What is an ICR?

An Information Collection Request (ICR) is a federal agency's request for approval from the Office of Management and Budget (OMB) to collect information from the public. Under the Paperwork Reduction Act (PRA), agencies must justify why the information is needed and how it will be used.

When are they submitted?

Federal agencies are required to submit an ICR whenever they create, renew, modify an information collection. Each ICR includes a description of the collection, supporting materials and documentation (such as forms, surveys, or scripts), and proof that the agency has met the requirements of the PRA.

The ICR is submitted to the The Office of Information and Regulatory Affairs (OIRA) within OMB for review and approval. OIRA grants approval for a maximum of three years, after which the collection must be renewed through a new ICR submission.

Abstract

The National Highway Traffic Safety Administration (NHTSA) is seeking approval for this new information collection request (ICR) to conduct 6 new voluntary information collections as part of a one-time research program examining drivers’ interactions with crash avoidance technology with different human-machine interface (HMI) characteristics. Crash avoidance warning systems aid vehicle drivers in avoiding crashes by presenting alerts and warnings to inform drivers of situations in which the system has determined, via sensor information, that a crash is possible. These systems communicate the occurrence of such conditions to drivers via different sensory modalities, such as visual or auditory signals or vibration of the seat or steering wheel. The research will examine how the characteristics of the visual, auditory, and/or haptic (i.e., touch) signals presented by the system may affect the driver’s response to a crash-imminent situation. This research will help inform NHTSA’s rulemaking activities relating to crash avoidance technologies. The research will involve driver behavior observation while driving on a test track, public road, or in a simulated environment (i.e., driving simulator) as means of collecting needed data. Data collection may also involve stationary laboratory measurements relating to crash avoidance warning signal characteristics, such as stationary laboratory measurements of individuals’ visual angles when gazing at in-vehicle visual signals (e.g., instrument panel symbols) and displays. Experimental data collection will include measurements such as those relating to driving performance, vehicle control metrics, and eye glance behavior. Study participants are members of the general public and include licensed car and/or commercial truck drivers aged 25 to 65 who are healthy and able to drive without assistive devices. The full information collection request includes six information collections: Interest Response Form, Candidate Screening Questions, Appointment Scheduling, Informed Consent, Experimental Data Collection, and Post-Drive Questionnaire. Data collection will begin upon receipt of PRA clearance. Response to this information collection is voluntary and will be conducted in phases corresponding to the different crash avoidance warning system types to be examined (i.e., forward, lateral, and rear crash avoidance). This is a new information collection that is estimated at 239 annual burden hours and $7,200 annual opportunity costs.

Boundary and Annexation Survey (BAS)

Key Information

Abstract

The Boundary and Annexation Survey (BAS) provides eligible governments, which include tribal, state, and general-purpose local governments, an opportunity to review the Census Bureau’s legal boundary data to ensure the Census Bureau has the correct boundary, name, and status information and make necessary updates. BAS also allows for the review and update of census designated place (CDP) boundaries and linear features. It fulfills the agency’s responsibility as part of the National Spatial Data Infrastructure, for which the Office of Management and Budget (OMB) Circular A-16 designates the Census Bureau as the lead federal agency for maintaining national data about legal government boundaries, as well as statistical and administrative boundaries. It also supports the geospatial data steward responsibilities of the Geospatial Data Act, the Evidence Act, OMB E-Gov, the Federal Geographic Data Committee, Data.gov, GeoPlatform.gov, the National Map, the Geographic Names Information System, and the Geospatial One-Stop. The Census Bureau uses the boundaries collected during BAS to tabulate data for various censuses and surveys including the decennial census, American Community Survey (ACS), and Population Estimates Program (PEP). It also uses the boundaries collected through BAS to support other programs such as the Redistricting Data Program, the Economic Census, the Geographically Updated Population Certification Program, and the Special Census program. Other federal programs also rely on accurate boundaries collected through BAS. The Department of Housing and Urban Development uses boundaries to determine jurisdictional eligibility for various grant programs, such as the Community Development Block Grant program. In addition, the Department of Agriculture uses boundaries to determine eligibility for various rural housing and economic development programs.

Abstract

The New Source Performance Standards (NSPS) for Incinerators (40 CFR Part 60, Subpart E) were proposed on July 25, 1977, and amended on May 10, 2006. These regulations apply to existing incinerators that charge more than 45 metric tons per day (50 tons per day) of solid waste, and that commenced either construction or modification after August 17, 1971. Solid waste is defined as refuse, more than 50 percent of which is municipal type waste consisting of a mixture of paper, wood, yard wastes, food wastes, plastics, leather, rubber, and other combustibles, and noncombustible materials such as glass and rock. New incinerators will be subject to either 40 CFR Part 60, Subpart Eb, or 40 CFR Part 60, Subpart AAAA. Additionally, incinerators that are covered by either 40 CFR Part 60, Subparts Cb, Eb, AAAA, or BBBB; or by an EPA-approved State section 111(d)/129 plan implementing Subpart Cb or BBB; or by 40 CFR Part 62, Subpart FFF or JJJ, not subject to the above standards. This information is being collected to assure compliance with 40 CFR Part 60, Subpart E.

