Change Requests

What is an ICR?

An Information Collection Request (ICR) is a federal agency's request for approval from the Office of Management and Budget (OMB) to collect information from the public. Under the Paperwork Reduction Act (PRA), agencies must justify why the information is needed and how it will be used.

When are they submitted?

Federal agencies are required to submit an ICR whenever they create, renew, modify an information collection. Each ICR includes a description of the collection, supporting materials and documentation (such as forms, surveys, or scripts), and proof that the agency has met the requirements of the PRA.

The ICR is submitted to the The Office of Information and Regulatory Affairs (OIRA) within OMB for review and approval. OIRA grants approval for a maximum of three years, after which the collection must be renewed through a new ICR submission.

Abstract

Sections 14(d) and 14(e) of the Securities Exchange Act of 1934 (“Exchange Act”) (15 U.S.C. 78n(d) and (e)) govern certain tender offers. Under Exchange Act Rule 14d-1(b) (17 CFR 240.14d-1), the requirements of certain Commission tender offer rules are deemed satisfied in connection with any tender offer (including an exchange offer) for securities of certain Canadian foreign private issuers (where less than 40 percent of the subject class of securities is held by U.S holders) if the tender offer is subject to and complies with certain Canadian law and the disclosures required under Canadian law are filed with the Commission on Schedule 14D-1F (17 CFR 240.14d-102), among other requirements. Under Exchange Act Rule 14e-2(c) (17 CFR 240.14e-2)—in lieu of requirements under certain Commission rules that require companies subject to tender offers to make a recommendation regarding the offer—certain Canadian foreign private issuers that are the subject of a tender offer filed on Schedule 14D-1F shall file on Schedule 14D-9F (17 CFR. 240.14d–103) disclosure required under certain Canadian law. Schedule 14D-9F must also be filed by directors or officers of such companies that are the subject of the tender offer where required by Canadian law. In addition to the Canadian disclosure that is required on Schedule 14D-9F, Schedule 14-9F must include: a legend concerning the nature of the tender offer; exhibits consisting of reports required under Canadian law to be made publicly available and documents incorporated by reference into the Canadian disclosure; and an undertaking to provide requested information to the Commission. Commission rules and related schedules (including Schedule 14D-9F) that require a recommendation regarding a tender offer by the company that is the subject of the tender offer (and by its directors or officers under certain circumstances) provide important information to securityholders in making their investment decision. Schedule 14D-9F is part of the Commission’s multijurisdictional disclosure system, which reduces expense and increases efficiency in connection with filings with the Commission for certain transactions and may encourage Canadian issuers to extend certain transactions to U.S. securityholders, including tender offers. Schedule 14D-9F provides investors in the securities of Canadian foreign private issuers with the filer’s recommended response to a tender offer. This information is important to securityholders in making investment decisions. Disclosure required under Canadian law is a key aspect of the information required on Schedule 14D-9F, which reduces expense and increases efficiency in connection with tender offer filings with the Commission.

Key Information

Abstract

The New Source Performance Standards (NSPS) for Other Solid Waste Incineration (OSWI) Units (40 CFR Part 60, Subpart EEEE) were proposed on December 9, 2004 (69 FR 71472), promulgated on December 16, 2005 (70 FR 74870), and revised on November 24, 2006 (71 FR 67802). These regulations apply to very small municipal waste combustion units (VSMWC) and institutional waste incineration (IWI) units. A new VSMWC or IWI unit is subject to this subpart if it meets either of two criteria: 1) it commenced construction after August 31, 2020; or 2) it commenced reconstruction or modification on or after 180 days after date of final rule in the Federal Regsiter. On August 31, 2020, the EPA published a proposed rule in the Federal Register for the OSWI NSPS and EG rules that addressed the requisite CAA section 129(a)(5) periodic review (85 FR 54178), as well as other proposed changes to the standards. The EPA is finalizing its CAA section 129(a)(5) review, including our determination that there are no developments in practices, processes, or control technologies that warrant revisions to the OSWI standards and requirements. The EPA is finalizing certain other revisions, including the addition of a subcategory of new VSMWC or IWI units that have a capacity to combust less than 10 TPD of waste that are constructed on or after August 30, 2020, changes to applicability-related and definitional changes; changes to the startup, shutdown, and malfunction (SSM) provisions; changes to testing, monitoring, recordkeeping, and reporting requirements; and other miscellaneous technical and editorial changes. The EPA is also finalizing electronic reporting requirements for submittal of certain reports and performance test results. This ICR includes the burden associated with the existing rule requirements and the incremental burden associated with the final rule. This information is being collected to assure compliance with 40 CFR Part 60, Subpart EEEE.

