Change Requests

What is an ICR?

An Information Collection Request (ICR) is a federal agency's request for approval from the Office of Management and Budget (OMB) to collect information from the public. Under the Paperwork Reduction Act (PRA), agencies must justify why the information is needed and how it will be used.

When are they submitted?

Federal agencies are required to submit an ICR whenever they create, renew, modify an information collection. Each ICR includes a description of the collection, supporting materials and documentation (such as forms, surveys, or scripts), and proof that the agency has met the requirements of the PRA.

The ICR is submitted to the The Office of Information and Regulatory Affairs (OIRA) within OMB for review and approval. OIRA grants approval for a maximum of three years, after which the collection must be renewed through a new ICR submission.

Key Information

Abstract

45 CFR 303.7 - Provision of Services in Intergovernmental IV-D; Federally Approved Forms

Key Information

Abstract

The federally-approved intergovernmental forms are used to facilitate interstate child support case processing when more than one state child support agency is involved, estimated to be in about 15-25% of child support cases. Use of these federal forms is required by 45 CFR 303.7(a)(4) and Section 311(b) of the Uniform Interstate Family Support Act (state law that states must adopt as a condition of receiving federal funding for child support). This information collection was first approved in 1988 and has evolved over time. The current set of forms will expire in February 2026. Currently, there are 13 intergovernmental forms each addressing different case processing actions that may be needed in a case. Some of the forms are for agency use only, while some may be completed by private individuals or entities involved in the case. On November 20, 2023, OMB approved OCSE’s request to make four of the intergovernmental forms available in Spanish: 1. Declaration in Support of Establishing Parentage 2. General Testimony and General Testimony Instructions 3. Letter of Transmittal Requesting Registration 4. Uniform Support Petition On March 1, 2025, Executive Order 14224 was issued, designating English as the official language of the United States. In support of the President’s Executive Order 14224, OCSE requests to discontinue use of the four Intergovernmental forms currently available in Spanish. We are not requesting any changes to the English versions of the forms.

Abstract

This is a request for a new information collection. This collection will support the registration process for the new U.S. civil space situational awareness (SSA) system, the Traffic Coordination System for Space (TraCSS). As directed in Space Policy Directive 3 (SPD-3), this system will “make available basic SSA data and basic [space traffic management] STM services free of direct user fees” and will “improve SSA data interoperability and enable greater SSA data sharing.” This basic safety service is essential to protect existing space assets that provide important contributions to the economy and national security. These assets can be put at risk by the debris created by unintentional collisions, even if they aren’t directly involved. A safe and sustainable space environment is also necessary for continued commercial investment in space activities. Users of the system - specifically, spacecraft owners/operators and national governments, are asked to provide information when they register for the system. This information includes organizational information and information about the spacecraft affiliated with the organization. This information is necessary to ensure that entities receive the appropriate safety services and information relevant to their spacecraft. Information provided about these spacecraft can also help to improve the accuracy and overall quality of services. Spacecraft operators are also asked to provide information on an ongoing basis, including spacecraft ephemerides and maneuver plans, to improve the accuracy and overall quality of services.

Abstract

The Consumer Product Safety Improvement Act of 2008 (CPSIA) mandates that ASTM F963 shall be a mandatory toy safety standard. This toy safety standard sets forth only minimal labeling requirements for aquatic toys such as neck floats. The U.S. Consumer Product Safety Commission (CPSC or Commission) proposes to establish new performance and revised labeling requirements to address potentially deadly hazards associated with neck floats. The Commission is also amending CPSC’s list of notice of requirements (NORs) to include neck floats. This proposed rule contains information collection requirements that are subject to public comment and review by the Office of Management and Budget (OMB) under the Paperwork Reduction Act of 1995.