Assessment of the Underage Drinking Prevention Initiative

To help address the problem of underage drinking (UAD) and its consequences, SAMHSA sponsors nationwide Communities Talk activities approximately every 2 years. These activities are intended to work at the grassroots level to raise awareness of the public health dangers of UAD and to engage communities in evidence-based prevention. Notably, Communities Talk activities provide a forum for communities to discuss ways they can best prevent UAD by reducing the availability of alcohol and by creating community norms that discourage demand. Key Information

Abstract

In response to the FY2008 Consolidated Appropriations Act (H.R. 2764; Public Law 110-161) and under authority of the Clean Air Act (CAA), the U.S. Environmental Protection Agency (EPA) finalized a greenhouse gas reporting rule in October of 2009 (hereafter referred to as the Greenhouse Gas Reporting Program or GHGRP) (74 FR 56260; October 30, 2009). The rule, which became effective on December 29, 2009, requires reporting of greenhouse gases (GHGs) from certain large facilities and suppliers. The GHGRP requires that certain sources emitting GHGs, suppliers of fuels or industrial gases, and sources that inject carbon dioxide (CO2) underground, monitor and report GHG data and other relevant information. Subsequent rules have promulgated requirements for additional facilities and suppliers; provided clarification and corrections to existing requirements; and finalized confidential business information (CBI) determinations, amended recordkeeping requirements, and implemented an alternative verification approach. This supporting statement addresses the removal of information collection activities as proposed under Reconsideration of the Greenhouse Gas Reporting Program (hereafter referred to as the proposed reconsideration). The EPA is proposing to remove the requirements of 40 CFR Part 98 for all source categories other than petroleum and natural gas systems and is also proposing to remove the natural gas distribution industry segment from the petroleum and natural gas systems source category (subpart W). For the remaining subpart W provisions and the subpart W-related requirements of the general provisions, the EPA is proposing to modify the years of applicability for reporting under subpart W to suspend reporting after reporting year (RY) 2024 until RY2034. The proposed changes would revise the general provisions to modify the applicability of the rule to remove the data collection, monitoring, recordkeeping, and reporting requirements for all direct emitter, supplier, and carbon sequestration source categories after RY2024, with the exception of requirements specific to the petroleum and natural gas source category. The proposed amendments would remove and reserve the subpart-specific applicability, definitions, thresholds, calculation methodologies, monitoring and quality assurance requirements, missing data procedures, and recordkeeping and reporting requirements for all specified direct emitter, supplier source, and carbon sequestrations categories. The result of these proposed changes would be that mandatory reporting under the GHGRP would cease following RY2024. All segments of subpart W, except natural gas distribution would resume reporting obligations in RY2034. This information collection reflects the change in burden associated with the Reconsideration of the Greenhouse Gas Reporting Program; Proposed Rule. The proposed reconsideration is expected to result in a decrease in respondent burden.

Abstract

SAMHSA and its Centers will use the data collected for annual reporting required by GPRMA, to describe and understand changes in outcomes from baseline to follow-up to discharge. SAMHSA’s report for each fiscal year will include actual results of performance monitoring for the three preceding fiscal years. Information collected through this request will allow SAMHSA to report on the results of these performance outcomes as well as be consistent with SAMHSA-specific performance domains, and to assess the accountability and performance of its discretionary grant programs. The additional information collected through this request will allow SAMHSA to improve its ability to assess the impact of its programs on key outcomes of interest and to gather vital diagnostic information about clients served by CMHS discretionary grant programs. SAMHSA is in the process of establishing a new data collection tool for client services which will be used by discretionary grants from both CMHS and the Center for Substance Abuse Treatment (CSAT). Remote Identification of Unmanned Aircraft Systems -Application for FAA-Recognized Identification Areas

Abstract

This information collection applies to Community Based Organizations (CBOs) and Educational Institutions that are applying to establish an FAA-recognized identification area (FRIA). FRIAs are locations where unmanned aircraft can operate without broadcasting remote identification information. FRIAs are established through an online application process where an FAA-recognized Community-Based Organization (CBO) or educational institution submits an online application using the FAA Drone Zone website (faadronezone.faa.gov). The FAA reviews the application and determines whether a FRIA can be approved at the requested location. The locations of approved FRIAs are shown on a map using the FAA UAS Data Delivery System (UDDS) website (https://udds-faa.opendata.arcgis.com/). FRIAs are established for a period of 48 months and can be renewed.

Abstract

This submission is being made for a proposed non-substantive change to an existing information collection pursuant to 44 U.S.C. § 3507. This submission seeks to change the filing method of information collected on FCC Forms 507, 508 and 509. The information from the approved forms will now be collected electronically. In order to allow determination of the study areas that are entitled to an expense adjustment, and the wire centers that are entitled to high-cost universal service support, incumbent and competitive telecommunications carriers must provide certain data to the National Exchange Carrier Association or the Universal Service Administrative Company annually. Local telecommunications carriers who want to participate in the federal universal service support program must make certain informational showings to demonstrate eligibility. The data collected on FCC Forms 507, 508, and 509, will include line counts, forecasted cost and revenues, and actual cost and revenue data associated with consumer broadband-only loops necessary for the calculation of universal service high-cost support. In addition, the Commission now requires local exchange carriers seeking a change in study area boundaries to submit a petition for waiver of these boundary changes notwithstanding any prior exemptions from such waiver requests.
