An Information Collection Request (ICR) is a federal agency's request for approval from the Office of Management and Budget (OMB) to collect information from the public.
Under the Paperwork Reduction Act (PRA), agencies must justify why the information is needed and how it will be used.
Federal agencies are required to submit an ICR whenever they create, renew, modify, or discontinue an information collection. Each ICR includes a description of the collection,
supporting materials and documentation (such as forms, surveys, or scripts), and proof that the agency has met the requirements of the PRA.
The ICR is submitted to the The Office of Information and Regulatory Affairs (OIRA) within OMB for review and approval. OIRA grants approval for a maximum of three years, after
which the collection must be renewed through a new ICR submission.
ICRs are publicly available on RegInfo.gov, and additional guidance can be found in the FAQs.

This is a request for revision and extension of an existing information collection. The existing OMB control number is being revised to include additional information collection instruments that collect similar kinds of geospatial metadata as Send2NCEI, but that have different community-based practices or standards that provide for more or less details in the metadata requested. Additionally, the title of this collection of information is being revised from National Centers for Environmental Information (NCEI) Send2NCEI Web Application to NOAA Geospatial Metadata to more accurately reflect the revised collection of information. The National Oceanic and Atmospheric Administration (NOAA) provides several digital forms-based tools enabling data producers to create geospatial metadata conforming to International Standards Organization (ISO) standards. These tools collect very similar information but provide specific assistance for different scientific communities across the diverse spectrum of earth, ocean, atmospheric, and fisheries resources. In 1994, Executive Order 12906 established the National Spatial Data Infrastructure and directed each agency to “document all new geospatial data it collects or produces… using the standard under development by the FGDC...”. In 2010, the FGDC adopted the ISO 19115/19139 suite of standards for use by Federal agencies to document geospatial data. The voluntary information collection using these tools facilitates NOAA and others in Federal, State, or local governments, academic institutions, and others to provide clear descriptive information (metadata) about geospatial data. Metadata requested in the tools identifies the data provider, data collector(s),data collection dates, and other information that make the described data useful to other researchers and future users of the described data. Each tool reorganizes descriptive information into an XML file that conforms to the ISO19115-2 Geospatial Metadata standard and the ISO19139 Geographic information Metadata XML schema implementation. A significant advantage for a data provider using one of these tools is that the information is collected through a series of short form-based pages that provide suggestions for entries from established keyword lists and other standard responses. Data providers may opt to use suggested entries or to enter free text into the forms. |

Abstract
SSA uses the information we collect on Form SSA-4588, and its electronic application, SSA-4589, to update individuals’ Social Security records to reflect payments made on their overpayments. In addition, SSA uses this information to process payments through the appropriate credit card company. SSA provides a copy of the SSA-4588 when we inform an individual that we detected an overpayment. Individuals may choose to make a one-time payment, or recurring monthly payments, when they complete and submit the SSA-4588. When individuals choose to telephone the Program Service Centers (PSC) to make a one-time payment in lieu of completing Form SSA-4588, an SSA debtor contact representative completes the SSA-4589 electronic Intranet application. SSA employees, who take the telephone calls from individuals making a one-time credit card payment, enter credit card information directly into an electronic intranet application. Individuals wishing to establish recurring monthly payments must still complete the SSA-4588 paper form due to the original signature requirement. Respondents are Old Age Survivors and Disability Insurance (OASDI) beneficiaries and Supplemental Security Income (SSI) recipients who have outstanding overpayments. |

Abstract
Claimants or beneficiaries, both United States (U.S.) citizens and aliens entitled to benefits, living outside the U.S. complete Form SSA-21 as a supplement to an application for benefits. SSA collects the information to determine eligibility for U.S. Social Security benefits for those months an alien beneficiary or claimant is outside the U.S., and to determine if tax withholding applies. In addition, SSA uses the information to: (1) allow beneficiaries or claimants to request a special payment exception in an SSA Restricted country; (2) terminate Supplemental Medical Insurance coverage for recipients who request it, because they are, or will be, out of the U.S.; and (3) allow claimants to collect a lump sum death benefit if the number holder died outside the U.S. and we do not have information to determine the whether the lump sum death is payable under the Social Security Act. The respondents are Social Security claimants, or individuals entitled to Social Security benefits, who are, will be, or have been residing outside the U.S. for three months or longer. |

