Benefits of Puerto Rico Beaches

Abstract

The purpose of this study, "Estimating Recreation Value and Recreation National Economic Development Benefits for Federal Shore Protection Projects: An Application of Travel Cost and Stated Preference Methods," is to employ necessary methods of welfare economics for analyzing the net economic value of beach re-nourishment. This study will produce empirical estimates of economic value of beach replenishment, focusing on recreation value, how recreation value varies with programmatic attributes, and economic impacts stemming from changes in recreation and recreation value. This study will employ utility-theoretic micro-econometric models with revealed and stated preference data, and focus on San Juan, Puerto Rico.

Abstract

The New Source Performance Standards (NSPS), for which Construction, Re-construction, or Modification Commenced after May 14, 2007 (40 CFR Part 60, Subpart Ja) were proposed on May 14, 2007, promulgated on June 24, 2008, and amended on: September 26, 2008; September 12, 2012; December 19, 2013; December 1, 2015 ; and July 13, 2016 . The provisions of Subpart Ja apply to the following affected facilities in petroleum refineries: fluid catalytic cracking units (FCCU), fluid coking units (FCU), delayed coking units, fuel gas combustion devices (FGCD), process heaters, flares and sulfur recovery plants. Except for flares, these regulations apply to affected facilities at existing and new petroleum refineries that are constructed, reconstructed, or modified after May 14, 2007. The provisions of this subpart apply to flares which commence construction, modification or reconstruction after June 24, 2008. New facilities include those that commenced construction, modification or reconstruction after the date of proposal. This information is being collected to assure compliance with 40 CFR Part 60, Subpart Ja. In general, all NSPS standards require initial notifications, performance tests, and periodic reports by the owners/operators of the affected facilities. They are also required to maintain records of the occurrence and duration of any startup, shutdown, or malfunction in the operation of an affected facility, or any period during which the monitoring system is inoperative. These notifications, reports, and records are essential in determining compliance, and are required of all affected facilities subject to NSPS.

Consistent with Executive Order 14043, of September 9, 2021, “Requiring Coronavirus Disease 2019 Vaccination for Federal Employees, and included within the Safer Federal Workforce Task Force Guidance mandating all Federal employees be vaccinated by November 22, 2021, the Selective Service System (SSS) has established specific safety protocols for individuals fully vaccinated and not fully vaccinated against coronavirus disease 2019 (COVID-19). Individuals who are not fully vaccinated against COVID-19 by November 22, 2021, or who choose not to provide this information will be required to comply with applicable OMB, OPM and SSS guidance for individuals not fully vaccinated against COVID-19, including wearing masks regardless of the transmission rate in a given area, physical distancing, regular screening testing, and adhering to applicable travel requirements. SSS employees may request an exemption on the basis of a medical condition or circumstance. Exemptions will be granted in limited circumstances and only where legally required. The Medical Exception Form will be provided directly to the individuals who are requesting a medical exemption.

Local and Indigenous Knowledge of Permafrost Dynamics across the Yukon River Basin

Abstract

We will collect narrative information regarding knowledge and observations of permafrost dynamics in communities in the Yukon River Basin in Alaska. Narrative information will be collected via semi-structured interviews with active land users in specific communities as well as relevant city, tribal council, and village corporation staff. Questions will focus on observations of landscape change and infrastructure damage indicative of permafrost thaw. This information will allow for a greater understanding of permafrost dynamics in the region as well as the impacts thaw has on communities. This information will be used to inform future permafrost monitoring efforts in the region and provided to communities for adaptation planning.

RD 1924 Construction Common Forms

Abstract

The information collection under OMB Number 0575-New will enable the Agencies to effectively administer the policies, methods, and responsibilities in the planning and performing of construction and other development work for the related construction programs. The Rural Housing Service (RHS) is authorized under various sections of Title V of the Housing Act of 1949, as amended, to provides financial assistance to construct, improve, alter, repair, replace, or rehabilitate dwellings, which will provide modest, decent, safe, and sanitary housing to eligible individuals in rural areas. The Consolidated Farm and Rural Development Act, as amended, authorizes the credit programs of the RHS, RBCS and RUS to provide financial assistance for essential community facilities such as construction of community facilities and water and waste systems; and the improvement, development, and financing of businesses, industries, and employment. In several sections of both acts, loan limitations are established as percentages of development costs, requiring careful monitoring of those costs. Also, the Secretary is authorized to prescribe regulations to ensure that Federal funds are not wasted or dissipated and that construction will be undertaken economically and will not be of elaborate or extravagant design or materials. The collection of information covered by the forms allows for the planning and performing of construction and other development work. Information for the RD forms and their usage in this collection package are included in this supporting statement. The Agencies provide forms and/or guidelines to assist in the collection and submission of information; however, most of the information may be collected and submitted in the form and content which is accepted and typically used in normal conduct of planning and performing development work in private industry when a private lender is financing the activity. The information is usually submitted via hand delivery or U.S. Postal Service to the appropriate Agency office. Electronic submittal of information is also possible through e-mail or USDA’s Service Center eForms website.

