RFI of the Week: NIH Controlled-Access Data Policy and Proposed Revisions to NIH Genomic Data Sharing Policy. NIH is requesting public input on its proposal to establish harmonized and transparent policy requirements for protecting human participant research data. Specifically, NIH proposes establishing policy requirements for which data should be controlled-access under NIH data sharing policies, and revising the NIH Genomic Data Sharing Policy to simplify and harmonize requirements.

Immigration
Restoring Integrity to the Issuance of Non-Domiciled Commercial Drivers Licenses (CDL). This form collects State-level information regarding CLPs and CDLs that were issued to people who do not live in the US and the documentation that was provided during the application process for those non-domiciled CLPs and CLDs. The requirements for this collection were included in an Interim Final Rule that has been stayed by the DC Court of Appeals. DOT is moving the information collection through the process "in order to ensure that the collection will be able to be enforced as soon as the stay is lifted."

Education
Head Start Program Information Report. ACF is adding new questions to the Head Start PIR form, including on primary reasons children with an Individualized Education Program or Individualized Family Service Plan did not receive services, the number of children who had a 504 Plan, and total number of children (and pregnant women in Early Head Start programs) that are on the program's waiting list on the last operating day of the requested month.
Comments due March 2.Annual Survey of School Food Authorities. FNS collects annual data on emerging school food service operational challenges, including food costs, procurement challenges, labor shortages, changes to nutrition standards, and/or related issues. FNS is requesting a "generic clearance" for this annual survey because they "make small annual changes to the survey instrument each year to reflect lessons learned from previous surveys, as well as collect new information unique to the collection period." A generic clearance would allow FNS to make these changes without requesting or receiving input from the public.

Reproductive Health
Understanding Service Member Experiences with Family Planning. According to the listing, this study will highlight areas related to family planning that "may threaten DoDs ability to field a ready and lethal force." It will also point to areas where DoD may need to augment or develop care, programs, services, or policies that provide needed reproductive health care and family planning services to the force in order to "maintain and enhance health, readiness, retention, and lethality."

Public Benefits
Annual TANF and MOE Report. This form is used to collect descriptive program characteristics information on the programs operated by states and territories in association with their TANF programs. The listing indicates that the forms are being changed in response to a GAO recommendation "to enhance reporting for oversight of TANF funds;" however, proposed changes to the collection in the listing are expected to reduce burden hours.

Labor and Employment
Work Opportunity Tax Credit. The forms in this package are used to determine eligibility for the Work Opportunity Tax Credit, which is a federal tax credit available to employers for hiring individuals from certain targeted groups who have consistently faced significant barriers to employment. The listing indicates that changes are being made to forms in the package, but not supplemental information is available to indicate what changes are being made.

Race and Ethnicity
State Unintentional Drug Overdose Reporting System (SUDORS). SUDORS is designed to detect new trends in fatal unintentional drug overdoses, support targeting drug overdose prevention efforts, and assess the progress of the HHS initiative to reduce opioid misuse and overdoses. Through this listing, CDC is proposing a number of changes to the collection, including collecting additional information about place of death, mental health, and substance use. CDC is making some changes to the race and ethnicity data elements - including collecting more detailed data on Asian, Native Hawaiian, and Pacific Islander respondents - but will not fully implement SPD15 at this time.

Housing
Section 8 Renewal Policy Guidebook. These forms explain the various options available under the Multifamily Housing Reform and Affordability Act of 1997 (MAHRA) for the renewal of expiring project-based section 8 contracts and the adjustment of contract rents and establishes related administrative policies. The listing indicates that changes are being made to the forms but it is unclear what changes are being made. Last year, HUD revised forms in this package to remove language about discrimination on the basis of sexual orientation and gender identity.

Data Sharing
Peace Corps and Treasury Data Sharing Agreement. Through this notice, the Peace Corps is announcing its intention to share data from four of its records systems with the Department of Treasury for the purposes of identifying, preventing, or recouping improper payments to an applicant for, or recipient of Federal funds, including funds disbursed by a state in a state-administered, federally funded program.
