What is an ICR?

An Information Collection Request (ICR) is a federal agency's request for approval from the Office of Management and Budget (OMB) to collect information from the public. Under the Paperwork Reduction Act (PRA), agencies must justify why the information is needed and how it will be used.

When are they submitted?

Federal agencies are required to submit an ICR whenever they create, renew, modify an information collection. Each ICR includes a description of the collection, supporting materials and documentation (such as forms, surveys, or scripts), and proof that the agency has met the requirements of the PRA.

The ICR is submitted to the The Office of Information and Regulatory Affairs (OIRA) within OMB for review and approval. OIRA grants approval for a maximum of three years, after which the collection must be renewed through a new ICR submission.

Abstract

Section 205(a) of the Social Security Act (Act) authorizes the Commissioner of SSA to conduct the quality review process, which entails collecting information related to the accuracy of payments made under the Old-Age, Survivors, and Disability Insurance Program (OASDI). Sections 228(a)(3), 1614(a)(1)(B), and 1836(2) of the Act require a determination of the citizenship or alien status of the beneficiary; this is only one item that we might question as part of the Annual Quality review. SSA uses Forms SSA-2930, SSA-2931, and SSA-2932 to establish a national payment accuracy rate for all cases in payment status, and to serve as a source of information regarding problem areas in the Retirement Survivors Insurance (RSI) and Disability Insurance (DI) programs. We also use the information to measure the accuracy rate for newly adjudicated RSI or DI cases. SSA uses Form SSA-4659 to evaluate the effectiveness of the annual earnings test, and to use the results in developing ongoing improvements in the process. About twenty-five percent of respondents will have in-person reviews and receive one of the following appointment letters: (1) SSA-L8550-U3 (Appointment Letter – Sample Individual); (2) SSA-L8551-U3 (Appointment Letter – Sample Family); or (3) the SSA-L8552-U3 (Appointment Letter – Rep Payee). Seventy-five percent of respondents will receive a notice for a telephone review using the SSA-L8553-U3 (Beneficiary Telephone Contact) or the SSA-L8554-U3 (Rep Payee Telephone Contact). To help the beneficiary prepare for the interview, we include three forms with each notice: (1) SSA-85 (Information Needed to Review Your Social Security Claim) lists the information the beneficiary will need to gather for the interview; (2) SSA-2935 (Authorization to the Social Security Administration to Obtain Personal Information) verifies the beneficiary’s correct payment amount, if necessary; and (3) SSA-8552 (Interview Confirmation) confirms or reschedules the interview if necessary. The respondents are a statistically valid sample of all OASDI beneficiaries in current pay status or their representative payees.

Abstract

The Personal Responsibility and Work Opportunity Reconciliation Act of 1996 (PRWORA) amended the Social Security Act and created the opportunity under §412 for federally-recognized Indian Tribes to design and operate their own Temporary Assistance for Needy Families (Tribal TANF) programs. Subject to approval by the federal government of their plans, Tribes can receive block grants from the federal government for this purpose (Tribal grantees). Indian Tribes and Tribal organizations are defined by PRWORA as having (except for Alaska) the meaning given such terms by section 4 of the Indian Self-Determination and Education Assistance Act (25 U.S.C. 450b). For Alaska, the non-profit arms of the Alaskan Native Corporations and the Metlakatla Indian Community, Annette Island Reserve are specified as the only entities eligible to be Tribal TANF grantees. Section 412(g) of PRWORA imposed on Tribal grantees the data collection and reporting requirements of §411. Section 411(a)(1)(A) specifies the data items to be reported. Additional data collection requirements are imposed by §407 (work participation requirements) as modified by §412(c) ('negotiated' Minimum Work Participation Requirements and Time Limits) and §411(b) (Report to Congress). The number of respondents in section A12 has been updated to reflect an increase in the number of approved Tribal TANF programs. As of 2025, Tribes with approved PL477 plans can choose to use either the new simplified form, Annual 477 Report Forms (OMB Control No. 1076-0135), or continue using the current form (OMB Control No. 0970-0215). Abstract