[NCEZID] Traveler-based Genomic Surveillance

Key Information

Abstract

The goal of [NCEZID] Traveler-based Genomic Surveillance is to monitor importation of SARS-CoV-2 variants among arriving international air travelers at select U.S. airports. Data will be used to inform early detection of imported SARS-COV-2 variants into the U.S. and for program management purposes. Data is collected from two lower nasal dry self-swabs from participants in airports that are pooled in batches of 5-10 samples. One sample will be pooled with samples from other travelers from the same flight origin country. Pooled samples undergo SARS-CoV-2 reverse transcription polymerase chain reaction (RT-PCR) testing and whole genome sequencing on positive samples to determine viral lineage. The second will be kept if there is a need to look more closely at a positive pool. Samples may be sent to CDC for further testing. Surveillance may be expanded to test for other pathogens such as influenza. Participants complete a questionnaire with their demographic, clinical, and travel history information and will be given a free antigen test kit for their time. This Non-Substantive Change Request is submitted to modify the existing questionnaire through combining and/or dropping questions, standardizing response choices, limiting areas of confusion and conversation with frontline ground staff, and prioritizing collection of the highest value information. There is a reduction in burden associated with these changes.

Applications and Reporting Requirements for Incidental Taking of Marine Mammals by Specified Activities Under the Marine Mammal Protection Act.

Key Information

Abstract

This request is for an extension and revision of an existing information collection under OMB Control No. 0648-0151. NMFS does not anticipate that the extension will substantially add to the burden to individual private applicants for incidental take authorizations under the existing Control Number. The main difference we expect related to this extension is that there will be a smaller number of applicants/respondents than accounted for in the existing OMB Control Number. This renewal removes the passive acoustic monitoring (PAM) and protected species observer (PSO) burden estimates. The Office of Protected Resources determined that those activities do not fall under the burden associated with this collection. The Marine Mammal Protection Act of 1972 (MMPA; 16 U.S.C. 1361 et. seq.) prohibits the “take” of marine mammals unless otherwise authorized or exempted by law. Among the provisions that allow for lawful take of marine mammals, sections 101(a)(5)(A) and (D) of the MMPA direct the Secretary of Commerce to allow, upon request, the incidental, but not intentional, taking of small numbers of marine mammals by U.S. citizens who engage in a specified activity (other than commercial fishing), within a specified geographical region if, after notice and opportunity for public comment, we find that the taking will have a negligible impact on the affected species or stock(s) and will not have an immitigable adverse impact on the availability of the species or stock(s) for subsistence uses (where relevant). NMFS also must set forth the permissible methods of taking; other means of effecting the least practicable adverse impact on the species or stock and its habitat (mitigation); and requirements pertaining to the monitoring and reporting of such taking. Issuance of an incidental take authorization (Authorization) under MMPA section 101(a)(5)(A) (through issuance of a Letter of Authorization (LOA) following issuance of incidental take regulations) or 101(a)(5)(D) (through issuance of an Incidental Harassment Authorization (IHA)) requires three sets of information collection: (1) a complete application for an Authorization, as set forth in NMFS’ implementing regulations at 50 CFR 216.104, which provides the information necessary to make the required statutory determinations, including estimates of take and an assessment of impacts on the affected species and stocks; (2) information relating to required monitoring; and (3) information related to required reporting. As required by the MMPA, these collections of information enable NMFS to: (1) prospectively evaluate the proposed activity’s impact on marine mammals; (2) arrive at the appropriate determinations required by the MMPA and other applicable laws prior to issuing the Authorization; and (3) monitor impacts of activities for which Authorizations have been issued to determine if predictions regarding impacts on marine mammals remain valid.

Abstract

On March 22, 2010, the OCC, the Board of Governors of the Federal Reserve System, the Federal Deposit Insurance Corporation, and the National Credit Union Administration (the agencies), in conjunction with the Conference of State Bank Supervisors, issued a policy statement on funding and liquidity risk management (Policy Statement). The Policy Statement sets forth guidance and principles for sound liquidity risk management that apply to OCC-supervised national banks, Federal savings associations, and Federal branches and agencies of foreign banking organizations (together, banks). The Policy Statement summarizes and builds on previously issued guidance. In 2023, the agencies supplemented their liquidity risk management guidance with an Addendum to the Policy Statement. The OCC is proposing to revise this information collection to account for all the recordkeeping provisions set forth in the Policy Statement related to liquidity risk management policies, procedures, and assumptions, and Contingency Funding Plans (CFPs). The information collection currently does not account for the recordkeeping provisions related to CFPs and does not fully account for the recordkeeping provisions related to liquidity risk management policies, procedures, and assumptions. In addition, the OCC is proposing to revise the information collection to account for the guidance in the Addendum to the Policy Statement.

