Collection of the Week: Consolidated State Performance Report Renewal. This reporting tool collects information from states related to the performance and monitoring activities of programs under ESSA and the McKinney-Vento Act. ED is making significant changes to the collection, including eliminating questions on Assessment waivers, Title III, Part A allocation timeline, McKinney-Vento and ARP Homeless, Certification requirement for OME, Postsecondary URLs, Title I, Part D, and Funding Transferability for State and Local Education Agencies; and combining the CSPR I and II into a single CSPR collection.

Disability
Case Service Report (RSA-911). The RSA-911 is considered to be one of the most robust databases in describing the demographics of the disabled population in the country and as such is used widely in researchers' disability-related analyses and reports. This listing is finalizing earlier changes to question about gender — removing nonbinary and "another gender" response options. ED may be making additional changes to this collection; the supplemental materials are unclear.
Comments due July 20.Client Assistance Program Performance Report. The CAP program provides advocacy and legal representation to people receiving services under the Rehabilitation Act to resolve disputes with programs providing such services, including vocational rehabilitation services. This form collects information on people served by CAP grantees. This listing is formalizing the removal of questions and response options related to gender identity from the reporting form.

Health
Health Benefits Election Form. Federal employees use this form to enroll in or change enrollment in federal health insurance. Through this listing, OPM is formalizing changes to questions about gender and swapping out the phrase "biological child" for "natural child." They also indicate that additional changes to the form may be made "to facilitate verification of eligibility or to provide revised instructions" in response to a forthcoming regulation on verification requirements for family member coverage.

Civic Engagement
CPS Civic Engagement and Volunteering Supplement. This survey measures key indicators of civic health, such as formally volunteering through an organization; informally interacting with family, friends, and neighbors; participating in associations; charitable giving; learning about and engaging with issues of public concern; and interacting with public and private institutions. CNCS does not appear to be making any changes to the survey in this listing.
Comments due July 13.
Immigration
Immigrant Petition for the Gold Card Program. This form is used by a person or a company to request an employment-based immigrant visa under the Gold Card program. DHS is making significant changes to the form, collecting much more information about the sponsoring person or company's finances and relationships.

Agriculture
Census of Agriculture. This survey provides data on the number and types of farms, land use, crop area and selected production, livestock inventory and sales, production contracts, production expenses, farm-related income, and other demographic characteristics. Through this listing, NASS is updating the race/ethnicity question to comply with the 2024 SPD15 standards, though they intend to use only the updated minimum categories rather than any detailed collection.

Business and Economy
Commodity Flow Survey (CFS). This survey collects data on the volume and pattern of goods movements in the United States. Census is making a number of changes to the survey, including removing a subset of hazardous materials packaging respondents and their corresponding survey questions.

Data Sharing
HUD and Treasury Data Sharing Agreement. This SORN modifies the HUD Remittance and Debt Collection (HRDC) system, which contains debt and remittance information for agency programs, to allow for sharing data with the Department of Treasury to detect and prevent waste, fraud, and abuse.

Other
Summer Law Intern Program. These forms collect information about applicants to DOJ's summer internship programs. Through this listing, DOJ is making several cosmetic changes to questions on the form (e.g., converting from write-in to checkbox responses to a question) and is formalizing removal of gender identity questions.
