Information Collection Request (ICR) Tracker

ICR Definition

An Information Collection Request (ICR) is a federal agency's request for approval from the Office of Management and Budget (OMB) to collect information from the public. Under the Paperwork Reduction Act (PRA), agencies must justify why the information is needed and how it will be used.

Federal agencies are required to submit an ICR whenever they create, renew, modify, or discontinue an information collection. Each ICR includes a description of the collection, supporting materials and documentation (such as forms, surveys, or scripts), and proof that the agency has met the requirements of the PRA.

The ICR is submitted to the The Office of Information and Regulatory Affairs (OIRA) within OMB for review and approval. OIRA grants approval for a maximum of three years, after which the collection must be renewed through a new ICR submission.

ICRs are publicly available on RegInfo.gov, and additional guidance can be found in the FAQs.

Abstract

This request by the Administration for Children and Families (ACF) is to extend approval of the generic clearance for Reviewer Recruitment Forms with no changes (note that burden estimates have been updated to reflect ongoing collections and estimated future burden, but the purpose and use of this generic have not changed). ACF may recruit reviewers for a variety of different activities and each program office within ACF has a slightly different needs for information about reviewer applicants for different activities. This overarching generic clearance allows ACF to request slightly different information from potential reviewers, yet the individual forms serve the same general function. The abbreviated clearance process of the generic clearance allows program offices to gather a suitable pool of candidates within the varied time periods available for reviewer recruitment. The forms submitted under this umbrella generic are and will be voluntary, low-burden and uncontroversial. Information will be collected electronically unless specified otherwise in an individual generic information collection (GenIC) request.

Abstract

The National Agricultural Statistics Service (NASS) is requesting a substantive change to the National Resources Inventory Conservation Effects Assessment Project (NRI CEAP) survey. NASS requests to use the minimum category version that includes examples for each of the seven main race/ethnicity categories, for the CEAP Survey. Using the minimum categories with examples would allow NASS to keep the questionnaire at 44 pages and reduce burden to the public compared to using the standard version. Disclosure and data quality concerns would prevent most summarized data from the full race/ethnicity version from publication.

Abstract

This is an information collection request for a reinstatement with change for three years. NCI’s Cancer Information Service (CIS) currently collects demographic, customer service, and smoking cessation information from clients contacting the CIS by telephone, email, and through LiveHelp (an online instant messaging service). Information is collected to properly plan, implement, and evaluate cancer education efforts and provide smoking cessation services tailored to the individual client’s needs. Since its inception in 1976, the CIS has handled approximately 12 million calls from the public. The potential universe of the Cancer Information Service (CIS) clients is almost 262 million respondents based on the U.S. Census estimate for 2023 of adults who are 18 years and older. Changes to this submission include 3 updated Appendices to include the new SPD 15 guidelines and 1 Appendix update to include three new questions.

Abstract

The National Assessment of Educational Progress (NAEP), conducted by the National Center for Education Statistics (NCES), is a federally authorized survey of student achievement at grades 4, 8, and 12 in various subject areas, such as mathematics, reading, writing, science, U.S. history, civics, geography, economics, technology and engineering literacy (TEL), and the arts. The National Assessment of Educational Progress Authorization Act (Public Law 107-279 Title III, section 303) requires the assessment to collect data on specified student groups and characteristics, including information organized by race/ethnicity, gender, socio-economic status, disability, and limited English proficiency. It requires fair and accurate presentation of achievement data and permits the collection of background, noncognitive, or descriptive information that is related to academic achievement and aids in fair reporting of results. The intent of the law is to provide representative sample data on student achievement for the nation, the states, and subpopulations of students and to monitor progress over time. NAEP consists of two assessment programs: the NAEP long-term trend (LTT) assessment and the main NAEP assessment. The LTT assessments are given at the national level only and are administered to students at ages 9, 13, and 17 in a manner that is very different from that used for the main NAEP assessments. LTT reports mathematics and reading results that present trend data since the 1970s. In addition to the operational assessments, NAEP uses two other kinds of assessment activities: pilot assessments and special studies. Pilot assessments test items and procedures for future administrations of NAEP, while special studies (including the National Indian Education Study (NIES), the Middle School Transcript Study (MSTS), and the High School Transcript Study (HSTS)) are opportunities for NAEP to investigate particular aspects of the assessment without impacting the reporting of the NAEP results. This request is to conduct NAEP in 2026, specifically: (1) Main NAEP operational assessments will include for grades 4 and 8 (first administration of the new frameworks for reading and mathematics), grade 8 (civics and U.S. history); in Puerto Rico, grades 4 and 8 mathematics will be the only subject assessed and will include the new framework; (2) Pilot testing in grades 4, 8, and 12 (reading and mathematics); in Puerto Rico, grades 4 and 8 mathematics will be the only subject assessed; (3) Field Trial for grades 4, 8, and 12 in U.S. mainland and grades 4 and 8 in Puerto Rico; and (4) Special studies for grades 4, 8, and 12 for one or more focused topics such as Multi-stage Testing (MST) and accessibility. Some documents in this package will be updated after the 60-day public comment period for inclusion in the 30-day public comment period, which is likely to begin in January 2025. Further, two additional 30-day packages will be submitted in March and June 2025 in order to update all materials in time for the data collection in early 2026.

