Change Requests

What is an ICR?

An Information Collection Request (ICR) is a federal agency's request for approval from the Office of Management and Budget (OMB) to collect information from the public. Under the Paperwork Reduction Act (PRA), agencies must justify why the information is needed and how it will be used.

When are they submitted?

Federal agencies are required to submit an ICR whenever they create, renew, modify an information collection. Each ICR includes a description of the collection, supporting materials and documentation (such as forms, surveys, or scripts), and proof that the agency has met the requirements of the PRA.

The ICR is submitted to the The Office of Information and Regulatory Affairs (OIRA) within OMB for review and approval. OIRA grants approval for a maximum of three years, after which the collection must be renewed through a new ICR submission.

Requests for copies of providers' applications for numbering resources may be made directly to providers. Information Collection for Evaluating National Science Foundation Partnership Activities

Key Information

Abstract

Building partnerships is a high priority for NSF, as evidenced by two consecutive Agency Priority Goals (APGs for FY 2018 and FY 2020) focused on developing a partnerships strategy. The importance of partnerships is also echoed in the recent National Science Board’s Vision 2030 report and reflected in the new Directorate for Technology, Innovation and Partnerships (TIP). Partnerships are hypothesized to accelerate discovery in several ways: they can enable access to expertise, resources, and infrastructure; accelerate the flow of knowledge and expertise; and expand communities of researchers. NSF direct partnerships are established by NSF with other federal agencies, industry, private foundations, non-governmental organizations, and foreign science agencies. NSF is requesting OMB approval for the NSF contractors to collect information from past and present participants and partners in NSF partnership programs to provide evidence related to these hypotheses.

Abstract

The purpose of the Bank Enterprise Award Program (BEA Program) is to provide an incentive to Federal Deposit Insurance Corporation-insured (FDIC-insured) depository institutions to increase their lending, investment, and financial services to residents and businesses located in economically distressed communities, and provide assistance to Community Development Financial Institutions (CDFIs) through grants, stock purchases, loans, deposits, and other forms of financial and technical assistance. Abstract

FMCSA is seeking to renew the currently OMB-approved ICR number PRA-2126-0064. The renewal includes an increased burden cost due to greater annual estimates of forms completed by certified medical professionals on behalf of interstate and intrastate commercial motor vehicle (CMV) drivers, and an increase in the wage estimate. FMCSA is required by statute to establish standards for the physical qualifications of drivers who operate CMVs in interstate commerce for non-excepted industries. The FMCSRs at 49 CFR 391.41 set forth the physical qualification standards that interstate CMV drivers who are subject to part 391 must meet, with the exception of commercial driver’s license/commercial learner’s permit (CDL/CLP) drivers transporting migrant workers (who must meet the physical qualification standards set forth in 49 CFR 398.3). The purpose of the voluntary collection of this information is to enable the certified ME to determine if the driver is physically qualified under 49 CFR 391.41 and if there are disqualifying medical conditions that would adversely affect the driver’s ability to drive safely. Section 391.41(b)(12) states that a person is physically qualified to drive a CMV if that person does not use any drug or substance identified in 21 CFR 1308.11 Schedule I, an amphetamine, a narcotic, or other habit-forming drug; or does not use any non-Schedule I drug or substance that is identified in the other Schedules in 21 CFR part 1308 except when the use is prescribed by a licensed medical practitioner, as defined in 49 CFR 382.107, who is familiar with the driver’s medical history and has advised the driver that the substance will not adversely affect the driver’s ability to safely operate a CMV. Therefore, this voluntary collection allows certified MEs responsible for issuing Medical Examiner’s Certificates (MECs) to CMV drivers to communicate with healthcare professionals responsible for prescribing the use of certain medications. The information obtained allows certified MEs to fully understand the reasons the medications have been prescribed and to determine whether the use of the medications and the underlying condition being treated preclude the issuance of an MEC. Third-party requirements of this ICR are being considered. Certified MEs will be asking the prescribing healthcare professionals to complete the 391.41 CMV Driver Medication Form, MCSA-5895, for CMV drivers. In addition to the population of prescribing healthcare professionals, the population of CMV drivers who certified MEs may ask to have the 391.41 CMV Driver Medication Form, MCSA-5895, completed by a prescribing healthcare professional, has been calculated. This ICR reflects both interstate drivers subject to the FMCSRs and intrastate drivers subject to compatible State regulations. If intrastate CMV drivers are subject to compatible State regulations, the Agency anticipates that it is likely that these drivers use certified MEs on the National Registry of Certified Medical Examiners (National Registry) for their physical qualification examinations, which may result in certified MEs requesting prescribing healthcare professionals to complete the 391.41 CMV Driver Medication Form, MCSA-5895. The use of this ICR is at the discretion of the certified ME to facilitate communication with treating healthcare professionals, who are responsible for prescribing certain medications, to fully understand the reasons the medications have been prescribed. This information assists the certified ME in determining whether the underlying medical condition and the prescribed medication will adversely affect the driver’s safe operation of a CMV. Therefore, there is no required collection frequency.

