What is an ICR?

An Information Collection Request (ICR) is a federal agency's request for approval from the Office of Management and Budget (OMB) to collect information from the public. Under the Paperwork Reduction Act (PRA), agencies must justify why the information is needed and how it will be used.

When are they submitted?

Federal agencies are required to submit an ICR whenever they create, renew, modify an information collection. Each ICR includes a description of the collection, supporting materials and documentation (such as forms, surveys, or scripts), and proof that the agency has met the requirements of the PRA.

The ICR is submitted to the The Office of Information and Regulatory Affairs (OIRA) within OMB for review and approval. OIRA grants approval for a maximum of three years, after which the collection must be renewed through a new ICR submission.

National Paralysis Resource Center (NPRC) Performance Management Support Evaluation

Abstract

The National Paralysis Resource Center (NPRC) was authorized under the Christopher and Dana Reeve Paralysis Act in 2009 to provide resources to people living with paralysis, their caregivers, and their support network. Since then, the NPRC has been administered by the Christopher and Dana Reeve Foundation. Oversight is provided by the Administration for Community Living (ACL). A process and outcome evaluation of the NPRC is part of the Department of Health and Human Services Evaluation Plan. The evaluation is aligned with the Department of Health and Human Services strategic plan goals to “protect and strengthen equitable access to high quality and affordable healthcare,” and “strengthen social well-being, equity, and economic resilience. This data collection effort is focused on evaluating specific major activities of the NPRC: (a) the Quality of Life (QOL) Grants Program; (b) the Peer and Family Support Program (PFSP); and (c) the Promotional Activities, Outreach, and Collaboration program.

Key Information

Abstract

Prior to the personal conference, SSA provides the opportunity for the individual to review the information in their file that we used to make the overpayment and waiver determinations. SSA technicians send respondents a notice informing them of their overpayment and their ability to request review of their information via a personal conference. In addition, the notice explains that the respondent can provide additional documents to support their claim for waiver of their overpayment. SSA employees conduct the personal conferences mentioned above as one-time face-to-face, telephone, or video conference interviews. At the time of the conference, overpaid individuals may provide documents to support their contention they: • are without fault in causing the overpayment, • believe the overpayment is unfair, or • do not have the ability to repay the debt. Respondents may submit a personal statement, provide new or updated information, or present any previously submitted documentation or forms related to their case during their conference. For instance, they may present the SSA 795, Statement of Claimant or Other Person (OMB #0960-0045); or the SSA-632, Request for Waiver of Overpayment Recovery (OMB #0960-0037). If respondents decide not to attend the personal conference, SSA makes a final waiver decision based on available information. SSA does not track the percentage of individuals who attend their conference via a face-to-face meeting, telephone, or video conference. The respondents are beneficiaries or SSI recipients, for whom SSA denied their initial request for a waiver of recovery of an overpayment, thus requiring a personal conference with them when SSA cannot approve the waiver.

Abstract

The National Emission Standards for Hazardous Air Pollutants (NESHAP) for Portland Cement Manufacturing Industry (40 CFR Part 63, Subpart LLL) apply to affected facilities at each new and existing portland cement manufacturing plant that is either a major or area source, including each: kiln including alkali bypasses and inline coal mills; clinker cooler; raw mill; finish mill; raw material dryer; or open clinker storage pile. These regulations apply to each new and existing categories: raw material, clinker or finished product storage bin; conveying system transfer point including those associated with coal preparation used to convey coal from the mill to the kiln; and bagging and bulk loading and unloading system piles located at any portland cement manufacturing plant that is a major source. These regulations do not apply to cement kilns that burn hazardous waste and are subject to 40 CFR Part 63, Subpart EEE, or to cement kilns that burn nonhazardous solid waste and are subject to the requirements of 40 CFR Part 60, Subpart CCCC or 40 CFR Part 60, Subpart DDDD. This information is being collected to assure compliance with 40 CFR Part 63, Subpart LLL. In general, all NESHAP standards require initial notifications, performance tests, and periodic reports by the owners/operators of the affected facilities. They are also required to maintain records of the occurrence and duration of any startup, shutdown, or malfunction in the operation of an affected facility, or any period during which the monitoring system is inoperative. These notifications, reports, and records are essential in determining compliance, and are required of all affected facilities subject to NESHAP.