Exemptions for Air Taxi Registration

Key Information

Abstract

Part 298 of Title 14 of the Code of Federal Regulations, Exemptions for Air Taxi Registration, establishes a classification of air carriers known as air taxi operators that offer on- demand passenger service. The regulation exempts these small operators from certain provisions of the Federal statute to permit them to obtain economic authority by filing a one-page, front and back, OST Form 4507, Air Taxi Operator Registration, and Amendments under Part 298 of DOT’s Regulations. DOT expects to receive 50 new air taxi registrations and 2000 amended air taxi registrations each year, resulting in 2,050 total respondents. Further, DOT expects filers of new registrations to take 1 hour to complete the form, while it should only take 30 minutes to prepare amendments to the form. Thus, the total annual burden is expected to be 1050 hours. 1. Responding to the collection is mandatory. 2. The entities who must respond are air taxi operators that offer on-demand passenger air service. 3. The collection is a disclosure of information required by 14 CFR Part 298. 4. The collection frequency is determined by changes in the air carrier’s operation. A new form can be filed amending the information previously filed. 5. The information reported includes the name of the air carrier, its mailing address and/or principal place of business, contact information, whether it is an initial or amended filing, type of air service the carrier intends to perform, make and model of aircraft, FAA registration number, passenger seats installed, and whether or not the carrier is a U.S. citizen. 6. The information submitted by the air carrier is received by the DOT/FAA. 7. The purpose of the collection is to determine whether air taxi operations meet the Department’s criteria for an operating authorization under 14 CFR Part 298. It allows small air taxi operators, who generally operate small aircraft, to be relieved of the financial burden of going through the economic fitness process otherwise required by regulation. 8. Abstract

The guidance document “Medical Device Accessories--Describing Accessories and Classification Mechanisms for Accessory Types” encourages manufacturers and other parties to utilize the “de novo request” process defined in section 513(f)(2) of the FD&C Act to request risk-based classifications of new types of medical device accessories. This process provides a pathway to class I or class II classification for accessory devices for which general controls, or general and special controls, provide a reasonable assurance of safety and effectiveness, but for which there is no legally marketed predicate device. Under the de novo request process, manufacturers and other parties may submit a de novo requesting that FDA make a classification determination for the accessory device. The de novo must include a description of the device and detailed information and reasons for any recommended classification.

Reemployment Services and Eligibility Assessment (RESEA) Evidence Building Portfolio Project

Abstract

DOL funds the Reemployment Services and Eligibility Assessment (RESEA) Evidence Building Portfolio Project programs in 49 states, the District of Columbia, Puerto Rico, and the Virgin Islands. States and territories use these funds to address the reemployment services needs of Unemployment Insurance (UI) claimants and to prevent and detect UI improper payments. DOL’s Chief Evaluation Office contracted with Abt Global and its partners, the W.E. Upjohn Institute, the Behavioural Insights Team (BIT), American Institutes for Research (AIR), and the National Association of State Workforce Agencies to develop strategies to support the evidence requirements for the RESEA program as enacted in 2018 amendments to the Social Security Act that permanently authorized RESEA. This Evidence Building Portfolio Project will help DOL establish rigorous and informative evidence standards and support states in conducting evaluations to expand the evidence base on effective RESEA interventions. The evidence standards and new evidence will each help states develop and implement RESEA programs that more quickly and cost-effectively return more claimants from UI back to work. In 2018, Congress and the President enacted the Statute, which included a provision to permanently authorized the Reemployment Services and Eligibility Assessment (RESEA) program, which aims to help Unemployment Insurance (UI) claimants return to work more quickly. Building on a core set of services, each state designs and implements its own RESEA program model, drawing on rigorous evidence of effective strategies. The Statute describes the need for states to implement evidence-based strategies or to evaluate their current programs to build evidence. To support states’ ongoing RESEA program improvements and evidence building, the US Department of Labor’s Chief Evaluation Office (CEO), in collaboration with the Office of Unemployment Insurance (OUI) in the Employment and Training Administration (ETA), seeks to provide evaluation technical assistance and conduct evidence-building activities to support and complement states’ evaluations. Specifically, this Evidence Building Portfolio Project will continue to provide evaluation technical assistance and build on evidence review activities started under DOL’s previous RESEA Evidence Building and Implementation Study (2018-2023). The current project also includes two new studies aimed to support and supplement state-led RESEA evaluations: the RESEA Impact Study (comprising the Component Study and the Behavioral Study) and the RESEA Cost Study.

