What is an ICR?

An Information Collection Request (ICR) is a federal agency's request for approval from the Office of Management and Budget (OMB) to collect information from the public. Under the Paperwork Reduction Act (PRA), agencies must justify why the information is needed and how it will be used.

When are they submitted?

Federal agencies are required to submit an ICR whenever they create, renew, modify an information collection. Each ICR includes a description of the collection, supporting materials and documentation (such as forms, surveys, or scripts), and proof that the agency has met the requirements of the PRA.

The ICR is submitted to the The Office of Information and Regulatory Affairs (OIRA) within OMB for review and approval. OIRA grants approval for a maximum of three years, after which the collection must be renewed through a new ICR submission.

This new requirement will help better identify the risk factors that may inhibit enrollees from accessing care and achieving optimal health outcomes and independence and enable MA SNPs to take these risk factors into account in enrollee individualized care plans. Abstract

The VA’s authority to provide reimbursement of qualifying adoption expenses for certain covered Veterans is found in Section 236 of the Military Construction, Veterans Affairs, and Related Agencies Appropriations Act, 2018, Public Law 115-141 (March 23, 2018) (the “2018 Act”) and Section 235 of the Military Construction, Veterans Affairs, and Related Agencies Appropriations Act, 2019, Public Law 115-244 (September 21, 2018) (the “2019 Act”), which renewed and extended in nearly identical form Section 260 of the prior authorizing “2017 Act,” Public Law 114-223. VA has eliminated the section in the regulations that specifies an expiration date in order to accommodate Congressional renewal and extension of this authority under subsequent appropriations law. Veterans with a service-connected disability that results in their inability to procreate without the use of fertility treatments are authorized to receive reimbursement for certain adoption-related expenses for an adoption that is finalized after September 29, 2016 (the date the 2017 Act was enacted). To implement this benefit, VA uses VA Form 10-10152, paralleling DD 2675, which requires any Veteran requesting reimbursement of qualifying adoption expenses to submit the same types of evidence as required under similar DoD policy. VA Form 10-10152 was previously approved by OMB through the PRA clearance process, and VA now seeks a three-year extension of that approval of this information collection.

Abstract

The purpose of the collection of information is used to evaluate whether foreign air carriers requesting new authority or with existing authority to operate in the U.S. will be able to conduct their operations safely within the National Airspace System (NAS) and in compliance with international obligations. Operators meeting those standards are issued operations specifications (OpSpecs) authorizing them to operate in the U.S. Consistent with previous practices, FAA includes a regulatory standard for issuing maintenance OpSpecs to persons operating U.S.-registered aircraft outside the U.S. in common carriage. Operators are required to respond, as needed, to the collection to obtain or retain a benefit (OpSpecs). OpSpecs are issued to the operator applying. OpSpecs are not available for viewing to the general public. OpSpecs are available for viewing to FAA offices for the purpose of safety oversight of the operators. FAA occasionally shares OpSpecs information, as needed, with other agencies such as Transportation Security Administration (TSA), Department of Transportation (DOT) or to answer questions from U.S. congress. The FAA requires foreign operators applying for the issuance or amendment of OpSpecs to submit supporting documentation. The type of documentation that a foreign operator needs to provide to the FAA is identified in FAA Order 8900.1 volume 12, which is publicly available . The information is helpful to new applicants as well as existing operators.