Thriving Communities Initiative

Abstract

This is a request for Office of Management and Budget (OMB) renewal for an information collection request (ICR) to enable the Department of Transportation’s (DOT) Office of the Secretary (OST) to implement the Thriving Communities Initiative (TCI) and Build America Bureau programs which includes the Thriving Communities program (TCP), the Rural and Tribal Assistance Pilot Program, and the Asset Concession and Innovative Finance Assistance Program. The TCI was authorized in the Consolidated Appropriations Act, 2022 (H.R. 2471), enacted on March 15, 2022. Abstract

The New Source Performance Standards (NSPS) for Sewage Sludge Treatment Plants (40 CFR Part 60, Subpart O) were proposed on August 17, 1971, promulgated on December 23, 1971, and amended on: October 6, 1975; November 10, 1977; October 6, 1988; October 17, 2000; and February 27, 2014. These regulations apply to each incinerator which either combusts wastes that contain more than 10 percent sewage sludge (dry basis) produced by municipal sewage treatment plants or each incinerator which charges more than 1,000 kg (2,205 lb) per day municipal sewage sludge (dry basis). New facilities include those that commenced construction, modification, or reconstruction after the date of proposal. These standards set emission limitation for particulate matter (PM). In general, all NSPS standards require initial notifications, performance tests, and periodic reports by the owners/operators of the affected facilities. They are also required to maintain records of the occurrence and duration of any startup, shutdown, or malfunction in the operation of an affected facility, or any period during which the monitoring system is inoperative. Environmental Impact Assessment of Nongovernmental Activities in Antarctica (Renewal)

Key Information

Abstract

The Environmental Protection Agency's (EPAs) regulations at 40 CFR Part 8, Environmental Impact Assessment of Nongovernmental Activities in Antarctica (Rule), were promulgated pursuant to the Antarctic Science, Tourism, and Conservation Act of 1996 (Act), 16 U.S.C. 2401 et seq., as amended, 16 U.S.C. 2403a, which implements the Protocol on Environmental Protection (Protocol) to the Antarctic Treaty of 1959 (Treaty). The Rule provides for assessment of the environmental impacts of nongovernmental activities in Antarctica, including tourism, for which the United States is required to give advance notice under Paragraph 5 of Article VII of the Treaty, and for coordination of the review of information regarding environmental impact assessments received from other Parties under the Protocol. The requirements of the Rule apply to operators of nongovernmental expeditions organized or proceeding from the territory of the United States to Antarctica and include commercial and non-commercial expeditions. Expeditions may include ship-based tours; yacht, skiing or mountaineering expeditions; privately funded research expeditions; and other nongovernmental activities. The Rule does not apply to individual U.S. citizens or groups of citizens planning travel to Antarctica on an expedition for which they are not acting as an operator. (Operators, for example, typically acquire use of vessels or aircraft, hire expedition staff, plan itineraries, and undertake other organizational responsibilities.) The rule provides nongovernmental operators with the specific requirements they need to meet in order to comply with the requirements of Article 8 and Annex I to the Protocol. The provisions of the Rule are intended to ensure that potential environmental effects of nongovernmental activities undertaken in Antarctica are appropriately identified and considered by the operator during the planning process and that to the extent practicable appropriate environmental safeguards which would mitigate or prevent adverse impacts on the Antarctic environment are identified by the operator. Environmental Documentation. Persons subject to the Rule must prepare environmental documentation to support the operator's determination regarding the level of environmental impact of the proposed expedition. Environmental documentation includes a Preliminary Environmental Review Memorandum (PERM), an Initial Environmental Evaluation (IEE), or a Comprehensive Environmental Evaluation (CEE). The environmental document is submitted to the Office of Federal Activities (OFA). If the operator determines that an expedition may have:(1) less than a minor or transitory impact, a PERM needs to be submitted no later than 180 days before the proposed departure to Antarctica; (2) no more than minor or transitory impacts, an IEE needs to be submitted no later than 90 days before the proposed departure; or (3) more than minor or transitory impacts, a CEE needs to be submitted. Operators who anticipate such activities are encouraged to consult with EPA as soon as possible regarding the date for submittal of the CEE. (Article 3(4), of Annex I of the Protocol requires that draft CEEs be distributed to all Parties and the Committee for Environmental Protection 120 days in advance of the next Antarctic Treaty Consultative Meeting (ATCM) at which the CEE may be addressed.) Moreover, an operator needs to monitor key environmental indicators for an activity proceeding on the basis of a CEE. An operator may also need to carry out monitoring in order to assess and verify the impact of an activity for which an IEE would be prepared. For activities that require an IEE, an operator should be able to use procedures currently being voluntarily utilized by operators to provide the required information.

Abstract

Air Stationary Source Compliance and Enforcement Information Reporting is an activity whereby State, Local, Native American, Territorial and Commonwealth governments (hereafter referred to as "delegated agencies") report air stationary source compliance and enforcement information to the U.S. Environmental Protection Agency (the EPA or the Agency) on a regular basis. The information is provided to the EPA via input to the Integrated Compliance Information System (ICIS). ICIS contains compliance and enforcement information on thousands of facilities regulated under numerous federal statutes including the Clean Water Act National Pollutant Discharge and Elimination System (NPDES) program. The modules within ICIS that are used to report air related data are collectively referred to as ICIS-Air. Agencies receive delegation of the Clean Air Act (CAA) through regulated grant authorities, and report compliance/enforcement activities undertaken at stationary sources pursuant to the minimum data requirements as outlined in this ICR. The majority of delegated agencies maintain their own data system and extract data from it and report it to ICIS-Air using either electronic data transfer (EDT) or manually (direct entry). A small number of delegated agencies use ICIS-Air exclusively, since they have no internal air compliance and enforcement database. The information provided to the EPA includes source information, compliance monitoring activities, violation determinations, and enforcement activities. The EPA uses this information to assess the health of the compliance and enforcement program established under the CAA. The EPA also uses ICIS-Air to record comparable federal activities.