All airmen wishing to use their foreign license in lieu of an aeronautical knowledge test, experience and a practical test when applying for a restricted or unrestricted U.S. certificate must submit to this information collection. The Airmen Certification Branch will use the required information to properly identify the person for the purpose of requesting foreign license verification from the appropriate CAA and for checking the applicant’s information against a list of potential TSA threats. Any person who is applying for a U.S. certificate and/or rating on the basis of a foreign license must apply for that certificate at least 90 days before arriving at the designated FAA Flight Standards District Office (FSDO) where the applicant intends to receive the U.S. certificate. This allows time for the Airmen Certification Branch to ask for and receive verification from the appropriate CAA that the person’s foreign license is current and valid.

Abstract

31 CFR part 128 establishes general guidelines for reporting on United States claims on and liabilities to foreigners; on transactions in securities with foreigners; and on the monetary reserves of the United States as provided for by the International Investment and Trade in Services Survey Act and the Bretton Woods Agreements Act. In addition, 31 CFR part 128 establishes general guidelines for reporting on the nature and source of foreign currency transactions of large U.S. business enterprises and their foreign affiliates. This regulation includes a recordkeeping requirement, § 128.5, which is necessary to enable the Office of International Affairs to verify reported information and to secure additional information concerning reported information as may be necessary. The recordkeepers are U.S. persons required to file reports covered by these regulations.

Rule 237 (17 CFR 230.237) under the Securities Act of 1933 (15 U.S.C. 77a et seq.) provides a limited exemption from registration requirements under Section 5 of the Act for offers and sales of securities issued by qualified foreign companies to U.S. residents who participate in Canadian tax-deferred retirement savings accounts, including Registered Retirement Savings Plans and Registered Retirement Income Funds administered under Canadian law. The rule requires persons relying on this cross-border exemption to include prominent disclosure statements in written offering materials delivered to participants or their Canadian retirement accounts, specifically stating that the eligible securities are not registered with the SEC and are being offered or sold in the United States under an exemption from registration, and prohibits such persons from asserting that Canadian law or Canadian court jurisdiction does not apply in proceedings involving the securities. The objective of this disclosure requirement is to facilitate cross-border retirement savings while ensuring that U.S. investors participating in Canadian retirement plans are aware of the unregistered nature of their investments. Inclusions to the Section 232 National Security Adjustments to Automobile Parts Imports

