Change Requests

What is an ICR?

An Information Collection Request (ICR) is a federal agency's request for approval from the Office of Management and Budget (OMB) to collect information from the public. Under the Paperwork Reduction Act (PRA), agencies must justify why the information is needed and how it will be used.

When are they submitted?

Federal agencies are required to submit an ICR whenever they create, renew, modify an information collection. Each ICR includes a description of the collection, supporting materials and documentation (such as forms, surveys, or scripts), and proof that the agency has met the requirements of the PRA.

The ICR is submitted to the The Office of Information and Regulatory Affairs (OIRA) within OMB for review and approval. OIRA grants approval for a maximum of three years, after which the collection must be renewed through a new ICR submission.

Submission of a request for FAA frequency coordination is required “on occasion to request and/or continue frequency use” as needed by the proponent. Reporting of this information by respondents is mandatory upon each occasion. The information is used by the FAA Spectrum Engineering and Assignment Organization (AJW-191) to complete the engineering required to adequately evaluate and engineer the proponent’s request. a.) The response to this data collection is required for the proponent to obtain FAA concurrence to use a radio frequency that impacts civil aviation. b.) Those entities who respond to this collection are proponents (individuals, corporations, organizations or agencies) who are seeking to broadcast on a radio frequency within the AAG frequencies as defined by the National Telecommunications and Information Agency (NTIA). c.) The information collected is used for analysis of the impact to aviation only, and the concurrence is disclosed to the requester and the Federal Communications Commission (FCC) via the requester. d.) The FCC issued licenses for radio frequency transmission authorization must be renewed typically every 10 years, this requires the proponent to resubmit to the FAA under this collection, to extend the license period, if required every 10 years. Hence, the collection period is five years. e.) Information under this collection from proponents is comprised of technical specifications regarding the radio frequency transmitter (i.e. power, coordinates, signal characteristics, manufacturer) and is placed in the record which is sent to the NTIA and FCC as a part of its license process, along with the engineered frequency and the concurrence number generated by FAA. f.) The information collected through the WebFCR portal supports the engineering, modeling, validation and workflow management of the request to evaluate if the request interferes or impacts civil aviation operations pursuant to FAA Order 6050.32B. g) The record which is sent to the NTIA and FCC as a part of its license process, when approved by NTIA is added to the official Government Master File (GMF) by NTIA, as an official part of its record keeping process. FAA does not retain the information submitted via WebFCR in any FAA data record or information record, but maintains an updated copy of the GMF from NTIA for engineering purposes.

Abstract

The National Emission Standards for Hazardous Air Pollutants (NESHAP) for the Printing and Publishing Industry were proposed on March 14, 1995, promulgated on May 30, 1998, and most-recently amended on April 21, 2011. These regulations apply to both existing and new facilities operating publication rotogravure, product and packaging rotogravure, or wide-web flexographic printing presses at major sources. These standards also apply to owners and/or operators who choose to commit to and meet the criteria of establishing the facility to be an area source of hazardous air pollutants (HAP). New facilities include those that commenced construction or reconstruction after the effective date of this subpart. This information is being collected to assure compliance with 40 CFR Part 63, Subpart KK. In general, all NESHAP standards require initial notifications, performance tests, and periodic reports by the owners/operators of the affected facilities. They are also required to maintain records of the occurrence and duration of any startup, shutdown, or malfunction in the operation of an affected facility, or any period during which the monitoring system is inoperative. These notifications, reports, and records are essential in determining compliance, and are required of all affected facilities subject to NESHAP.

If the uniformed services approve the TSGLI claim, then the insurer for the TSGLI program, The Prudential Insurance Company of America (Prudential), pays the claim. The National Oceanic and Atmospheric Administration (NOAA) provides educators an opportunity to gain first-hand experience with field research activities through the NOAA Teacher at Sea Program. Through this program, educators spend up to 3 weeks at sea on a NOAA research vessel, participating in an on-going research project with NOAA scientists. Once educators are selected and participate on a cruise, they write a report detailing the events of the cruise and ideas for classroom activities based on what they learned while at sea. These materials are then made available to other educators so they may benefit from the experience, without actually going to sea themselves. The NOAA Teacher at Sea Program application process is competitive and uses an application to make its selections. This information is necessary so that the panel members can make the best selection for the program.

