Change Requests

What is an ICR?

An Information Collection Request (ICR) is a federal agency's request for approval from the Office of Management and Budget (OMB) to collect information from the public. Under the Paperwork Reduction Act (PRA), agencies must justify why the information is needed and how it will be used.

When are they submitted?

Federal agencies are required to submit an ICR whenever they create, renew, modify an information collection. Each ICR includes a description of the collection, supporting materials and documentation (such as forms, surveys, or scripts), and proof that the agency has met the requirements of the PRA.

The ICR is submitted to the The Office of Information and Regulatory Affairs (OIRA) within OMB for review and approval. OIRA grants approval for a maximum of three years, after which the collection must be renewed through a new ICR submission.

Communications Supply Chain Risk Information Partnership Supplemental Information Gathering

Key Information

Abstract

The Secure and Trusted Communications Networks Act of 2019 (STCNA), Pub. L. 112-96, 133 Stat. 158 (2020) (codified as amended at 47 U.S.C. §§ 1601–1609), tasked NTIA with establishing a program to share information regarding supply chain security risks with trusted providers of advanced communications service and trusted suppliers of communications equipment or services. Under STCNA, NTIA is responsible for conducting regular briefings and events and engaging with trusted providers of advanced communications service and trusted suppliers of communications equipment or services, particularly small businesses or those that primarily serve rural areas. In July 2020, NTIA established the Communications Supply Chain Risk Information Partnership (C-SCRIP) to carry out the aforementioned responsibilities. As part of its engagement strategy, NTIA releases a bi-monthly C-SCRIP newsletter and would like to seek additional information from those who sign up for C-SCRIP communications in the future. Specifically, NTIA would like to collect a subscriber’s name, title, employer, location (state and country), and email address. This data will be used to better tailor outreach and more effectively and efficiently disseminate information.

Chesapeake Bay Watershed Environmental Literacy Indicator Tool

Key Information

Abstract

This request is for extension of a currently approved information collection. The Chesapeake Bay Watershed Agreement of 2014 required monitoring of progress toward the environmental literacy goal: “Enable students in the region to graduate with the knowledge and skills needed to act responsibly to protect and restore their local watersheds.” NOAA, on behalf of the Chesapeake Bay Program, will ask the state education agencies for Maryland, Pennsylvania, Delaware, Virginia, West Virginia, and the District of Columbia to survey their local education agencies (LEAs) to determine their progress in meeting the Student and Environmental Literacy Planning Outcomes of the Agreement. One individual from each LEA is asked to complete their survey once every two years. The results of the biennial ELIT survey will be analyzed and reported to the internal stakeholders of the Chesapeake Bay Watershed Agreement. Participating states will receive a summarized report of findings for the full watershed, a summary of findings for their state, and comparisons of results between states. These aggregated results will be used by the state agencies to understand progress of their school districts over time, and to inform decision-making about strategies and priorities for future work with school districts. Additionally, NOAA will use this information to inform priorities within their B-WET funding opportunities and technical assistance. The biennial reporting will also be used by the Chesapeake Bay Program to understand progress of school districts in the watershed, understand differences between jurisdictions, and guide strategy for providing targeted support in each state. The instrument has not undergone any changes since its last PRA approval process.

Abstract

To gain Federally allocated SNAP-Ed grants to conduct SNAP-Ed activities every year, such as nutrition education and obesity prevention services, States must submit a SNAP-Ed State Plan and a SNAP-Ed Annual Report. The SNAP-Ed State Plan must be created based on SNAP-Ed Plan Guidance (https://snaped.fns.usda.gov/program-administration/snap-ed-plan-guidance-and-templates) and then reviewed and approved by FNS Regional Offices before SNAP-Ed funding can be utilized. The information contained in SNAP-Ed State Plans and Annual Reports is used by FNS to determine whether SNAP-Ed Program resources are being maximized, and whether State SNAP agencies have produced a persuasive and data-driven needs evaluation of nutrition, physical activity, and obesity prevention needs of the target population and their barriers to obtaining healthy foods and physical activity in the State SNAP-Ed Plan. Employee Benefit Plan Claims Procedure Under the Employee Retirement Income Security Act