Abstract

On March 26, 2025, the President issued Proclamation 10908, “Adjusting Imports of Automobiles and Automobile Parts Into the United States,” (Automobile Proclamation) which finds that imports of automobiles and certain automobile parts continue to threaten to impair the national security of the United States and imposes specified tariffs to adjust imports of automobiles and certain automobile parts so that such imports will not threaten to impair national security pursuant to Section 232 of the Trade Expansion Act of 1962 (“Section 232”). Section 232 authorizes the President to adjust the imports of an article and its derivatives that are being imported into the United States in such quantities or under such circumstances as to threaten to impair the national security of the United States so that such imports will not threaten to impair national security. The Automobile Proclamation imposed a 25 percent tariff on certain imports of automobiles, effective April 3, 2025, and certain imports of automobile parts, effective May 3, 2025. The Automobile Proclamation also required the Secretary of Commerce (Secretary) to establish a process for including additional automobile parts articles within the scope of the tariffs imposed by the President in the Automobile Proclamation. In addition to inclusions made by the Secretary, the process is to provide for including additional automobile parts articles at the request of a domestic producer of an automobile or automobile parts article, or an industry association representing one or more such producers, where the request establishes that imports of additional automobile parts articles have increased in a manner that threatens to impair the national security or otherwise undermines the objectives set forth in any proclamation issued pursuant to the Secretary’s February 17, 2019 report under Section 232 of the Trade Expansion Act of 1962, as amended (Section 232) or any additional information submitted to the President by the Secretary pursuant to those proclamations. When the Secretary receives such a request from a domestic producer or industry association, the Secretary, after consultation with the United States International Trade Commission and United States Customs and Border Protection, is to issue a determination regarding whether to include the articles within 60 days of receiving the request. Any additional automobile parts articles that the Secretary has determined to be included within the scope of the tariffs described in the Automobile Proclamation are to be so included on or after 12:01 a.m. eastern daylight time the day after a notice in the Federal Register describing the Secretary’s determination. The notice in the Federal Register is to be made as soon as practicable but no later than 14 days after the Secretary’s determination. The International Trade Administration (ITA), in this interim final rule (IFR), establishes the process for including additional automobile parts articles within the scope of the tariffs imposed by the President in the Automobile Proclamation.Emergency Justfication:If approval is not granted for use of these documents, this will hinder Commerce’s ability to fulfill the directives of the President in Proclamation 10908. This directive is driven by urgent national security concerns, as the President has determined imports of automobiles and automobile parts are a threat to U.S. national security. Timely implementation of this process is critical to addressing this threat. In Proclamation 10908, the President required the Secretary to establish a process for including additional automobile parts within the scope of the tariffs. This is necessary to ensure that all automobile parts are subject to the scope of the Section 232 remedy if their importation threatens to impair the national security of the United States.

These applications must be submitted individually, on a per-provider basis. The Electronic File Interchange (EFI) process allows provider-designated organizations (EFIOs) to capture multiple providers' NPI application information on a single electronic file for submission to NPPES. (This process is also referred to as "bulk enumeration.") To ensure that the EFIO has the authority to act on behalf of each provider and complies with other Federal requirements, an authorized official of the EFIO must sign a certification statement and mail it to the Centers for Medicare and Medicaid Services (CMS).

Authorization for the Social Security Administration to Obtain Wage and Employment Information from Payroll Data Providers

Abstract

Section 824 of the Bipartisan Budget Act (BBA) of 2015, Public Law 114-74, authorizes SSA to enter into information exchanges with payroll data providers for the purposes of improving program administration and preventing improper payments in the SSDI and SSI programs. SSA uses Form SSA-8240, Authorization for the Social Security Administration to Obtain Wage and Employment Information from Payroll Data Providers, to secure the authorization needed from the relevant members of the public to obtain their wage and employment information from payroll data providers. Ultimately, SSA uses this wage and employment information to help determine program eligibility and payment amounts. The public can complete Form SSA-8240 using the following modalities: a paper form; the Internet; and an in-office or telephone interview, during which an SSA employee documents the wage and employment information authorization information on one of SSA’s internal systems (the Modernized Claims System (MCS); the SSI Claims System; eWork; or iMain). The individual’s authorization will remain effective until one of the following four events occurs: (1) SSA makes a final adverse decision on the application for benefits, and the applicant has filed no other claims or appeals under the Title for which SSA obtained the authorization; (2) the individual’s eligibility for payments ends, and the individual has not filed other claims or appeals under the Title for which SSA obtained the authorization; (3) the individual revokes the authorization verbally or in writing; or (4) the deeming relationship ends (for SSI purposes only). SSA requests authorization on an as-needed basis as part of the following processes: (a) SSDI and SSI initial claims; (b) SSI redeterminations; and (c) SSDI Work Continuing Disability Reviews. The respondents are individuals who file for, or are currently receiving, SSDI or SSI payments, and any person whose income and resources SSA counts when determining an individual’s SSI eligibility or payment amount. We are making non-substantive changes to revise instructional informaiton and disclousres for clarity.

