ICR Definition
An Information Collection Request (ICR) is a federal agency’s request for approval from the Office of Management and Budget (OMB) to collect information from the public.
Under the Paperwork Reduction Act (PRA), agencies must justify why the information is needed and how it will be used.
Federal agencies are required to submit an ICR whenever they create, renew, modify, or discontinue an information collection. Each ICR includes a description of the collection,
supporting materials and documentation (such as forms, surveys, or scripts), and proof that the agency has met the requirements of the PRA.
The ICR is submitted to the The Office of Information and Regulatory Affairs (OIRA) within OMB for review and approval. OIRA grants approval for a maximum of three years, after
which the collection must be renewed through a new ICR submission.
ICRs are publicly available on RegInfo.gov, and additional guidance can be found in the FAQs.

NOAA has, or is given, authority under the Coastal Zone Management Act (CZMA), annual appropriations or other authorities, to issue funds to coastal states and localities for planning, conservation, acquisition, protection, restoration, or construction projects, including projects funded through the: Coastal and Estuarine Land Conservation Program (CZMA Section 307A), National Estuarine Research Reserve System (CZMA Section 315) Land Acquisition and Construction program; Coastal Zone Management Program’s low-cost acquisition and construction program (CZMA Section 306A); or similar projects funded under the CZMA or the Fish and Wildlife Coordination Act. It is necessary to collect information beyond that outlined in 2 C.F.R part 200 (OMB Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards) in order to plan for and implement these projects, such as due diligence documentation, surveys or site plans. In addition, the CZMA Section 307A requires that each participating coastal state identify priority conservation needs within the state, the values to be protected by inclusion of lands in the program, and the threats to those values that should be avoided. This is done through the development and submittal to NOAA of state CELCP plans in order to participate in the program. |

NMFS has existing regulations in 50 CFR part 622 and approved information collections under 0648-0016 that require specific recordkeeping and reporting from the fishing industry and associated communities to support scientifically based management actions to achieve NMFS’ stewardship responsibilities throughout the U.S. southeast region. Regulatory Amendment 29 effective July 15, 2020 would require at least one descending device to be on board and ready for use on commercial, for-hire, and private recreational vessels while fishing for or possessing snapper-grouper species in the South Atlantic. Most recently the Descend Act was passed, which added a new section 321 to the Magnuson-Stevens Fishery Conservation and Management Act. This requires commercial and recreational fishermen to possess a venting tool or descending device that is rigged and ready for use when fishing for reef fish in the Gulf Exclusive Economic Zone. Descending devices increase survivability from barotrauma, which is injury caused by internal gas expansion when reeled up from depth. In addition to being asked to report the number of fish released respondents would be asked to report the method used to release fish as part of their current logbook submissions. The purpose of asking respondents to distinguish between fish releases without descending devices, fish released with gas bladders vented, and fish released with descending devices is to provide data needed by NMFS to accurately account for fishing mortality when performing stock assessments. The proposed addition to collect information on the method used to release fish with descending devices would revise the currently approved information collections in OMB Control No. 0648-0016. NMFS seeks to revise this collection to add an additional question to the recreational Headboat part of the collection to make it more consistent with the data collected through the commercial discard logbook. |

The revision is due to the annual burden hours decreasing from 3,971 hours to 98 hours for the current request; representing a decrease of 3,873 hours. The decrease is due to the decline in the open grants over the past three years and the elimination of the quarterly Federal Financial Reporting requirements since all the JARC projects are 100% completed. However, after outreach by FTA program managers to respondents there are still 49 respondents with small amounts of funding left available in their program accounts. As a result of the 100% completion, the only information provided to FTA are annual Milestone Progress Reports (MPR’s). The JARC program was a competitive grant program aimed at improving access to employment and employment related activities for welfare recipients and low-income individuals. Toward this goal, the Federal Transit Administration (FTA) provided financial assistance for transportation services that met the unique transportation needs of eligible low-income individuals. The respondents were private non-profit organizations, State or local governments, and operators of public transportation services including private operators of public transportation services. The program was repealed by Congress under the Moving Ahead for Progress in the 21st Century (MAP-21) Act in 2012. This is a mandatory collection of information as FTA must continue to collect information under the program management stage until the period of availability expires; the funds are fully expended; the funds are rescinded by Congress; or the funds are otherwise reallocated. Since being repealed, the number of respondents affected by this IC will continue to decrease until all funds are expired. There are currently 49 respondents that are required to continue reporting under the project management stage. The reports required under this program are submitted on an annual basis. The reports are submitted to the program manager and contain financial and project updates. This IC is only being renewed because there are still very small amounts of funding left sitting in respondents accounts for draw down. FTA must continue to collect information under the program management stage until the period of availability expires; the funds are fully expended; the funds are rescinded by Congress; or the funds are otherwise reallocated. Once all funds are fully expended and the reporting requirements expire, this information collection will be discontinued. |

