  • Form of the Week: Change of Address/Contact Information Form. Subjects of immigration proceedings before the Immigration Courts and Board of Immigration Appeals (Board) use this form to report any change of address or contact information. EOIR is revising this form to remove two address form fields collecting "'in care of' other person (if any)." EOIR argues that these "fields allow certain [people] to obscure their true address from immigration officials (which is expressly contrary to the intent of the form) and to potentially obstruct the adjudicatory process by intentionally avoiding mailed filings, notices, and orders."

Education

  • NAEP 2027 Science Pilot. Generally, NAEP is a survey of student achievement at grades 4, 8, and 12 in various subject areas, such as mathematics, reading, writing, science, U.S. history, and civics. This listing covers a pilot program for a Grade 8 Science supplement to the survey.

Language Access

  • OGE Form 201 Request an Individual's Ethics Documents. This form collects information from, and provides certain information to, persons who seek access to OGE Form 278 Public Financial Disclosure Reports, including OGE Form 278-T Periodic Transaction Reports, and other covered records. In addition to making edits to the language on the form, OGE is proposing to remove the Arabic, Chinese, French and Spanish language versions of its Form 201 online application.

Health

  • Medicare Quality of Care Complaint Form. This form is used by Medicare beneficiaries to submit written complaints about the quality of care they have received. According to the listing, the form is being revised to align with SPD15; however, the listing also indicates that the form is being revised "to remove sociodemographic data." It's unclear from the supplemental materials what sociodemographic questions are being removed.

  • Civil Rights and Conscience Complaint and Health Information Privacy, Security and Breach Notification Complaint. People use these forms to file civil rights complaints with HHS's Office of Civil Rights. Among other changes, OCR is modifying the forms to remove references to sexual orientation and gender identity.
    Comments due April 6.

  • Programs To Reduce Underage Drinking. This package includes a number of surveys and evaluations designed to assess the incidence of underage drinking and the relative success of state and community activities that prevent and reduce underage drinking. The listing indicates that changes are being made to some of the forms in the package, but it is unclear what changes are being made.

Data Access, Data Sharing, and Matching Programs

  • DOD and Department of Education Data Sharing and Matching Agreement. DOD is modifying its Human Resources records system to support a new data sharing and matching agreement with the Dept. of Education for the purposes of assessing eligibility for several education benefit programs.

  • Interior and Treasury Data Sharing Agreement. Under this listing, the Dept. of Interior is modifying 35 of its records systems to allow it to share data with the Treasury Department for purposes of reviewing payment and award eligibility through the Do Not Pay Working System to identify, prevent, or recoup improper payments.

Agriculture

  • Mandatory Manufacturing Cost Survey. USDA is seeking input on the development of mandatory surveys of dairy production cost and product yield information, especially on the manufacturing cost and product yield data to be collected, the collection process, cost calculation methodologies, verification processes, and data reporting.
    Comments due March 30.

Military

  • Military Experiences, Risk and Protective Factors, and Adolescent Health and Well-Being Survey. This study is designed to assess the direct and indirect association of military experiences with adolescents' psychosocial adjustment and physical health, academic achievement, and educational and career aspirations to identify risk and protective factors that may promote or inhibit positive outcomes among military-connected adolescents and their families.

Also of Note: 

Fair Housing Home Loan Data System. This final rule rescinds OCC's Fair Housing Home Loan Data System regulation. The OCC has determined that the regulation is obsolete and largely duplicative of and inconsistent with other legal authorities that require national banks to collect and retain certain information on applications for home loans. Basically, Section 27 required national banks to collect aggregated race and ethnicity data on a simplified list of races/ethnicities. The final rule argues that banks are already collecting that data in a more granular format under HMDA, so this rule is both duplicative and inconsistent with modernized collection standards.