Abstract

The purpose of the Drug Overdose Surveillance and Epidemiology (DOSE) system (OMB Control No. 0920-1268) is to rapidly identify outbreaks and provide situational awareness of changes in emergency department (ED) visits involving suspected drug overdoses at the local, state, and regional level. This goal will be accomplished by standardizing and enhancing sharing of existing ED data locally collected by health departments with CDC. Data will be used to improve local, state, and regional situational awareness of all drug, all opioid, heroin, fentanyl, all stimulant, cocaine, methamphetamine, and benzodiazepine, overdose trends and response to acute local and multi-state drug outbreaks. This Revision aims to revise the number of eligible states, change the data collection template (see Attachment D-2), and revise burden. Based on current data sharing from states we have decreased our burden estimate to 655 from 975 hours.

The Congressional Committee on Appropriation “supports the NEA’s continued efforts to expand upon this successful program to embed Creative Arts Therapies at the core of integrative care efforts in clinical settings, advance collaboration among clinical and community arts providers to support wellness and reintegration efforts for affected families, and advance research to improve our understanding of impacts of these interventions in both clinical and community settings.” The Creative Forces Community Engagement (CFCE) grant program was announced in 2020 and launched in 2022, in partnership with the Mid-America Arts Alliance (M-AAA), to support community-based arts programs and activities and expand the reach of Creative Forces nationwide. Since then, more than 100 CFCE grants, ranging from $10,000 to $50,000 in matched funding, have been awarded to eligible organizations nationwide. CFCE grants are intended to support non-clinical arts engagement programs taking place in healthcare, community, or virtual settings. These grants support community programs in a range of arts activities, including visual, written, and performing arts offered through single events, drop-in programs, and ongoing engagement led by artists in residence, teaching artists, or creative arts therapists. The purpose of the evaluation of CFCE is to assess program implementation, document the effect of the program on participants and grantees, and identify best and promising practices for CFCE and other community arts engagement programs for military-connected populations. Evaluation results will provide actionable evidence to support current and future iterations of the grant program and CFCE grantees.

Abstract

The American Time Use Survey (ATUS) is the Nation’s only federally administered, continuous survey on time use in the United States. It measures, for example, time spent with children, working, providing eldercare, sleeping or doing leisure activities. In the United States, several existing Federal surveys collect income and wage data for individuals and families, and analysts often use such measures of material prosperity as proxies for quality of life. Time-use data substantially augment these quality-of-life measures. The data also can be used in conjunction with wage data to evaluate the contribution of non-market work to national economies. This enables comparisons of production between nations that have different mixes of market and non-market activities. The ATUS supports the mission of the Bureau of Labor Statistics by providing data on when, where, and how much employed Americans work. Individuals aged 15 and up are selected from a nationally representative sample of households each month for the ATUS.

The purpose of this colledtion is to ensure that the CDC PHHS Block Grant program managers and PHHS Block Grant recipients account for funds in accordance with legislative mandates by providing information on work through work plans and annual reports. CDC will use the Block Grant Information System to monitor awardees' progress, identify activities and personnel supported with Block Grant funding, and conduct compliance reviews of Block Grant awardees. This Non-Substantive Change Request is submitted to phase out BGIS and phase in a new web-based platform, PHIVE. The transition to PHIVE is designed to continue efficient data entry by recipients, ensure data quality, standardize the platforms implemented to support PHIC programs and streamline technical assistance / IT support. Abstract

The OCC created a form to address the need for a qualifying activities confirmation process that allows banks and interested parties to ascertain whether an activity qualifies under the Community Reinvestment Act (CRA). The process was well-received and strongly supported by commenters on the OCC ANPR and NPR that resulted in the CRA final rule issued by the OCC in 2020 (2020 CRA final rule). Commenters on the OCC’s September 2021 CRA NPR also expressed continued support for such a confirmation system and the OCC determined that it was important to maintain this confirmation system after adopting the 2021 CRA final rule. The OCC believes that there remains widespread support for such a confirmation system and, thus, has determined that it is important to maintain this confirmation system to allow for a more effective and efficient confirmation of CRA-qualified activities.
