Information Collection Request (ICR) Tracker

ICR Definition

An Information Collection Request (ICR) is a federal agency's request for approval from the Office of Management and Budget (OMB) to collect information from the public. Under the Paperwork Reduction Act (PRA), agencies must justify why the information is needed and how it will be used.

Federal agencies are required to submit an ICR whenever they create, renew, modify, or discontinue an information collection. Each ICR includes a description of the collection, supporting materials and documentation (such as forms, surveys, or scripts), and proof that the agency has met the requirements of the PRA.

The ICR is submitted to the The Office of Information and Regulatory Affairs (OIRA) within OMB for review and approval. OIRA grants approval for a maximum of three years, after which the collection must be renewed through a new ICR submission.

Abstract

The main goal of the National Firefighter Registry (NFR), according to the Firefighter Cancer Registry Act of 2018, is, “to develop and maintain a voluntary registry of firefighters to collect relevant health and occupational information of such firefighters for purposes of determining cancer incidence.” This Non-Substantive Change Request is submitted for the following reason(s): 1) Modification of R/E question to follow the recently released Statistical Policy Directive 15 (SPD-15) Standard in the NFR Enrollment Questionnaire; 2) Removal of three questions in the Enrollment Questionnaire that are being asked exclusively in the User Profile; and 3) Modification of Sex question to conform to EO 14168. There is no change to the burden hours approved for this data collection.

Abstract

The Office of Disability Employment Policy within the U.S. Department of Labor requests clearance for data collection activities to support identifying the obstacles and facilitators to the employment of autistic young adults. Specifically, this request covers collection of data through a large-scale survey of autistic young adults ages 16 to 28, as well as qualitative telephone or web interviews with autistic young adults to augment the survey. This study (referred to as Research Support Services for Employment of Young Adults on the Autism Spectrum) will provide insightful data on the employment experiences of young adults on the autism spectrum, which policymakers and the autism community can use to inform program and policy changes that support the well-being of autistic people.

Abstract

The Export Import Bank of the United States (EXIM Bank) pursuant to the Export Import Bank Act of 1945, as amended (12 USC 635, et seq), facilitates the financing of exports of U.S. goods and services. By neutralizing the effect of export credit insurance and guarantees offered by foreign governments and by absorbing credit risks that the private sector will not accept, EXIM Bank enables U.S. exporters to compete fairly in foreign markets on the basis of price and produce. This collection of information is necessary, pursuant to 12 USC Sec. 635 (a) (1), to determine eligibility of the applicant for EXIM Bank assistance. This form is used by an exporter (or broker acting on its behalf) in order to obtain approval for coverage of the repayment risk of export sales. The information received provides EXIM Bank staff with the information necessary to make a determination of the eligibility of the applicant and the creditworthiness of one of the applicant's foreign buyers for EXIM Bank assistance under its programs.

Abstract

The Census Bureau plans to test the use of new and improved data collection techniques for self-enumeration and interviewer data-collection tasks surrounding and following the ongoing census and survey operations. The research and evaluation may include: research on public outreach, messaging, and similar invitations to participate in surveys; developing alternative enumeration or follow-up questionnaires; usability issues; conducting interviews or debriefings; and non-English language training and interviews. The questions asked in these studies will be typical census or survey questions and questions related to that content or attitudinal, opinion and satisfaction questions related to responding to Census Bureau surveys.

Abstract

The Senior Community Service Employment Program (SCSEP), administered by the U.S. Department of Labor, aims to help low-income seniors ages 55 and older obtain private-sector, unsubsidized employment through job training and placement activities. Abstract

The mission of the Veterans Health Administration (VHA) is to provide high quality medical and dental care to eligible Veterans. Executive Order 12862, dated September 11, 1993, calls for the establishment and implementation of customer service standards, and for agencies to “survey customers to determine the kind and quality of services they want and their level of satisfaction with current services.” The overall purpose of the VHA Office of Dentistry Dental Patient Satisfaction Survey is to systematically obtain information from patients that can be used to identify problems or complaints that need attention and to improve the quality of dental health care services delivered to Veterans. The Office of Dentistry (OOD) currently tracks a number of clinical parameters indicative of quality care (e.g., appropriate use of fluoride products in high caries risk patients, frequency of dental examinations and care provided to medically compelling patients); however, patient satisfaction with this care is not specifically measured. Information obtained from this dental survey will be made readily available to VA Central Office (VACO), Veterans Integrated Service Network (VISN), VHA field staff, and stakeholders as part of the Network Performance Report and via the VA Intranet. This data will be used to demonstrate that VA is providing timely, high quality health care services to patients and to measure improvement toward performance goals. The VHA program office has now included an electronic version of the survey, which is ready to be implemented as an online option for collecting survey responses. Also, changes were made to some survey questions, including updates to the Race & Ethnicity options to reflect current collection requirements.

Abstract

Section 650 of the Head Start Act (42 U.S.C. 9846) requires that the Secretary of the Department of Health and Human Services (HHS) prepare and submit a report to the Congress at least once during every 2-year period. Section 641A of the Head Start Act of 2007 (42 U.S.C. 9836A) requires that the Office of Head Start (OHS) collect enrollment information from grant recipients on a monthly basis to determine whether grant recipients maintain their funded enrollment. Section 644 of the Head Start Act (42 U.S.C. 9839) requires each Head Start agency to make available to the public a report published at least once in each fiscal year. Since the inception of the Program Information Report (PIR) in 1978, the PIR continues to be the principal source of basic information about the operating characteristics of Head Start programs and the services they provide. The PIR is used by various audiences including federal and state officials, researchers, early childhood national and state associations, technical assistance providers, and local early childhood programs. The Office of Head Start (OHS) periodically makes updates to the PIR, typically, with the following goals: • Continue to collect key and relevant data about children and their families served, staff employed, and services offered by Head Start programs; • Align with Head Start policy; • Promote integrity and quality of program data; and • Consider and balance the burden and benefits of the data collection. The current PIR (OMB #0970-0427) is approved by OMB through June 30, 2025 and an extension request will go out for public comment in the upcoming months. In the meantime, OHS has identified minor changes to the PIR that are intended to improve the information collection and do not impact the current burden estimates.
