services Bureau’s (FYSB) Runaway and Homeless Youth Division has a legislative requirement to fund a National Communication System, which is currently operated by the National Runaway Safeline (NRS). The NRS provides information, referral services, crisis intervention, and prevention resources to vulnerable youth and families of youth at risk of running away and/or becoming homeless at no cost. When necessary, the NRS refers runaway and homeless youth to shelters, counseling, medical assistance, and other vital services. The NRS collects information from all contacts with youth and adults connecting with the NRS (i.e., parents, family members, legal guardians, service providers) on a voluntary basis to inform crisis services and develop an annual report on the information collected during calls, chats, emails, and forum posts from young people who reached out to the NRS’s crisis services. The Runaway and Homeless Youth Act (RHYA), as reauthorized by the Reconnecting Homeless Youth Act of 2008 (P.L.110-378) through FY 2013 and more recently reauthorized by the Juvenile Justice Reform Act through FY 2019, mandates the Secretary shall make grants for a national communication system to assist runaway and homeless youth in communicating with their families and with service providers. The NRS is required to have a system for collecting and analyzing data on calls, emails, chat, texts, and online messages received as well as other information, such as prevention resources, referrals, demographics, and visitors to the NRS website. The NRS must submit monthly and semi-annual reports that includes the following: • Number of calls received, answered, and missed. • Number of chats, emails, and texts received; number of chats, emails, and texts answered; and number of chats, emails, and texts that were missed and did not receive a response, in which the users are youth in crisis, runaway youth, and youth experiencing homelessness. • Number of parents, legal guardians, and service providers contacting the NRS and the type of resources, interventions, and technical support/assistance requested and provided. • Number and type of prevention materials disseminated to communities, especially to underserved populations. • Number and type of unique visitors to the NRS’ website. • Information on referrals provided and where youth were referred for services. • Information on the callers' or users' demographics and where they were located when contacting the NRS. • Information on the prevention materials developed and disseminated by the NRS. • Information and analysis of the latest trends and their impact on runaway prevention. The NRS will use two forms, one form to collect relevant information disclosed during calls, emails, and forum posts, and then a second form to collect information from chats. All data will be provided to FYSB in the aggregate and no personally identifiable information are collected.

Mitsubishi MU-2B Series Airplane Training Requirements

Key Information

Abstract

The collection of information is used to ensure compliance with subpart N of part 91. The information will also create written documentation establishing a base month for an annual training requirement. In addition, a recommended MU-2B training program has been published by the FAA as Appendix A to Advisory Circular 91-89. The recommended training program is an acceptable means of compliance with subpart N of part 91. Part 91 training providers are required to submit a proposed MU-2B training program to their local jurisdictional Flight Standards District Office (FSDO) for approval, which includes curriculum and syllabus. The information will be used by the FAA to ensure compliance with subpart N of part 91 and promote safety in air commerce. This information collection is mandatory for those entities and persons that wish to operate MU-2 aircraft. The collection consists of recordkeeping and reporting. It is mandatory for training providers to submit their training programs to the FAA every two years and for pilots to obtain logbook endorsements every year.

The Department of State’s Bureau of Population, Refugees, and Migration (PRM) has entered into a cooperative agreement with a consortium of non-governmental organizations (NGOs) to establish and oversee an online application process to intake applications from PSGs and PSOs and screen their applications for approval for participation in the Welcome Corps. Specifically, PRM has selected a consortium comprising Church World Service, the Community Sponsorship Hub, Integrated Refugee and Immigrant Services, the International Refugee Assistance Project, the International Rescue Committee, and Welcome.US.Emergency Justfication:This effort is in response to President Biden's policy mandate in Executive Order 14013 "Rebuilding and Enhancing Programs to Resettle Refugees and Planning for the impact of Climate Change on Migration" issued in February 2021. In that Order, President Biden specifically directed DOS and HHS to develop a plan within 120 days of the order to enhance the capacity of the USRAP to welcome refugees through private sponsorship, a model of domestic refugee resettlement where private individuals and organizations accept primary responsibility for providing core resettlement assistance to newly arriving refugees.

Abstract

The National Highway Traffic Safety Administration (NHTSA) requests approval for reinstatement of a previously approved collection of information. The purpose of this voluntary collection is to gather information from consumers of motor vehicles and motor vehicle equipment for use in identifying motor vehicle safety defects by NHTSA’s Office of Defects Investigation (ODI). Consumer vehicle safety complaints are continuously collected by ODI and analyzed to determine if a defect trend exists that may require an investigation or the initiation of a recall. Consumers of motor vehicles or motor vehicle equipment voluntarily submit complaints through NHTSA's Vehicle Safety Hotline, NHTSA’s website (www.nhtsa.gov), or through correspondence on an as-needed basis. The complaints disclose consumers’ allegations of a safety defect that they experienced with their vehicle or vehicle equipment, including defects that resulted in injuries, crashes, property damage, or death. All complaints are converted to a Vehicle Owner Questionnaire (VOQ) format and reviewed by ODI investigation/engineer staff. An ODI investigator may respond to a consumer submitting a complaint if ODI requires more information. ODI staff determines if complaints/VOQs describing an unreasonable safety risk in a specific make, model and model year of a vehicle or vehicle equipment warrant further action by the agency. This supporting statement is for the collection of information associated with safety-related problems owners are encountering with their motor vehicles and items of motor vehicle equipment, which include tires, child safety seats, motorcycle helmets, etc. NHTSA estimates the total burden of this information collection request (ICR) is 9,725 hours. This is a decrease from when NHTSA last sought approval of 17,295 hours. The adjustment in burden is a reflection of the decrease in the number of complaints NHTSA expects to receive in each of the next three years and a reduction of the estimated time it takes to submit each complaint. NHTSA previously estimated that the agency would receive 69,181 complaints annually. Based on data on the actual volume of complaints in the last few years, NHTSA now estimates that the agency will receive approximately 58,350 complaints a year. NHTSA also now estimates that each complaint will take only 10 minutes to submit, as opposed to 15 minutes. This reduction in burden for each response is a result of enhancements to the online complaint form, which requires less time for consumers to complete. This reinstatement will be an adjustment to decrease the previous approved burden hours from 17,295 to 9,725 hours as a result of the number of respondents submitting consumer complaints to NHTSA decreased from 69,181 to 58,350, while the average time to submit a complaint decreased from 15 minutes to 10 minutes.