Key Information

Abstract

In November 2000, the Department issued a final regulation establishing minimum claims procedure requirements that all employee benefit plans under ERISA must meet in order to satisfy the requirements of section 503 of ERISA. Section 505 of ERISA authorizes the Secretary to prescribe regulations as appropriate or necessary to carry out the provisions of Title I of ERISA. The regulation requires plans to provide every claimant who is denied a claim with a written or electronic notice that contains the specific reasons for denial, a reference to the relevant plan provisions on which the denial is based, a description of any additional information necessary to perfect the claim, and a description of steps to be taken if the participant or beneficiary wishes to appeal the denial. The regulation also requires that any adverse decision upon review be in writing (including electronic means) and include specific reasons for the decision, as well as references to relevant plan provisions. The information collection requirements included in the claims procedure regulation ensure that participants and beneficiaries (claimants) receive adequate information regarding the plan's claims procedures and the plan's handling of specific benefit claims. The Department has received approval from OMB for this ICR under OMB Control No. 1210-0053. The current approval is scheduled to expire on April 30, 2023.

Abstract

In 2018, the National Science Foundation (NSF) established a new award term and condition to address specifically the issue of sexual and other forms of harassment in the research space. The term and condition at the time was novel and required awardee institutions to notify NSF if the PI or Co-PI was subject to a finding or determination regarding sexual or other forms of harassment, or if the awardee took administrative action against the PI or Co-PI for the same. NSF engaged the awardee community and other government agencies in developing the term and condition and was clear from the outset of the term and condition’s institution that NSF would evaluate the term and condition for its effectiveness and would consider adjustments or changes following the evaluation results. The purpose of the survey and interviews is to help us assess NSF’s term and condition and conference policy to determine whether 1) changes or adjustments might be needed to facilitate effectiveness and implementation; and/or 2) enhanced training or communications might be warranted to raise awareness.

Training Certification for Drivers of Longer Combination Vehicles

Key Information

Abstract

Drivers are required to present a Driver-Training Certificate (DT Certificate) to prospective employers to prove they are certified to drive Longer Combination Vehicles (LCVs). Motor carriers must not allow drivers to operate LCVs without ensuring the drivers have been properly trained in accordance with the requirements under 49 CFR part 380. The DT Certificate provides this assurance. While carriers must verify that a driver has proper training before allowing the driver to operate an LCV, it is up to the driver to obtain the required training. Motor carriers must maintain a copy of the LCV DT Certificate in the driver qualification (DQ) file, required by 49 CFR § 380.401(b). During an investigative review, motor carriers responsible for the operation of LCVs must be able to show Federal or State enforcement officials that drivers responsible for operating such LCVs are certified to do so, based on the training certificate in their DQ files. This IC is mandatory reporting and recordkeeping and requires the completion and signing of a DT Certificate. The data collected is on the certificate that the trainer creates. The training provider must provide a training certificate or diploma to the entry-level driver. If an employer is the training provider, the employer must provide a training certificate or diploma to the entry-level driver. 49 CFR § 380.513 states that the training certificate or diploma must contain the following seven items of information: (a) date of certificate issuance; (b) name of training provider; (c) mailing address of training provider; (d) name of driver; (e) a statement that the driver has completed training in driver qualification requirements, hours of service of drivers, driver wellness, and whistleblower protection requirements; (f) the printed name of the person attesting that the driver has received the required training; and (g) the signature of the person attesting that the driver has received the required training. Motor carriers may maintain the required certificate electronically or via paper copy. Generally, DQ files must be maintained at the motor carriers’ principal place of business—the training certificate must be included in the DQ file. This IC requires zero percent (0%) of the DT Certificate to be submitted electronically. The DT Certificate is required to be completed only once for each LCV driver; the LCV training certification does not expire. FMCSA has limited the collection of information to the time when it is most relevant to evaluate a driver’s qualifications to operate a LCV. If this collection of information were conducted less frequently, FMCSA and State enforcement officials would be unable to determine if a driver is qualified to safely operate a LCV in accordance with part 380 during an investigative review or a roadside inspection.