This collection is revised due to an associated rule (RIN 0648-BL54) to implement Amendment 124 to the FMP for Groundfish of the Bering Sea and Aleutian Islands Management Area and Amendment 112 to the FMP for Groundfish of the Gulf of Alaska. Section 619 of the Dodd-Frank Act added a new section 13 to the Bank Holding Company (BHC) Act (BHC Act) (codified at 12 U.S.C. 1851) that generally prohibits any banking entity from engaging in proprietary trading or from acquiring or retaining an ownership interest in, sponsoring, or having certain relationships with a hedge fund or private equity fund, subject to certain exemptions. The OCC’s version of the rule is codified at 12 CFR part 44. The reporting, recordkeeping, and disclosure requirements associated with the rule permit banking entities and the OCC to enforce compliance with section 13 of the BHC Act and the rule and to identify, monitor, and limit risks of activities permitted under section 13.

Abstract

The Regional Reliability standard, PRC-006-NPCC-1 — Automatic Underfrequency Load Shedding (UFLS), provides regional requirements for Automatic UFLS for applicable entities in the Northeast Power Coordinating Council (NPCC). UFLS requirements were in place at a continent-wide level and within NPCC for many years prior to the implementation of federally mandated reliability standards in 2007. NPCC and its members believe that a region-wide, fully coordinated single set of UFLS requirements is necessary to create an effective and efficient UFLS program, and their experience has supported that belief. This collection of information involves planning coordinators (PCs) and generator owners (GOs). PCs must gather data, run studies, and analyze study results to design or update the UFLS programs. GOs must set each underfrequency trip relay below the appropriate generator underfrequency trip protection settings threshold curve in regional Reliability Standard PRC-006-NPCC-1 and provide the generator underfrequency trip setting and time delay to its planning coordinator within 45 days of the planning coordinator's request. Abstract

The Consumer Financial Protection Bureau’s (CFPB or Bureau) Office of Community Affairs (OCA) is responsible for developing strategies to improve the financial capability of low-income and economically vulnerable consumers, such as consumers who are unbanked or underbanked, those with thin or no credit file, and households with limited savings. To address the needs of these consumers, OCA has developed Your Money, Your Goals, a suite of financial empowerment materials with an accompanying training program. These resources equip frontline staff and volunteers in a range of organizations to provide relevant and effective information, tools, and resources designed to improve the financial outcomes and capability of these vulnerable consumers. The Bureau seeks to renew with changes OMB approval of this information collection which collects qualitative data related to evaluating the effectiveness of the Your Money, Your Goals training program. The collection focuses on evaluating Your Money, Your Goals training practices in enhancing the ability of frontline staff and volunteers to inform and educate low-income consumers about managing their finances. The collection also serves to assess the extent of workshop participants’ execution of follow-on trainings, designed to share Your Money, Your Goals tools and resources with other frontline staff and volunteers, so they can use them with the people they serve. The Bureau expects to collect qualitative data through paper-based and web-based surveys.

Abstract

The Elder Justice Act of 2009, which amends Title XX of the Social Security Act [42.U.S.C. 13976 et seq.], requires that the Secretary of the U.S. Department of Health and Human Services “collects and disseminates data annually relating to the abuse, exploitation, and neglect of elders in coordination with the Department of Justice” [Sec. 2041 (a) (1) (B)] and “conducts research related to the provision of adult protective services” [Sec. 2041 (a) (1) (D)]. The Elder Justice Coordinating Council (EJCC) recommended development of “a national adult protective services (APS) system based upon standardized data collection and a core set of service provision standards and best practices.” Administered by the Administration for Community Living (ACL), the National Adult Maltreatment Reporting System (NAMRS) addresses the needs cited by the Elder Justice Act and EJCC. It collects information about APS agencies and their programs, as voluntarily submitted annually by states, the District of Columbia, and U.S. territories (referred to as “states” hereafter). After approval by the U.S. Office of Management and Budget in March 2017, the first year of NAMRS reporting was FFY 2016. As a result of ACL system enhancement grants and technical assistance by the Adult Protective Services Technical Assistance Resource Center (APS TARC), every state now participates and the number of states submitting detailed case data has increased every year. The Purpose of Information is to fulfill statutory requirements as described above.. ACL intends on using the data collected through NAMRS for the following purposes: • To support ACL’s federal leadership role for the development and implementation of comprehensive APS systems • To provide a better understanding of the extent, nature, and characteristics of the maltreatment of older Americans and adults with disabilities • To support ACL’s role in providing a coordinated and seamless response for helping adult victims of abuse and to prevent abuse before it happens • To assist in developing model APS program standards to help states improve the quality and consistency of programs • To support a coordinated federal research strategy to fill the gaps in knowledge and develop evidence-based interventions to prevent, identify, and report, and respond to elder abuse, neglect, and exploitation.