Abstract

This request is for a revision and extension of an existing information collection. There are minor changes in questions about direct marketing of catch and community infrastructure. Fishing livelihoods are both centrally dependent on ecosystems and part of the forces acting on these ecosystems, including resident marine species. Alongside social factors like economics and management, fisheries population fluctuations shape fishing livelihoods. However, the decisions fishermen make regarding which fisheries to access and when to access them are not fully understood, particularly within the food web frameworks offered up by ecosystem-based approaches to research and management. An understanding and predictive capacity for these movements of fishermen across fisheries in the context of ecological and social variability presents a significant gap in management-oriented knowledge. Managing fisheries in a way that enhances their socioeconomic value, mitigates risks to ecosystems and livelihoods, and facilitates sustainable adaptation, requires this fundamental knowledge. For this reason, the Northwest Fisheries Science Center seeks to conduct a follow-up U.S. mail survey, replicating the survey administered during 2017 and 2020, with slight changes in questions about direct marketing of catch and community infrastructure. The survey will be voluntary, and contacted individuals may decline to participate. Respondents will be asked to answer questions about their motivations for fishing and factors that affect participation in the suite of West Coast commercial fisheries. Fishing employment information will also be collected. This survey is essential because data on smaller scale fishing practices, values, participation decisions and fishing livelihoods are sparse; yet, they are critical to the development of fishery ecosystem models that account for non-pecuniary fishing benefits, as well as the ways in which fishing practices shape individual and community well-being.

This justification supports an extension of OMB Control No. 9000-0029. This clearance covers the information that contractors must submit to comply with the following Federal Acquisition Regulation (FAR) requirements: FAR 50.103-3, Contract Adjustment. FAR 50.103-3 specifies the minimum information that a contractor must include when seeking a contract adjustment that would facilitate the national defense, as set forth in Pub. L. 85-804. The request, normally a letter, shall state as a minimum - (1) The precise adjustment requested; (2) The essential facts, summarized chronologically in narrative form; (3) The contractor's conclusions based on these facts, showing, in terms of the considerations set forth in FAR 50.103-1 and 50.103-2, when the contractor considers itself entitled to the adjustment; and (4) Whether or not - (i) All obligations under the contracts involved have been discharged; (ii) Final payment under the contracts involved has been made; (iii) Any proceeds from the request will be subject to assignment or other transfer, and to whom; and (iv) The contractor has sought the same, or a similar or related, adjustment from the Government Accountability Office or any other part of the Government, or anticipates doing so. FAR 50.103-4, Facts and Evidence. FAR 50.103-4 sets forth additional information that the contracting officer or other agency official may request from the contractor to support any request made under FAR 50.103-3. FAR 50.104-3 Special Procedures for Unusually Hazardous or Nuclear Risks. FAR 50.104-3 provides the information a contractor shall submit to the contracting officer when requesting the inclusion of the indemnification clause for unusually hazardous or nuclear risks at FAR 52.250-1. FAR 52.250-1, Indemnification Under Public Law 85-804. This clause allows contractors to be indemnified against unusually hazardous or nuclear risks. Abstract

This request for an ICR extension consists of mandatory reporting. State and Indian tribes are required to provide information to the FMCSA identifying all non-radioactive hazardous materials routing designations (highways) which exist within their jurisdictions. FMCSA requires that States and Indian tribes notify the FMCSA if they establish, modify, maintain, or enforce non-radioactive hazardous materials highway routing designations, so that FMCSA can then publish the information in the Federal Register and on the FMCSA website at: https://www.fmcsa.dot.gov. FMCSA estimates there will be an average of one response every two years per State/U.S. Territory/Indian tribe and FMCSA publishes this information annually so carriers of placarded non-radioactive hazardous materials will have knowledge of the restrictions. Several States the District of Columbia, an Indian tribe, and U.S. Territories have designated/restricted highway routes and/or imposed restrictions or limitations affecting the highway transportation of certain hazardous materials. While these localized routing designations are intended to improve safety, the proliferation of uncoordinated State and local routing designations could impede the free flow of commerce, have little or no demonstrable positive effect on public safety, and result in the exportation of risk from one jurisdiction to another. The FMCSA estimates that 100% of the States and Indian tribes that are providing the information do so electronically. States that are presently restricting/designating routes are using various technologies to collect and organize this information. The FMCSA utilizes a computer system to store and retrieve the routing information. This enables FMCSA to provide routing information as mandated by statute.