U.S. Fish and Wildlife Service Bison Donations Request Program

Abstract

The Service’s “Bison Donations Transfer Protocol” (protocol) describes the process for the donation of the available surplus bison from the Service to eligible organizations, Tribes, or intertribal organizations as outlined in regulations at 50 CFR 30, as well as in Service Manual chapters 701 FW 5 and 701 FW 8. Surplus bison are offspring that exceed the ecological carrying capacity of the Service bison metapopulation. The primary purposes of donating these bison are to support conservation of the species as native North American wildlife and to assist in the restoration of bison herds on conservation partner lands, with special emphasis on restoring conservation herds to Tribal lands. Our authorities governing the Protocol include: • National Wildlife Refuge System Administration Act of 1966 (16 U.S.C. 668dd and 668ee; as amended); • American Indian Religious Freedom Act of 1978 (42 U.S.C. 1996); • Indian Self-Determination and Education Assistance Act (Public Law 93-638, as amended); • Surplus Range Animals (50 CFR 30.1); • Disposition of Surplus Range Animals (50 CFR 30.2); • Native American Policy of the U.S. Fish and Wildlife Service (510 FW 1); • Collections, Donations, and Disposals policy (701 FW 5); and • Fenced Animal Management policy (701 FW 8). In 2020, the U.S. Department of the Interior (DOI) Bison Working Group published the Department of the Interior Bison Conservation Initiative 2020 (2020 initiative), recognizing bison as a wildlife species in need of conservation. Consistent with this initiative, Service policy identifies the ecological and cultural values of bison as nationally and/or historically significant animals. The Bison Conservation Genetics Workshop: Report and Recommendations (2010 report) identifies DOI bison herds as a valuable source with which to start new conservation herds proposed by other Federal, State/provincial, or Tribal governments. The DOI Bison Report: Looking Forward (2014 report) acknowledges the challenges to achieving bison restoration on DOI lands and emphasizes the importance of partnerships for achieving bison conservation and ecological restoration. Both the 2010 and 2014 reports also identify the potential for bison herds maintained by Indian Tribes to contribute to species conservation, and the Service recognizes that such bison may also support Tribal cultural rights and practices.

Abstract

This is a reinstatement information collection request (ICR) for an extension of a previous approved information collection for NHTSA’s record retention requirements under 49 CFR Part 576. This collection is mandatory for all manufacturers, distributors, and dealers of motor vehicles and for all manufacturers of motor vehicle equipment. Part 576 requires manufacturers to retain one copy of all records that contain information concerning malfunctions that may be related to motor vehicle safety for a period of five calendar years after the record is generated or acquired by the manufacturer. Manufacturers are also required to retain for five years the underlying records related to early warning reporting (EWR) information submitted under 49 CFR Part 579. The information collections support NHTSA’s mission by increasing the effectiveness of NHTSA’s investigations into potential safety related defects. The records that are required to be retained per 49 CFR Part 576 are used to promptly identify potential safety-related defects in motor vehicles and motor vehicle equipment in the United States. When a trend in incidents arising from a potentially safety-related defect is discovered, NHTSA relies on this information, along with other agency data, to determine whether or not to open a formal defect investigation (as authorized by Title 49 U.S.C. Chapter 301 – Motor Vehicle Safety). NHTSA estimates the total burden of this information collection to be 40,225 hours and $0. This is an increase of 205 hours and $0 (from 40,020 hours and $0). The adjustment is a result of an increase in the number of the manufacturers required to maintain the records (an increase of 5 manufacturers each incurring an estimated 40 burden hours each year and an additional 5 manufacturers incurring an estimated 1 burden hour each year). NHTSA continues to estimate that there are no additional costs associated with this information collection.

Abstract

The VA Form 22-8979 is used by students for certifying attendance and continued enrollment in courses leading to a standard college degree and in non-college degree programs. The VA uses the information requested by this collection to determine the eligible beneficiaries’ continued entitlement to benefits. The collection of this information is essential for the administration of these programs. The student is required to submit the verification on a monthly basis to allow for a frequent, periodic release of payment. Without this information, VA could not pay eligible beneficiaries benefits based on their proof of attendance and/or change(s) in their enrollment. Information technology is being used to collect the information provided on this form. Individuals receiving benefits under chapter 33 do not have to verify their attendance. Chapters 30 and 1606 respondents must submit this information electronically using either the automated telephone system or the Internet. The information is provided via the Toll-free automated telephone number using Interactive Voice Response technology (IVR). If the information is provided via the Internet, it is collected via the Web Automated Verification of Enrollment (WAVE) system. Only respondents receiving education benefits under chapter 32 or 35, or section 903, who are enrolled in NCD programs receive the paper form. The VA extracts claimant information electronically from education data resources and places it into the appropriate blocks of VA Form 22 8979. The VA then sends the printed form for chapters 32 and 35, as well as section 903 to respondents during computer generated monthly mailings. Majority of the individuals enrolled in NCD programs verify their attendance using the Toll-free customer service number (1-888-442-4551) instead of returning the form. The number of respondents who complete and return the paper form is insignificant. Collection of this information on a monthly basis will prevent overpayment of benefits due to late reporting, since payment will not be made until the report of attendance has been returned to VA and processed. To collect information less often would preclude VA from making monthly payments as required under existing regulations.