Abstract

This information collection assists the Commission in complying with section 219 of the Federal Power Act (FPA), which directs the Commission to promote capital investment in the enlargement, improvement, maintenance, and operation of all facilities for the transmission of electric energy in interstate commerce. To assist in compliance with this requirement, the Commission promulgated 18 CFR 35.35, which allows public utilities participating in interstate commerce to apply for certain rate incentives to investment in transmission facilities. The information collection in FERC-730 assists the Commission in encouraging appropriate infrastructure development in accordance with FPA section 219. FERC-730 is an annual filing requirement for utilities that have been granted incentive-based rates. The information collected in the FERC-730 is necessary for the Commission to evaluate its incentive rates policies, and to determine the continuing effectiveness of those policies. The FERC-730 filing requirement allows the Commission to track the progress of electric transmission projects that have been granted incentive-based rates, providing an accurate assessment of the state of the industry with respect to transmission investment, and ensuring that incentive rates are effective in encouraging the development of appropriate transmission infrastructure. Utilities must file the following information in FERC-730: (1) actual monetary investment for the most recent calendar year; (2) planned investments for the next five years; and (3) a project-by-project listing that includes each project planned for investment over the next five years and specifies expected completion date, percentage completion as of the filing date, and any reasons for delay.

Abstract

The Maternal, Infant, and Early Childhood Home Visiting Program (MIECHV) is authorized by the Social Security Act, Title V, § 511(c), as amended by Section 6101 of the Consolidated Appropriations Act, 2023 (P.L. 117-328). The MIECHV Program brings decades of research to fruition in supporting voluntary, evidence-based home visiting programs for expectant families and families with children up to kindergarten entry. States, certain non-profit organizations, and Tribal entities are eligible to receive funding from the MIECHV Program and have the flexibility to tailor the program to serve the specific needs of their communities. Awardees provide sub-awards to Local Implementing Agencies (LIAs) to provide evidence-based home visiting services to eligible families in at-risk communities. These programs are a critical component of a coordinated and cohesive system of support for families and young children. The MIECHV Program works to improve maternal and child health, prevent child abuse and neglect, encourage positive parenting, and promote child development and school readiness by implementing evidence-based home visiting models. Although there is strong evidence on the effectiveness of these models, limited consistent information about the costs to implement home visiting models and deliver services to families is available to guide policy decisions. The HV-BAT was developed to address this need by collecting standardized information about the real costs of delivering home visiting in a given reporting year.

Barrier Failure Reporting in Oil and Gas Operations on the Outer Continental Shelf is a component of BTS's SafeOCS data sharing framework, that provides a trusted, proactive means for the oil and gas industry to report sensitive and proprietary safety information, and to identify early warnings of safety problems and potential issues by uncovering hidden, at-risk conditions not previously exposed through analysis of reportable equipment failures and incidents. Production safety systems, subsurface safety devices, and safety device testing, including safety and pollution prevention equipment (SPPE) each play a vital role in protecting workers and the environment during offshore oil and gas production operations. The SafeOCS SPPE data collection program offers a resource to help the oil and gas industry capture and share key lessons from significant near-miss and other safety events to prevent, identify, and mitigate potential high-consequence risks. Well control equipment (WCE) systems, including BOP equipment, are a secondary well control measure designed to control the flow of well formation fluids and other fluids during oil and gas well operations when primary well control fails. This program area offers a resource to help the oil and gas industry capture and share key lessons from WCE equipment failures to improve safety equipment reliability.

Abstract

Division B, Title I, of the Extending Government Funding and Delivering Emergency Assistance Act (Pub. L. 117-43) provides $10 billion for necessary expenses related to losses of crops, trees, bushes, and vines due to weather events occurring in calendar years 2020 and 2021. Eligible disaster events include drought, wildfire, hurricane, floods, derechos, excessive heat, winter storms, freeze (including polar vortex) smoke exposure, and excessive moisture. Losses due to drought are only eligible for assistance if any area of a county was rated by the U.S. Drought Monitor as D2 for eight consecutive weeks or D3 or higher level of drought intensity. Similar to the Emergency Livestock Relief Program, ERP will be implemented under two phases. The first phase will leverage crop insurance and NAP claim data; RMA will calculate the ERP benefit for insured producers based on elevated guarantees using the ERP factors as shown in the below table and provide that information to FSA, and FSA will calculate the ERP benefit similarly for NAP producers and then using the data from both RMA and what FSA calculated for NAP, generate a prefilled application that will be sent to identified producers. The application requires little new information from the producer (e.g. shares if not on file), but is important as a clear certification that the loss was a result of an eligible disaster and that the producer agrees to obtain risk management protection in the subsequent two years.