Land-Based Wind Energy Guidelines

Abstract

The U.S. Fish and Wildlife Service, working with the Wind Turbine Guidelines Advisory Committee, developed the Land-Based Wind Energy Guidelines (Guidelines). These voluntary Guidelines provide a structured, scientific process for addressing wildlife conservation concerns at all stages of land-based wind energy development. They describe a process for wind project developers to use to gather information to identify sites with low risk to wildlife, and to assess, mitigate, and monitor the potential adverse effects of wind energy projects on wildlife and their habitats. They also promote effective communication among wind energy developers and Federal, State, and local conservation agencies and tribes. These Guidelines are intended to: * Promote compliance with relevant wildlife laws and regulations; * Encourage scientifically rigorous survey, monitoring, assessment, and research designs proportionate to the risk to species of concern; * Produce potentially comparable data across the Nation; * Mitigate, including avoid, minimize, and compensate for potential adverse effects on species of concern and their habitats; and, * Improve the ability to predict and resolve effects locally, regionally, and nationally. Although the Guidelines are voluntary, they are designed to minimize impacts to wildlife, including species protected by the Migratory Bird Treaty Act (16 U.S.C 703-712), Bald and Golden Eagle Protection Act (16 U.S.C. 668-668d), and Endangered Species Act (16 U.S.C. 1531-1544), as well as species not afforded protection under these Acts, but which are potentially significantly impacted by wind energy development (e.g., sage grouse). The Guidelines are also consistent with the Fish and Wildlife Coordination Act (16 U.S.C. 661-667e) and Executive Order 13186, "Responsibilities of Federal Agencies to Protect Migratory Birds" (January 10, 2001). When used in concert with appropriate regulatory tools, the Guidelines form the best practical approach for conserving species of concern.

EPA's Light-Duty In-Use Vehicle Testing Program (Renewal)

Abstract

EPA's light-duty in-use vehicle testing program provides a spot-check audit of manufacturers' compliance with the provision of the Clean Air Act. The ICR covers the solicitation of owners for participation, the responses of those who are interested in participating, and the additional information collected from those who do participate. Vehicle owners who volunteer to participate are required to provide information regarding their vehicle before it is eligible to be accepted for testing. The information includes identification of the vehicle, optional scheduled maintenance records where available, problems with the vehicle, etc. This allows the Agency to procure properly maintained and used vehicles for testing. This ICR renews only the light-duty portion of EPA's in-use testing programs; the heavy-duty and off-road portions will be renewed separately.

Pacific Northwest Households Recreation Use Survey

Abstract

On May 16, 2016 U.S. District Court Judge Simon ordered the U.S. Army Corps of Engineers (Corps), Bonneville Power Administration (BPA), and Bureau of Reclamation (BOR) to produce a comprehensive environmental impact statement (EIS) by March 26, 2021 after finding that the National Marine Fisheries Service biological opinion (BiOp) on the operation of the Federal Columbia River Power System violated the Endangered Species Act (ESA), and that the Corps and BOR violated the National Environmental Policy Act (NEPA) for failing to prepare an EIS upon deciding to implement the BiOp reasonable and prudent alternative. As part of the EIS, the Corps was tasked with evaluating changes in the economic value provided by water-based recreation. The purpose of this survey effort is to gather information that will support development of a water-based recreational demand model for the Columbia River Basin. The model will be used to evaluate recreational impacts associated with alternatives identified within the CRSO EIS. Sampled individuals will be contacted via mail to complete a web survey. A targeted non-respondent follow-up survey will also be sent to assess the potential for non-response bias. This collection was originally approved by OMB for two years as a part of this effort. However, based on an Oct. 19, 2018 Presidential memorandum that addressed streamlining federal agency decision-making, the schedule for the EIS was shortened by a year to September 30, 2020. The Corps, BPA, and BOR jointly developed the Columbia River System Operations (CRSO) EIS, meeting the required September 30, 2020 deadline for the Record of Decision. Due to the expedited schedule however, the Corps was unable to implement the approved the survey for the initial EIS. However, the Columbia River System litigation continues, with multiple complaints filed against the recently completed CRSO EIS citing that the EIS does not comply with the requirements of NEPA. Anticipating that the Corps will be required to address potential shortfalls in the initial EIS, it is requested that the Pacific Northwest Households Recreation Use Survey implementation timeframe be extended.