Abstract

This information collection involves both reporting and recordkeeping by Part 142 training centers in order to issue pilot certificates. Some of the information collected in this collection is recordkeeping by Part 142 training centers for information that they collect to be able to issue pilot certificates. Applicants for Part 142 Training Center are required to report the information when submitting an application to the FAA. Existing Part 142 Training Centers are required to maintain records of the information in order to issue pilot certificates. Both the application process and the recordkeeping process for training that has occurred is accounted for in this collection. The training center is required by regulation to collect information and keep records to show trainees are qualified for training, testing, or checking. The information contained in this collection is mandatory as required by the regulations mentioned in number 1 of this collection. The entities who must respond are Part 142 Training Centers. The requirements of this collection are recordkeeping and reporting requirements. The collection frequency is as required and may differ per regulatory requirement. For example, training records of trainee must be kept each time they engage in training. The information would be retained by the certificate holder for inspection by FAA personnel or in the case of certification requests, be presented to the FAA. The information is maintained by the certificate holder and subject to review by aviation safety inspectors (operations), designated to provide surveillance to training centers to ensure compliance with airman training, testing, and certification requirements specified in other parts of the 14 CFR. Information may be reviewed on a periodic basis, and at times of special events such as accidents, requests for certificate or course amendments, and the like. If the information were not collected, inspectors would not be able to determine if airmen who are clients are being trained, checked, or tested to meet the safety standards established in other parts of 14 CFR. To date, FAA inspectors have used the information collected to determine and assess regulatory compliance during routine program surveillance.

Abstract

Flight Operations Quality Assurance (FOQA) is a voluntary safety program designed to improved aviation safety through the proactive use of flight-recorded data. The purpose is to enable early corrective action for potential threats to safety. 14 CFR 13.401 codifies protection from punitive enforcement action based on FOQA information and requires operators with FAA approved FOQA programs to provide aggregate FOQA data to the FAA. Aggregate FOQA information provided to the FAA is protected from public release under 14 CFR Part 193. Operators will use this data to identify and correct deficiencies in all areas of flight operations. Properly used, FOQA data can reduce or eliminate safety risks, as well as minimize deviations from regulations. Through access to de-identified aggregate FOQA data, the Federal Aviation Administration (FAA can identify and analyze national trends and target resources to reduce operational risks in the National Airspace System (NAS), air traffic control (ATC), flight operations and airport operations. The FAA and the air transportation industry have sought additional means for addressing safety problems and identifying potential safety hazards. Based on the experiences of foreign air carriers, the results of several FAA-sponsored studies, and input received from government/industry safety forums, the FAA concluded that wide implementation of FOQA programs could have significant potential to reduce air carrier accident rates below current levels. The value of FOQA programs is the early identification of adverse safety trends, which, if uncorrected, could lead to accidents. A key element in FOQA is the application of corrective action and follow-up to ensure that unsafe conditions are effectively remediated.

Abstract

The National Emission Standards for Hazardous Air Pollutants (NESHAP) for Plastic Parts and Products Surface Coating were proposed on December 4, 2002, promulgated on April 19, 2004, and revised or amended on April 26, 2004, April 20, 2006, December 22, 2006, and April 24, 2007. The NESHAP is codified at 40 CFR Part 63, Subpart PPPP. This supporting statement addresses information collection activities that will be imposed by the NESHAP for Plastic Parts and Products Surface Coating, including activities added based on the residual risk and technology review (RTR) required under the Clean Air Act (CAA). The NESHAP for Plastic Parts and Products Surface Coating applies to each new and existing affected source of HAP emissions at facilities that are major sources and that perform surface coating of plastic parts and products. New facilities include those that commenced construction or reconstruction after December 4, 2002. As part of the RTR for the NESHAP for Plastic Parts and Products Surface Coating, the Environmental Protection Agency (EPA) is not revising the emission limit requirements. The EPA is requiring periodic air emissions testing to measure organic HAP destruction or removal efficiency at the inlet and outlet of the add-on control device once every five years for existing and new surface coating affected sources using the emission rate with add-on controls compliance option. The EPA is revising the startup, shutdown, and malfunction (SSM) provisions of the Maximum Achievable Control Technology (MACT) rule and requiring the use of electronic data reporting for future performance test data submittals, notifications, and reports. This information is being collected to assure compliance with 40 CFR Part 63, Subpart PPPP. In general, all NESHAP standards require initial notifications, performance tests (if sources are using add-on controls to demonstrate compliance), and periodic reports by the owners/operators of the affected facilities. They are also required to maintain records of the occurrence and duration of any deviation from an emission limitation (either a numerical emission limit, an operating limit, or an equipment or work practice standard), or any period during which the monitoring system is inoperative. These notifications, reports, and records are essential in determining compliance, and are required of all affected facilities subject to the NESHAP.