This collection of information enables the BLM to process assignments of record title interest and transfers of operating rights in a lease for oil and gas or geothermal resources. Each assignment or transfer is a contract between private parties but, by law, must be approved by the Secretary. The BLM uses information about assignments and transfers to prevent unlawful extraction of mineral resources, to ensure prompt payment of rentals and royalties for the rights obtained under a Federal lease, and to ensure that leases are not encumbered with agreements that cause the minerals to be uneconomical to produce, resulting in lost revenues to the Federal Government. The information also enables the BLM to ensure the assignee or transferee is in compliance with the bonding requirements, when necessary, before approval of the transfer or assignment. Form 3000-003 is used to transfer record title interest (i.e., primary ownership of a lease or the lessee’s interest). Form 3003-003a is used to transfer operating rights interest (i.e., also referred to as working interest or a sublease). This request is to extend for an additional three years OMB’s approval for this collection of information. |

The EPA is required under section 183(e) of the Clean Air Act (CAA) to regulate volatile organic compound (VOC) emissions from the use of consumer and commercial products. Pursuant to CAA section 183(e)(3), the EPA published a list of consumer and commercial products and a schedule for their regulation (60 FR 15264). Architectural and industrial maintenance coatings are included on the list, and the standards for such coatings are codified at 40 CFR part 59, subpart D. The information collection includes initial reports and periodic recordkeeping necessary for the EPA to ensure compliance with federal standards for VOC emissions in architectural coatings. Currently, the EPA has an existing OMB-approved ICR that estimates the burden on states for implementation-related activities associated with the 2008 ozone NAAQS for the period February 2018 to April 2021. States with nonattainment areas for the 2008 ozone NAAQS are implementing the NAAQS pursuant to the CAA and implementation regulations issued for that NAAQS. This proposed ICR renewal estimates the burden for states to meet the ongoing planning requirements that apply to their remaining nonattainment areas for the 2008 ozone NAAQS over the period April 2021 to April 2024. In addition, this ICR renewal includes a new burden estimate for state and EPA activities related to implementing the 2015 8-hour ozone standard, promulgated on October 1, 2015. Finally, this ICR renewal estimates a small amount of additional burden to states to meet the anti-backsliding requirements for the revoked 1997 ozone NAAQS. |

EPA's light-duty in-use vehicle testing program provides a spot-check audit of manufacturers' compliance with the provision of the Clean Air Act. The ICR covers the solicitation of owners for participation, the responses of those who are interested in participating, and the additional information collected from those who do participate. Vehicle owners who volunteer to participate are required to provide information regarding their vehicle before it is eligible to be accepted for testing. The information includes identification of the vehicle, optional scheduled maintenance records where available, problems with the vehicle, etc. This allows the Agency to procure properly maintained and used vehicles for testing. This ICR renews only the light-duty portion of EPA's in-use testing programs; the heavy-duty and off-road portions will be renewed separately. |

This ICR authorizes the collection of information under EPAs General Regulation for Assistance Programs that establishes the minimum management requirements for all recipients of EPA grants or cooperative agreements (assistance agreements). In addition, this ICR includes EPAs Disadvantaged Business Enterprise (DBE) Program as a result of the relocation of the DBE Program from the Office of Small and Disadvantaged Business Utilization (OSDBU) to the Office of Grants and Debarment (OGD). Information collection activities for the DBE Program were previously covered under OMB Control Number 2090-0030. For awards made prior to December 26, 2014, 40 CFR Part 30, Grants and Agreements with Institutions of Higher Education, Hospitals, and Other Non-Profit Organizations, establishes the management requirements for institutions of higher education, hospitals, and other non-profit organizations, as well as procurement requirements for non-governmental recipients. For awards made prior to December 26, 2014, 40 CFR Part 31, Uniform Administrative Requirements for Grants and Cooperative Agreements to State and Local Governments, includes the management requirements for States, local governments, and Indian Tribal governments. These regulations include only those provisions mandated by statute, required by Office of Management and Budget (OMB) Circulars, or added by EPA to ensure sound and effective financial assistance management. For awards made on or after December 26, 2014, 2 CFR 200 and EPAs implementation of 2 CFR 200 at 2 CFR 1500 Uniform Administrative Requirements, Cost Principles and Audit Requirements for Federal Awards establishes the management requirements for all entity types. 40 CFR Part 35 outlines policies and procedures for assistance agreements to State, interstate, and local agencies and Indian Tribes and Intertribal Consortia for pollution abatement and control programs (listed in Subparts A and B). For all awards, 40 CFR Part 33 Participation by Disadvantaged Business Enterprises in Procurement under Environmental Protection Agency (EPA) Financial Assistance Agreements establishes DBE utilization requirements for all entity types. These regulations include only those provisions mandated by statute or added by EPA to ensure sound and effective financial assistance management with respect to DBE utilization. This ICR combines all of these requirements under OMB Control Number 2030-0020. EPA award officials will use the information required by these regulations to make assistance agreement awards, to make assistance payments, and to verify that the recipient is using Federal funds appropriately to comply with Federal requirements. |
