Change Requests

What is an ICR?

An Information Collection Request (ICR) is a federal agency's request for approval from the Office of Management and Budget (OMB) to collect information from the public. Under the Paperwork Reduction Act (PRA), agencies must justify why the information is needed and how it will be used.

When are they submitted?

Federal agencies are required to submit an ICR whenever they create, renew, modify an information collection. Each ICR includes a description of the collection, supporting materials and documentation (such as forms, surveys, or scripts), and proof that the agency has met the requirements of the PRA.

The ICR is submitted to the The Office of Information and Regulatory Affairs (OIRA) within OMB for review and approval. OIRA grants approval for a maximum of three years, after which the collection must be renewed through a new ICR submission.

TSA Reimbursable Screening Services Program (RSSP) Pilot Request

Abstract

The Transportation Security Administration (TSA) is collecting this information to meet the requirements of section 225, Division A, of the Consolidated Appropriations Act, 2019, Pub. L. 116-6 (Feb. 15, 2019; 133 Stat. 13). Under this provision, TSA may establish a pilot for public or private entities regulated by TSA to request reimbursable screening services outside of an existing primary passenger terminal screening area where screening services are currently provided or eligible to be provided under TSA’s annually appropriated passenger screening program. For purposes of section 225, “screening services” means “the screening of passengers, flight crews, and their carry-on baggage and personal articles, and may include checked baggage screening if that type of screening is performed at an offsite location that is not part of a passenger terminal of a commercial airport. The authority available under this section is effective for fiscal years 2019 through 2021 and currently may be used at not more than eight locations for transportation security purposes. TSA is collecting this information as part of a process for public and private entities regulated by TSA to request screening services under the Reimbursable Screening Services Program (RSSP).

Abstract

To collect information on the labeling, marking, and packaging of meat, poultry, and egg products. To control the manufacture of marking devices bearing official marks, FSIS requires official meat and poultry establishments and the manufacturers of such marking devices to submit an Authorization Certificate form to the Agency. To ensure that meat, poultry, and egg products are accurately labeled, FSIS approves meat, poultry, and egg products labeling. To ensure that packaging materials do not adulterate meat or poultry products, FSIS requires a written guaranty that the packaging materials conform to Federal Food, Drug, and Cosmetic Act (21 U.S.C. 301, et. seq.) regulations for food contact materials. FSIS also requires establishments that use advanced poultry/bone separation machinery and recovery systems to have controls in place, including recordkeeping, to ensure that products do not exceed the calcium level standard.

Transportation of Hazardous Liquids by Pipeline: Record keeping and Accident Reporting

Key Information

Abstract

To ensure adequate public protection from exposure to potential hazardous liquid pipeline failures, PHMSA collects information on reportable hazardous liquid pipeline accidents. This mandatory information collection covers hazardous liquid pipeline accident report requirements in § 195.50 and general record keeping burden associated with complying with Federal hazardous liquid pipeline safety regulations in part 195. The definition of an “accident” and the reporting criteria for submitting a Hazardous Liquid Accident Report (form PHMSA F7000-1) is detailed in § 195.54. 49 CFR 195.54 requires hazardous liquid operators to file an accident report, as soon as practicable, but not later than 30 days after discovery of the accident, on DOT Form 7000-1 whenever there is a reportable accident the characteristics of an operator’s pipeline system.

The IDCPA allows entry of yellowfin tuna into the United States (U.S.), under specific conditions, from nations in the International Dolphin Conservation Program that would otherwise be under embargo. The IDCPA and TCA also allows U.S. fishing vessels to participate in the tuna fishery in the eastern tropical Pacific Ocean on terms equivalent with the vessels of other nations. Abstract

Public Law 116-315, Johnny Isakson and David P. Roe, M.D. Veterans Health Care and Benefits Improvement Act of 2020, provided authority for VA's Homeless Programs Office (HPO) to grant funding to eligible organizations that will coordinate or provide legal services to Veterans who are homeless or at-risk of homelessness. Several sections, including section 4202, of the Act were created to better serve Veterans who are struggling with homelessness or housing insecurity. Requests for funding by applicants are likely to exceed the amount of funding appropriated to the VA for these grants. The VA must collect data to prioritize applicants for funding. The legal authority for this data collection is found under 38 USC, Part I, Chapter 5, Section 527, which authorizes the collection of data that will allow measurement and evaluation of the Department of Veterans Affairs Programs, the goal of which is to improve health care and services for Veterans. This information collection includes grant eligibility criteria, application requirements, scoring criteria, constraints on the allocation and use of the funds, and other requirements necessary to implement this grant program. HPO will use information collected to determine if an applicant is eligible to receive grant funding. HPO also will obtain information necessary to ensure that federal funds are awarded to applicants who are financially stable and have the capacity to conduct the program for which a grant is awarded. HPO could not perform its statutory obligation to administer the program if this data were not collected.

Abstract

This request is for extension of a currently approved collection with no revisions. Under the Coastal Pelagic Species (CPS) Fishery Management Plan (FMP), CPS fishing vessels are required to report any interactions that occur between a CPS vessel and/or fishing gear and southern sea otters, which are listed as threatened under the Endangered Species Act. These reporting requirements satisfy the reasonable and prudent measures to ensure the continued protection of the species determined by the U.S. Fish and Wildlife Service (USFWS) in a biological opinion on the CPS fishery: If a southern sea otter is entangled in a net, regardless of whether the animal is injured or killed, the vessel operator must report this interaction within 24 hours to the Regional Administrator. While fishing for CPS, vessel operators must record all observations of otter interactions (defined as otters within encircled nets or coming into contact with nets or vessels, including but not limited to entanglement) with their purse seine net(s) or vessel(s). Reports must include the location (latitude and longitude) of the interaction and a description of the interaction itself.

Abstract

VA Form 21-2680 is used to determine eligibility for the aid and attendance and/or housebound benefit. The purpose of this examination is to record manifestations and findings pertinent to the question of whether the claimant is housebound (confined to the home or immediate premises) or in need of the regular aid and attendance of another person. The report should be in sufficient detail for the VA decision makers to determine the extent that disease or injury produces physical or mental impairment, that loss of coordination or enfeeblement affects the ability: to dress and undress; to feed themselves; to attend to the wants of nature; or keep themselves ordinarily clean and presentable. Findings should be recorded to show whether the claimant is blind or bedridden. Whether the claimant seeks housebound or aid and attendance benefits, the report should reflect how well they ambulate, where they go, and what they are able to do during a typical day.

Abstract

Produce Safety University (PSU) is a training course designed to help child nutrition professionals identify and manage food safety risks associated with fresh produce. The purpose of the proposed collection of information is twofold. The first is to electronically collect course nomination from child nutrition professionals and State agency staff to attend PSU. State agencies may nominate individuals to attend PSU and receive annual logistic information through a letter from FNS. The letter to States includes a link to the online course nomination. Participants completion of the course nomination is mandatory to ensure that PSU provides the most appropriate training content that is tailored to the audience, it is necessary to know the occupational make-up of each training co-hort.