Abstract

Section 483 of the Higher Education Act of 1965, as amended (HEA), mandates that the Secretary of Education “…shall produce, distribute, and process free of charge common financial reporting forms as described in this subsection to be used for application and reapplication to determine the need and eligibility of a student for financial assistance...”. The determination of need and eligibility are for the following Title IV, HEA, federal student financial assistance programs: the Federal Pell Grant Program; the Campus-Based programs (Federal Supplemental Educational Opportunity Grant (FSEOG) and Federal Work-Study (FWS)); the William D. Ford Federal Direct Loan (Direct Loan) Program; the Teacher Education Assistance for College and Higher Education (TEACH) Grant; and the Children of Fallen Heroes Scholarship. Federal Student Aid (FSA), an office of the U.S. Department of Education (the Department), subsequently developed an application process to collect and process the data necessary to determine a student’s eligibility to receive Title IV, HEA program assistance. The application process involves an applicant’s submission of the Free Application for Federal Student Aid (FAFSA®). After submission and processing of the FAFSA form, an applicant receives a FAFSA Submission Summary, which is a summary of the processed data they submitted on the FAFSA form. The applicant reviews the summary, and, if necessary, will make corrections or updates to their submitted FAFSA data. Institutions of higher education listed by the applicant on the FAFSA form also receive a summary of processed data submitted on the FAFSA form, which is called the Institutional Student Information Record (ISIR). The specific questions that applicants are asked to answer in the application process are described separately in the Data Elements and Justification document. The document identifies the data elements associated with each FAFSA question and provides the justification for including each question on the FAFSA form. In addition to the calculation of financial need for the various Title IV programs, the FAFSA form also collects data that allows for a determination of an applicant’s eligibility for state and institutional financial aid programs. If these data elements were not collected, the Department and institutions of higher education would be unable to make a determination of financial need and subsequently would be unable to award any Title IV, HEA program assistance, as mandated by the HEA. Many states would also be greatly hindered in their calculation of state aid to applicants. This is a request for revisions of a current information collection, and important changes to the FAFSA form are described separately in the 2026-27 Summary of Enhancements document.

Abstract

The CPS demographic data include age, marital status, sex, Armed Forces status, education, race, Hispanic origin, and country of birth. The data are used for subject specific (labor-force and supplement) analytic research, for internal analytic research, for evaluating other surveys, and for selecting other survey samples. The Census Bureau, in conjunction with the Bureau of Labor Statistics (BLS), is proposing an experimental collection in the Current Population Survey (CPS) of Race and Ethnicity information using the new SPD15 standard. The main goal of the study is to assess the effect of the new race and ethnicity standard (2024 SPD15) on estimates obtained from the CPS. The study will also aid in the implementation of the new standard for interviewer-administered data collections (both in-person and by phone). The study will examine the impact of differences in reporting using the new 2024 standard and the 1997 standard (which CPS currently is using) on race distributions, labor force estimates, weighting, and missing data.