Abstract

National Survey of Family Growth (NSFG) collects and disseminate “statistics on family formation, growth, and dissolution.” The NSFG supplements and complements the data from birth and fetal death certificates by monitoring factors (such as sexual activity, contraception, marriage and cohabitation, and infertility) that affect birth and pregnancy rates. The NSFG provides nationally representative data on factors related to fertility, family formation, and reproductive health for NCHS and its cosponsors within DHHS. Throughout its history, NSFG has been administered in person, in English and Spanish, with a self-administered portion added in more recent survey periods. Under the plan laid out in this clearance request, NSFG builds on its past survey design and procedures and incorporates online administration into a multi-phase, multi-mode design. This design calls for about 5,000 people aged 15-49 to be interviewed each year, however higher yields are sought in Year 3 and beyond to compensate for the underproduction seen in the first 2 years of data collection due to the COVID-19 pandemic and associated labor market challenges. This Non-Substantive Change Request is submitted is for a set of survey instrument changes for implementation starting in January 2026 (Year 5). These survey changes consist primarily of question deletions and are proposed to reduce respondent burden and lessen the overall sensitivity of the survey content. No new content areas are proposed. There is no change to the data collection instruments or burden to respondents associated with this collection.

Training Certification for Entry-Level Commercial Motor Vehicle Operators

Key Information

Abstract

This non-substantive change request corrects the CFR citations for the two information collections in this ICR. FMCSA is required to develop and establish minimum driver training standards for applicants for a commercial driver’s license (CDL) and/or certain CDL endorsements. These standards are found in 49 CR part 380, subparts F and G, and in five Appendices to part 380. The standards include two separate information collection actions: (1) Training providers must electronically submit information to FMCSA’s Training Provider Registry (TPR) to ensure that they meet the new training provider eligibility requirements and may therefore be listed on a new TPR; and (2) after an individual driver-trainee completes training administered by a training provider listed on the TPR, that training provider must electronically submit training certification information regarding the driver-trainee to the TPR. These FMCSA minimum training requirements for ELDT are intended to enhance the safety of CMV operations on our Nation’s highways. Therefore, this ICR supports the DOT Strategic Goal of Safety. The first portion of this ICR (IC-1), “Training Provider Registration,” collects information from each training provider for each of their training locations by means of the online TPR. The use of an electronic, online, web-based information system for this collection of information is expected to reduce burden on respondents. This information is collected when a training provider is first registering in the TPR, on a biennial basis thereafter, or otherwise when key information changes (training provider name, address, phone number, type(s) of training offered, training provider status, and, if applicable, any change in State licensure, certification, or accreditation status). The “Training Provider Registration” information is used by FMCSA to ensure that training providers meet the training provider eligibility requirements found in 49 CFR part 380, and can therefore be listed on the TPR. From the “Training Provider Registration” information submitted by training providers, certain basic identifying information (e.g., company name, location, contact information, etc.) and descriptive attributes regarding the training offered (e.g., which types of CDL and/or endorsement training are offered, etc.) by each training provider at each training location is made available to the public on the TPR website (unless the training provider chooses to not have this information displayed). This information is used by entry-level drivers looking for training. The second portion of this ICR, (IC-2) “Driver Training Certification,” collects information from training providers after driver-trainees complete training. This “Driver Training Certification” information is used by SDLAs to verify that the required driver training has been completed by the driver-trainee prior to the SDLA administering any skills or knowledge tests that require completion of training prior to their administration. The information collected from training providers is also used by the Agency to improve its understanding of the number of training providers and the types of training they provide, and the number of entry-level drivers and the types of training, CDLs, and endorsements that they obtain. Retrospective review of the data and of the safety performance of drivers that complete ELDT will allow FMCSA to better assess the impact of ELDT on motor carrier safety, and to monitor the effectiveness of individual training providers and identify those that may not be conducting training in compliance with the regulations and that may therefore be candidates for an on-site review by FMCSA. The use of an electronic, online, web-based information system for this collection of information is expected to reduce burden on respondents.