There have been no programmatic changes or burden changes since the last approval from OMB. However, this revision is a result of the previous submission to OMB erroneously listing the annual burden hours as 1,575. That was incorrect, the 1,575 hours is actually the burden hours per respondent not the total annual burden hours. The total annual burden hours is 83,475 (1,575 annual burden hours per respondent x 53 annual respondents). So, although neither the annual respondents nor the burden hour per response has changed since the previous submission, the revision in the 2022 ICR submission reflects FTA notating the data in the correct fields of the ROCIS table. This is a mandatory collection of information that requires that recipients of FTA funds submit Equal Employment Opportunity (EEO) plans during the application stage. This requirement is necessary to assure that affirmative action is properly and earnestly undertaken by grant recipients and that project sponsors receiving financial assistance pursuant to a FTA-funded project shall not discriminate against any employee or applicant for employment because of race, color, religion, sex, national origin, age, or disability. The information being collected is an EEO plan and analysis to ensure that the Civil Rights program requirements are met. No special form is used to collect this information. Each plan may differ in size and format, but each grantee’s plan must adhere to specific program requirements prior to receipt of funding assistance. AbstractAs the Balancing Authority of the region, TVA must ensure the electrical grid is reliable. With the growth of Distributed Energy Resources (DER) on the distribution system, TVA and the Local Power Companies (LPCs) must work in tighter coordination to ensure the DER generation does not impact the reliability of the bulk electric system. To support this goal, TVA must understand the current distribution capabilities of the LPCs. Examples of capabilities include but are not limited to customer analytics, advanced asset management, advanced AMI, automated switching, DER monitoring & control, grid planning and voltage optimization. To ease access and completion, information will be submitted online. Once collected, the information will be reviewed by TVA staff and consultants to determine each LPC’s state of and plan for system modernization and will inform strategic investment road maps and implementation plans that are being developed as part of the Regional Grid Transformation initiative. Summary level information will be provided to the participating LPCs to allow them to gauge where they stand in terms of their technical capabilities compared to their peers which could help give them useful information that informs their individual priorities and investment plans. |
Why They Are Important
ICRs play a vital role in ensuring transparency and accountability in federal data collection. When federal agencies collect information from 10 or more "persons" (which includes individuals,
businesses, and state, local, and tribal governments), they must submit an ICR to ensure that it fulfills their statutory missions, avoids unnecessary or duplicative requests, and
minimizes burden on the American public. Additionally, Federal Register Notices (FRNs) and the opportunity for public comments provide a formal way for the public to be informed of
proposed ICRs and participate in the process.
ICRs also serve as a key resource for tracking changes to federal data collections. The availability of detailed documentation, such as data collection instruments and methodologies,
allows the general public to identify revisions in a timely manner. These may include revisions prompted by Executive Orders or statistical policies like
OMB's Statistical Policy Directive No. 15 (SPD 15), which are often submitted as "nonsubstantive" or "nonmaterial" changes to a
currently approved collection.[1] Furthermore, ICRs can help determine if a data collection has expired without renewal or has been intentionally
discontinued. By reviewing ICRs, the public can better understand what data is being collected, how it evolves over time, and whether data collections have become inactive–often in response
to shifting priorities and updated standards.
How To Use The Tool
The ICR tracking tool offers a user-friendly view of ICRs that have been recently submitted, reviewed, or are nearing expiration. By aggregating key data from individual ICRs,
the tool allows users to view the current status of each request, including submission, conclusion, and expiration dates, details on whether any changes were made, authorizing statutes,
and more. Users can search for specific information and filter results based on various criteria. If seeking additional information, various text fields are hyperlinked to the full ICR
on RegInfo.gov and associated resources. The tool is updated on a daily basis to reflect the most current information available.

InformationCollections
Lists the individual information collections associated with the ICR. Each collection includes metadata such as the title, a URL to the collection, the form number (if applicable), and a URL to the form.

RequestType Filters
1. Select "New collection (Request for an OMB Control Number)" for collections that had not previously been used or sponsored by the agency.
2. Select "Extension without change or a currently approved collection" for collections where the agency wished only to extend the approval of an active collection past its current expiration date without making any material change in the collection instrument, instructions, frequency of collection, or the use to which the information is to be put.
3. Select "Revision of a currently approved collection" for collections where the agency request included a material change to the collection instrument, instructions, its frequency of collection, or the use to which the information is to be put.
4. Select "Reinstatement without change of a previously approved collection" for collections which previously had OMB approval, but the approval had expired or was discontinued before this submission was made, and there is no change to the collection.
5. Select "Reinstatement with change of a previously approved collection" for collections which previously had OMB approval, but the approval has expired or was discontinued before this submission was made, and there is some change to the collection.
6. Select "Existing collection in use without OMB control number" when the collection is currently in use but does not have an OMB control number.
7. Select "No material or nonsubstantive change to a currently approved collection" for collections which introduce minor changes to the ICR, but do not extend the expiration date of the collection.
8. Select "RCF No material or nonsubstantive change to a currently approved collection" for RCF collections that introduce changes to the usage of an active RCF.
9. Select "RCF New" for RCF collections that are the initial usage of the Common Form Host ICR by the using agency.
10. Select "RCF Recertification" for RCF collections that had been recertified due to changes in its related Common Form Host ICR.
[1] "Nonsubstantive" and "nonmaterial" changes introduce minor modifications to the ICR but do not extend the collection's expiration date or require a public comment period.