Abstract

Recent suicide clusters aboard Naval vessels (e.g., the USS George Bush, the USS George Washington) have highlighted a critical need to better understand risk factors for suicide among various shipboard environments (e.g., in maintenance yards, at sea). Unfortunately, extremely limited research to date has identified individual and organizational factors that are directly associated with harmful and destructive behaviors, including suicidality, in a variety of Naval environments. In response, the Office of Naval Research and the Defense Health Agency have funded a longitudinal study called the Challenges of Operational Environments Study to identify specific shipboard stressors associated with different phases of the aircraft carrier life cycle and determine the effects of these stressors on Sailor’s mental and behavioral health and readiness. Research is needed to provide the Navy with in-depth information on specific risks to Sailors at each phase of the carrier cycle, such that allocation of resources to prevent suicidality and other mental/behavioral health problems can be tailored to meet potentially unique needs at each phase. Additionally, findings from the proposed effort will be used to develop targeted recommendations to improve Sailor mental health and wellbeing that will be provided directly to Navy leaders.

Abstract

The American Community Survey (ACS) is an ongoing monthly survey that collects detailed housing and socioeconomic data from a sample of about 3.5 million addresses in the United States and about 36,000 addresses in Puerto Rico each year, where it is known as the Puerto Rico Community Survey (PRCS). The ACS also collects detailed socioeconomic data from a sample of residents living in group quarters (GQ) facilities in the United States and Puerto Rico. Resulting tabulations from this data collection are provided on a yearly basis. The ACS allows the U.S. Census Bureau to provide timely and relevant housing and socioeconomic statistics, even for low levels of geography. The ACS conducts research, testing, and evaluations, through its Methods Panel program, aimed at improving the survey. The ACS Methods Panel is a research program designed to address and respond to survey issues and needs. The Census Bureau, for decades, has submitted information collection request revisions to conduct various iterations of the Methods Panel. An ongoing data collection effort with an annual sample of this magnitude requires that the Census Bureau continue research, tests, and evaluations aimed at improving data quality, reducing data collection costs, and improving the ACS questionnaire content and related data collection materials. The ACS Methods Panel is a research program at the Census Bureau designed to address and respond to survey issues and needs of the ACS. As part of the Decennial Census Program, the ACS also provides an opportunity to research and test elements of survey data collection that relate to the decennial census. As such, the ACS Methods Panel can serve as a testbed for the decennial census. From 2025 to 2028, the ACS Methods Panel may test ACS and decennial census methods for reducing survey cost, addressing respondent burden, and improving survey response, data quality, and survey efficiencies for housing units and group quarters. Testing may also include revising content or testing new questions. The ACS Methods Panel may also address other emerging needs of the programs.

Abstract

Sponsored primarily by the U.S. Department of Health and Human Services’ (HHS) Health Resources and Services Administration’s Maternal and Child Health Bureau (HRSA MCHB), the National Survey of Children’s Health (NSCH) is designed to produce data on the physical, emotional, and behavioral health of children under 18 years of age in the United States. The NSCH collects information on factors related to the well-being of children, including access to and quality of health care, family interactions, parental health, school and after-school experiences, and neighborhood characteristics. The goal of the 2022 NSCH is to provide HRSA MCHB, their supplemental sponsoring agencies, states, and other data users with the necessary data to support the production of national estimates yearly and state-based estimates with pooled samples on the health and well-being of children, their families, and their communities as well as estimates of the prevalence and impact of children with special health care needs.

Abstract

This is a request for a new collection. The National Oceanic and Atmospheric Administration’s (NOAA) National Marine Fisheries Service (NMFS or NOAA Fisheries) proposes to conduct a data collection intended to assist in the mandatory evaluation of the red snapper and grouper-tilefish Individual Fishing Quota (IFQs) programs in the Southeast Region of the United States. Congress requires this evaluation every 5 to 7 years, as stipulated in the Magnuson-Stevens Fishery Conservation and Management Act (MSA) and its subsequent reauthorizations. The survey will gather information on demographics, knowledge and transparency about IFQ transactions, barriers obtaining and selling IFQ share and allocation, social networks' role in the fishery, multi-activity engagement within the IFQ program value chain, and factors influencing discarding practices. The collected data will support mandatory periodic evaluations of these catch share programs, inform fishery management plan amendments, and enhance socio-economic analyses of regulatory proposals. This research aims to strengthen fishery management decision-making and fulfill legal mandates under various statutes, including the Magnuson-Stevens Fishery Conservation and Management Act and Executive Order 12866.
