Data RFI of the Week: Partnerships for Transformational Artificial Intelligence Models
DOE intends to establish a public-private consortium to curate DOE scientific data across the National Laboratory complex for use in artificial intelligence (AI) models and to develop self-improving AI models for science and engineering using this data. This RFI asks questions about how to best structure those partnerships and about how DOE should best provide AI models to the scientific community through programs and infrastructure making use of cloud technologies. Reproductive Health
Pregnancy Risk Assessment Monitoring System (PRAMS). PRAMS collects data on maternal attitudes and experiences before, during, and shortly after pregnancy. According to the listing, the only changes to the collection will be the removal of callback surveys and cognitive and field testing because no new questions or supplemental modules are anticipated. Note that the future of PRAMS remains unclear, as all staff working on the PRAMS project were let go earlier this year.

Data Sharing
Unemployment Insurance Record File. RRB is adding new routine users to this and several other SORNs, including Congressional representatives, contractors working for the federal government, law enforcement, other federal agencies and entities pertaining to breach notification, National Archives, and attorney representatives. This file is used to administer, manage, and verify unemployment and sickness benefits. Other updated RRB SORNs include the Social Security Benefit Vouchering System and Applications for Unemployment Benefits and Placement Service.
Comments on all of these SORNs are due January 5.NASA and Treasury Data Sharing Agreement. NASA is entering into a new data sharing agreement with the Department of Treasury to share information from its Core Financial Management Records system for the purposes of identifying, preventing, or recouping improper payments to an applicant for, or recipient of, Federal funds, including funds disbursed by a state in a state-administered, federally funded program. Comments due January 5.
Banking
Guaranteeing Fair Banking for All Americans Executive Order Reporting. An EO issued in August 2025 directed SBA and banking regulators to end the practice of "politicized or unlawful debanking," which it defines as the practice where banks and financial services providers, both independently and at the direction of federal regulators, freeze or close accounts, deny loans, and refuse services to “politically disfavored” people and businesses. This form collects information necessary to show SBA Lender compliance with this Executive Order.
Race and Ethnicity Data
Tenants in LIHTC Properties. States use this form to submit information to HUD on the race, ethnicity, family composition, age, income, use of rental assistance under section 8, disability status, and monthly rental payments of households residing in each property receiving LIHTC tax credits. HUD is updating the race and ethnicity questions on this form to align with SPD 15 standards.

HIV/AIDS
National HIV Behavioral Surveillance System (NHBS). This collection helps CDC monitor behaviors of persons at high risk for infection related to Human Immunodeficiency Virus (HIV) transmission and prevention. CDC is making a number of changes to this collection, including changing gender/sex questions, changing questions about sexual behavior, and making respondents who refuse to answer the sex question or who respond with "don't know" ineligible for the collection.
Comments due January 20.National HIV Prevention Program Monitoring and Evaluation. These forms are used to determine the extent to which HIV prevention efforts are carried out, what types of agencies are providing services, what resources are allocated to those services, to whom services are being provided, and how these efforts have contributed to a reduction in HIV transmission. CDC is making several changes to these reporting forms, including updating race and ethnicity collection to align with SPD-15, deleting and modifying variables "to align with Executive Orders" (likely on gender), deleting and modifying PrEP-related variables in alignment with screening and eligibility recommendation changes; and adding PEP, Mpox, Syndemics, TB, Hepatitis B, Hepatitis C, Chlamydial, Gonorrhea, and Syphilis testing, treatment, and referral variables.

Criminal Justice
ViCAP National Crime Database. ViCAP is idesigned to collect information about Homicides (and attempts) that are known or suspected to be part of a series and/or are apparently random or sexually oriented; Sexual Assaults that are known or suspected to be part of a series and/or are committed by a stranger; Missing Persons where the circumstances indicate a strong possibility of foul play and the victim is still missing; and Unidentified Human Remains where the manner of death is known or suspected to be homicide. It's unclear from the listing what components of the collection are being revised.

Also of Note
Medicaid Information Sharing Between CMS and DHS. This notice announces that CMS will break its longstanding commitment that information collected by CMS would only be used for program administration purposes and would not be used for immigration enforcement purposes. According to the listing, CMS believes this statement does not require any public notice and comment.