Such certificates must be issued before engines produced according to certified prototypes may be legally introduced into U.S. commerce. A 2016 petition from over 20 organizations, including state and local air agencies from across the country, requested that EPA revise oxides of nitrogen (NOx) standards for HD engines. The petition cited concerns over adverse health and welfare impacts and the need to help certain areas attain the National Ambient Air Quality Standards (NAAQS) for ozone. In 2020, EPA published an Advance Notice of Proposed Rulemaking (ANPR) requesting comments on plans to revise the NOx emission standards for HD engines. In August 2021, Executive Order 14037 further directed the Agency to (1) set new NOX emission standards and (2) update the existing greenhouse gas (GHG) emissions standards for heavy-duty engines and vehicles. In March 2022, EPA published a Notice of Proposed Rulemaking (87 CFR 17414, March 28, 2022, the NPRM) requesting comments on changes to the NOx emission standards for HD engines. EPA is now adopting new HD criteria pollutant standards and changes to HD emissions certification and compliance provisions. While the Agency proposed targeted changes to the existing Phase 2 GHG standards for heavy-duty vehicles, those provisions are not being finalized at this time and therefore those provisions are not included in this information collection request. The Agency is also adopting revisions to several regulatory provisions related to other mobile source sectors including marine compression-ignition engines (Marine CI), small spark-ignition engines (Small SI), locomotives, light-duty vehicles, and various other types of nonroad engines, vehicles, and equipment. These changes consist of amendments to certain credit calculations, and regulatory changes to correct, streamline, and clarify existing provisions.

Abstract

The National Emission Standards for Hazardous Air Pollutants (NESHAP) for Miscellaneous Metal Parts and Products were proposed on August 13, 2002, promulgated on January 2, 2004, and amended on April 26, 2004, April 20, 2006, and December 22, 2006. The NESHAP is codified at 40 CFR Part 63, Subpart MMMM. This supporting statement addresses information collection activities that will be imposed by the NESHAP for Miscellaneous Metal Parts and Products, including activities added based on the residual risk and technology review (RTR) required under the Clean Air Act (CAA). The NESHAP for Miscellaneous Metal Parts and Products applies to each new and existing affected source of HAP emissions at facilities that are major sources and that perform miscellaneous metal parts and products surface coating operations, and associated equipment or containers used for mixing, conveying, storage, or waste. New facilities include those that commenced construction or reconstruction after August 13, 2002. As part of the RTR for the NESHAP for Miscellaneous Metal Parts and Products, the Environmental Protection Agency (EPA) is not revising the emission limit requirements. The EPA is requiring periodic air emissions testing to measure organic HAP destruction or removal efficiency at the inlet and outlet of the add-on control device, or control device outlet concentration of organic HAP, once every five years for existing and new surface coating affected sources using the emission rate with add-on controls compliance option. The EPA is revising the startup, shutdown, and malfunction (SSM) provisions of the Maximum Achievable Control Technology (MACT) rule and requiring the use of electronic data reporting for future performance test data submittals, notifications, and reports. This information is being collected to assure compliance with 40 CFR Part 63, Subpart MMMM.