Abstract

In 2015, the Wireline Competition Bureau, pursuant to its delegated authority, created a standardized reporting template, as well as instructions to guide ICS providers through the reporting process. The Commission required an officer of the provider to certify annually as to the accuracy of the data and other information submitted in the provider's annual report. The annual reports were revised in 2020 to improve the type and quality of information collected, and again in 2022. This collection is currently being revised to reflect revisions to the annual reporting instructions, template, and certification form for IPCS providers, as set forth in the January 8, 2025 IPCS Annual Reports Order. These revisions expand the reports to include video IPCS data and otherwise streamline much of the rate reporting and eliminate most reporting of site commissions and ancillary service charges that were prohibited in the 2024 IPCS Order.

Abstract

The Caregivers and Veterans Omnibus Health Services Act of 2010 (P.L. 111-163) enacted 38 U.S.C. 1720G, which directed the Department of Veterans Affairs (VA) to establish a Program of Comprehensive Assistance for Family Caregivers (PCAFC) and a Program of General Caregiver Support Services (PGCSS). VA’s regulations implementing PCAFC and PGCSS are in 38 CFR Part 71. Both programs are managed by VA’s Caregiver Support Program (CSP) Office. On June 06, 2018, the President signed into law the John S. McCain III, Daniel K. Akaka, and Samuel R. Johnson VA Maintaining Internal Systems and Strengthening Integrated Outside Networks Act of 2018 or the VA MISSION Act 2018 (P.L. 115-182). The VA MISSION Act of 2018 expanded the PCAFC to Family Caregivers of eligible veterans of all eras in a phased approach, established new benefits for Primary Family Caregivers of eligible veterans, and made other changes affecting program eligibility and VA’s evaluation of PCAFC applications. Since program inception, Veterans and caregivers who disagree with a PCAFC decision were afforded the right to appeal through the Veterans Health Administration (VHA) Clinical Appeals Process. On February 19, 2019, VA implemented the Veterans Appeals Improvement and Modernization Act of 2017 (AMA), which significantly changed the VA benefits appeals process. AMA appeal and review processes are available for PCAFC decisions issued on or after February 19, 2019. A 2021 Court ruling in the case of Jeremy Beaudette & Maya Beaudette v. Denis McDonough, Secretary of Veterans Affairs, changed the appeal and review options available to individuals who have received a PCAFC decision and disagree with that decision. Consequently, VA expanded options available to Veterans and caregivers who seek review of or to appeal a PCAFC decision to include decision dating back to May 2011. As part of VA’s operational plan to implement the Beaudette decision, including to address appeals of decisions prior to February 19, 2019, a separate appeals process (legacy)is used to appeal to the Board regarding PCAFC decisions issued before February 19, 2019, and back to May 2011. VA initially developed two forms, 10-306 and 10-307, which previously were approved by OMB for a PRA clearance in 2022. VA Form 10-306, Request for Information About Program of Comprehensive Assistance for Family Caregivers (PCAFC) Decisions, is necessary to provide a means for claimants to request information about any PCAFC decision VA issued to them, regardless of when such decision was made. Veterans and caregivers may use this form to acquire information about past PCAFC decisions to determine whether they wish to pursue an appeal to the Board or request review. VA Form 10-307, Program of Comprehensive Assistance for Family Caregivers (PCAFC) Notice of Disagreement (NOD), was specific to PCAFC decisions rendered prior to February 19, 2019. As of now, the majority of individuals for whom VA Form 10-307 is applicable have submitted their requests, and the number of VA Form 10-307 submissions has consistently diminished over time. With forthcoming changes to CSP regulations, the division of cohorts will be eliminated, making VA Form 10-307 no longer applicable and obsolete. Therefore, CSP is requesting the discontinuation and removal of VA Form 10-307 from this collection. Note: CSP will continue to appropriately process all received VA 10-307 after sunsetting.