This survey is intended to obtain taxpayer opinions and preferences regarding a taxpayer-funded, government-run service or a free service provided by the private sector as required by Section 70607 Task Force on the Replacement of Direct File which was enacted as part of the One Big Beautiful Bill Act. The feedback collected from taxpayers in this survey is a critical input to the Report and will shape the recommendations that are made to Congress.Emergency Justfication:The Department of the Treasury and the Internal Revenue Service (IRS) are requesting approval for OMB Control Number 1545-NEW, Form 15706, Free Online Tax Preparation Feedback Survey under emergency procedures in connection with provisions of sections 70607 of Public Law 119-21, 139 Stat. 72 (July 4, 2025), commonly known as the One Big Beautifull Bill Act. Section 70607 created a Task Force on the Replacement of Direct File that is directed to issue a report to Congress by October 2, 2025. One of the requirements of the task force is to collect taxpayer opinions and preferences regarding a taxpayer-funded, government-run service or a free service provided by the private sector. To meet this requirement, we will be inviting the public to participate in a brief, anonymous feedback survey. The survey will focus on obtaining taxpayer opinions and preferences about government and private sector free tax filing options. The IRS needs to publish the Free Online Tax Preparation Feedback Survey to obtain taxpayer opinions and preferences regarding a taxpayer-funded, government-run service or a free service provided by the private sector on the Replacement of Direct File. Under this provision The Department of the Treasury, who has delegated the responsibility to the IRS, is required to obtain this feedback from taxpayers for the report that is due to Congress on Oct. 2, 2025. The feedback collected from taxpayers in this survey is a critical input to the Report and will shape the recommendations that are made to Congress. Following normal Paperwork Reduction Act clearance procedures would not allowed IRS to meet the Statutory requirement as intended. Therefore, due to the extraordinary circumstances and statutory deadlines for implementing the sections 70607, the Treasury and IRS request emergency processing of this information collection request by September 12, 2025. Given the inability to seek public comment during such a short timeframe, IRS also respectfully requests a waiver from the requirement to publish a notice in the Federal Register seeking public comment during the period of Office of Management and Budget review.

This request is for a revision to a previously approved overarching generic clearance. The title of the collection has been updated from ACF Mandatory Grant Programs to ACF Non-Discretionary Grant Programs. The proposed types of information collections and purpose and use of the collected information has not changed. This request includes the extension of multiple collections approved under this generic (GenICs) and requests updates to three of these GenICs through this revision process. The Child Care and Development Fund (CCDF) ACF-696 Financial Report for States and Territories and the CCDF ACF-696T Financial Report for Tribal Grantees have been updated to eliminate unused columns and subaccount codes as well as lines that were not funded or were funded once and will be closed. The NASA Ames Research Center, Human Systems Integration Division, manages voluntary safety reporting systems (VSRS) to collect and share safety information including, but not limited to, the NASA Aviation Safety Reporting System (ASRS) and the Confidential Close Call Reporting System (C3RS). Both systems are voluntary reporting systems for the reporting of safety incidents, events, or situations. Respondents include, but are not limited to, any participant involved in safety-critical domains such as aviation or railway operations including commercial and general aviation pilots, rotorcraft pilots, drone operators, air traffic controllers, flight attendants, ground crews, maintenance technicians, dispatchers, train engineers, conductors, and other members of the public.