Abstract

The American Time Use Survey (ATUS) is the Nation’s only federally administered, continuous survey on time use in the United States. It measures, for example, time spent with children, working, providing eldercare, sleeping or doing leisure activities. In the United States, several existing Federal surveys collect income and wage data for individuals and families, and analysts often use such measures of material prosperity as proxies for quality of life. Time-use data substantially augment these quality-of-life measures. The data also can be used in conjunction with wage data to evaluate the contribution of non-market work to national economies. This enables comparisons of production between nations that have different mixes of market and non-market activities. The ATUS supports the mission of the Bureau of Labor Statistics by providing data on when, where, and how much employed Americans work. Individuals aged 15 and up are selected from a nationally representative sample of approximately 2,060 sample households each month for the ATUS.

Abstract

The current authorization for the Regional Educational Laboratories (REL) program is under the Education Sciences Reform Act of 2002, Part D, Section 174, (20 U.S.C. 9564), administered by the Department of Education, Institute of Education Sciences (IES), National Center for Education Evaluation and Regional Assistance (NCEE). The goal of the REL program is to partner with educators and policymakers to conduct work that is change-oriented and supports meaningful local, regional, or state decisions about education policies, programs, and practices to improve outcomes for students. School readiness, particularly language and literacy readiness, in South Carolina (SC) remains a high-leverage need. This need is reflected in the state’s Kindergarten Readiness Assessment (KRA). The KRA measures four domains of learning and development, including language and literacy. Demonstrating readiness occurs when students show the foundational skills and behaviors that prepare them for instruction based on kindergarten standards. In 2020/21 Modified KRA scores in SC revealed that only 27 percent of incoming kindergartners demonstrated readiness (South Carolina Education Oversight Committee, 2021). Achievement gaps were also observed, with 17 percent of African American kindergarteners and 13 percent of Hispanic kindergarteners meeting the demonstrating readiness mark, compared to 35 percent of White students. There is a clear need to improve equity in learning opportunities and in school readiness outcomes among SC children. Members of the SC research partnership have identified teacher professional development (PD) in language and literacy as a critical component to improving the quality of early learning and are specifically interested in understanding the effectiveness of and the facilitators and barriers to implementation of the Professional Learning Community: Emergent Literacy (PLC-EL; Kosanovich et al., 2020). The purpose of this study is to understand the impact of the PLC-EL program on preschool teachers’ knowledge, practice, and student achievement in print knowledge, phonological awareness, oral language, and vocabulary. In addition, this study will identify factors that influence program effectiveness and the facilitators and barriers of effective implementation that inform scale-up initiatives across the state. This study will using a randomized controlled trial design to help ensure that–all else equal–this study will yield the strongest, most reliable evidence possible on which to base policy and practice. The study sample will include approximately 100 preschool centers across SC, 2,940 students, 226 preschool teachers, 25 PLC-EL Facilitators, center leaders, and a subset of district and state education leaders. The study findings will help the Office of Early Learning & Literacy (OELL) at SCDE meet its goals of improving equitable access to high-quality PD for educators and equitable access to high-quality instruction for students by training facilitators to implement the PLC-EL in a large sample of preschool centers in four separate regions of the state. In addition, the study findings will provide the OELL at SCDE with actionable information about facilitators and barriers to implementation that can be used to inform scale-up initiatives across the state.

Abstract

Achieving better health and reducing health care costs requires individuals to take an active role in their health care and utilize primary and preventive care services. CMS OMH launched C2C in June 2014 to address these needs. To accomplish these goals, C2C offers a variety of consumer-oriented health and health insurance educational materials that have various distribution channels, including print and digital. An evaluation was previously conducted under this OMB number assessing the reach and use of these materials. The current reinstatement proposal seeks to extend this work with a smaller survey of consumers (N=400) and partner organizations (N=60) to compare those who do and do not use C2C materials in three to four geographic areas where there is a high saturation of C2C materials, as well as the health impacts of using these materials.
