What is an ICR?

An Information Collection Request (ICR) is a federal agency's request for approval from the Office of Management and Budget (OMB) to collect information from the public. Under the Paperwork Reduction Act (PRA), agencies must justify why the information is needed and how it will be used.

When are they submitted?

Federal agencies are required to submit an ICR whenever they create, renew, modify an information collection. Each ICR includes a description of the collection, supporting materials and documentation (such as forms, surveys, or scripts), and proof that the agency has met the requirements of the PRA.

The ICR is submitted to the The Office of Information and Regulatory Affairs (OIRA) within OMB for review and approval. OIRA grants approval for a maximum of three years, after which the collection must be renewed through a new ICR submission.

Key Information

Abstract

The purpose of this extension is to support the continued collection of information from participating health departments through a series of five surveys. The surveys seek to collect longitudinal data on each health department throughout their accreditation process. The surveys will be administered on a quarterly basis and sent to all health departments that reach each milestone summarized in the table below. The mission of the Public Health Accreditation Board (PHAB) is to improve and protect the health of the public by advancing and transforming the quality and performance of public health agencies in the US and abroad. One of the impetuses for the development of the national voluntary accreditation program was a 2003 Institute of Medicine report, titled The Future of the Public’s Health in the 21st Century, which suggested that the field consider accreditation as a means to improve performance and accountability of health departments.2 This led to the Exploring Accreditation Project, which concluded that such a program would be both desirable and feasible.3 Based on that, PHAB, a nonprofit organization, was founded in 2007. With funding from the CDC and the Robert Wood Johnson Foundation (RWJF) and participation by more than four hundred public health experts and practitioners, PHAB developed a consensus set of standards to assess the capacity of state, Tribal, local, and territorial health departments.4 Accreditation is granted for a five-year period and 40 state, 382 local (315 local health departments and one integrated system comprised of 67 local health departments), and 6 Tribal health departments have been accredited. Formal efforts to assess the outcomes of the accreditation program began in late 2012 and continues to date. Priorities focus on gathering feedback for program improvement and documenting program outcomes to demonstrate impact and inform decision making about future program direction.

Abstract

Under Section 103(g) of the Federal Mine Safety and Health Act of 1977, as amended (Mine Act), a representative of miners, or any individual miner where there is no representative of miners, may submit a written or oral notification of alleged violation or imminent danger of the Mine Act or a mandatory standard or of an imminent danger. The notifier has the right to obtain an immediate inspection by the Mine Safety and Health Administrations (MSHA). A copy of the notice must be provided to the operator, with individual miner names redacted. MSHA regulations at 30 C.F.R. part 43 implement section 103(g) of the Mine Act. These regulations provide the procedures for submitting notification of the alleged violation and the actions that MSHA must take after receiving the notice. Although the regulations contain a review procedure (required by section 103(g)(2) of the Mine Act) whereby a miner or a representative of miners may in writing request a review if no citation or order is issued as a result of the original notice, the option is so rarely used that it was not considered in the burden estimates.

Abstract

The Federal Emergency Management Agency’s (FEMA’s) Flood Mitigation Assistance (FMA) and Building Resilient Infrastructure and Communities (BRIC) programs use an automated grant application and management system called FEMA GO. The Pre-Disaster Mitigation (PDM) program and the FMA program also uses an automated grant application and management system called Mitigation (MT) eGrants. The FEMA GO and MT eGrants systems include application information needed to apply for funding under these grant programs. FEMA uses the BRIC Panel Review Form to solicit volunteers from state, local, tribal governments and Other Federal Agencies (OFA), to review applications that are routed to the qualitative panel reviews. The volunteers will review, and score applications based on a pre-determined scoring criteria. The PDM, FMA, and BRIC programs will use the same FEMA Form FF-206-FY-22-151 Quarterly Progress Report (QPR) Form.

The National Park Service (NPS) is requesting approval to use mobile and web-based applications (e.g., iNaturalist, eBird, etc.) as a means to record on-site species observations during NPS sponsored citizen science events. iNaturalist and eBird are third-party websites that allow the public to provide observations that include locations, photographs, and sound. Both of these platforms are currently being used by visitors in parks. OMB approval will allow parks to sponsor events and use the tools to collect data during the events.The participation of citizen scientists via iNaturalist provides immediate on-site input that is often not available with the current level of NPS staffing.

The Board is the ARA for state member banks, foreign banks, uninsured state branches or state agencies of foreign banks, commercial lending companies owned or controlled by foreign banks, and Edge Act corporations (collectively, Board-regulated financial institutions). Abstract

Section 12(i) of the Exchange Act grants authority to the Federal banking agencies to administer and enforce Sections 10A(m), 12, 13, 14(a), 14(c), 14(d), 14(f), and 16 of the Exchange Act and Sections 302, 303, 304, 306, 401(b), 404, 406, and 407 of the Sarbanes-Oxley Act of 2002. Pursuant to Section 12(i), the FDIC has the authority, including rulemaking authority, to administer and enforce these enumerated provisions as may be necessary with respect to state nonmember banks and state savings associations over which it has been designated the appropriate Federal banking agency. Section 12(i) generally requires the FDIC to issue regulations substantially similar to those issued by the Securities and Exchange Commission (“SEC”) regulations to carry out these responsibilities. Thus, Part 335 of the FDIC regulations incorporates by cross-reference the SEC rules and regulations regarding the disclosure and filing requirements of registered securities of state nonmember banks and state savings associations.
