Information Collection Request (ICR) Tracker

ICR Definition

An Information Collection Request (ICR) is a federal agency’s request for approval from the Office of Management and Budget (OMB) to collect information from the public. Under the Paperwork Reduction Act (PRA), agencies must justify why the information is needed and how it will be used.

Federal agencies are required to submit an ICR whenever they create, renew, modify, or discontinue an information collection. Each ICR includes a description of the collection, supporting materials and documentation (such as forms, surveys, or scripts), and proof that the agency has met the requirements of the PRA.

The ICR is submitted to the The Office of Information and Regulatory Affairs (OIRA) within OMB for review and approval. OIRA grants approval for a maximum of three years, after which the collection must be renewed through a new ICR submission.

Abstract

This justification supports the revision of OMB Control No. 9000-0069 and combines it with the previously approved information collections under OMB Control No. 9000-0196, with the new title “Indirect Cost Rate Proposals, Payments to Small Business Subcontractors, and Bankruptcy Notifications”. Upon approval of this consolidated information collection, OMB Control No. 9000-0196 will be discontinued. The burden requirements previously approved under the discontinued number will be covered under OMB Control No. 9000-0069. This clearance covers the information that contractors must submit to comply with the following FAR requirements: FAR 52.216-7, Allowable Cost and Payment. This clause requires the contractor to submit an adequate final indirect cost rate proposal to the contracting officer and the auditor within the 6-month period following the expiration of each of its fiscal years. The proposed rates shall be based on the contractor’s actual cost experience for that period. Paragraphs (d)(2)(iii) and (iv) of this clause provide a list of the data required to be submitted. The data is customary business financial information that the contractor can access from its automated business systems. FAR 52.216-15, Predetermined Indirect Cost Rates. This clause repeats the requirement in the FAR clause at 52.216-7, paragraph (d), for the contractor to submit an adequate final indirect cost rate proposal, however it does not impose any additional reporting requirements. FAR 52.242-4, Certification of Final Indirect Costs. This clause requires the contractor’s final indirect cost rate proposal to be certified to establish or modify the rates used to reimburse the contractor for the costs of performing under the contract. The supporting cost data are the cost accounting information normally prepared by organizations under sound management and accounting practices. This clause is incorporated into all solicitations and contracts that provide for establishment of final indirect cost rates, but the Department of Energy may provide an alternate clause for its Management and Operating contracts. FAR 52.242-5, Payments to Small Business Subcontractors. This clause requires the prime contractor to self-report to the contracting officer when the prime contractor makes late or reduced payments to small business subcontractors. The notice shall include the reason(s) for making the reduced or untimely payment. FAR 52.242-13, Bankruptcy. This clause requires contractors to notify the contracting officer within five days after initiating the proceedings relating to bankruptcy filing.

Abstract

The U.S. Merchant Marine Academy (USMMA) is an accredited federal services academy that confers BS and MS degrees. The USMMA will conduct an annual voluntary survey of its immediate, five-year and ten-year alumni, consisting of approximately 600 individuals each year. The survey will be administered by the Academic Division of the Academy under the supervision of the Office of Institutional Assessment. The information gathered will be analyzed and used to measure success in meeting institutional and academic program goals and improvement of administrative and educational services provided to students. The survey consists of four categories: 1) Employment which includes employment status, time to obtain employment, type of employment and position, and salary with results used to ensure job placement of graduates within the maritime industry; 2) Education and Institutional Assessment which surveys the Academy’s overall academic program in preparing its graduates for employment with results used to modify institutional learning goals and/or Academic Division Goals to better prepare students for employment in the maritime industry and other administrative areas which are used to improve student support services; 3) Departmental Assessment which surveys specific department and course learning goals with results used to modify or improve the curriculum; and 4) Program Assessment which surveys the quality of the program in preparing students for the U.S. Coast license exam and whether the programs itself along with its particular components contains the requisite courses to best prepare graduates for today’s workforce in a domestic and international environment. Summary of findings will serve as supporting evidence to inform senior leadership in decision-making in terms of the curriculum and allocation of resources and most importantly in meeting the criteria established by the Middle States Commission on Higher Education (MSCHE) by demonstrating continuous improvement in assessment and strategic planning efforts to meet the Academy’s mission statement. Abstract

Section 8(c) of the Shipping Act of 1984 (1984 Act) (46 U.S.C. 40502), as amended by the Ocean Shipping Reform Act of 1998 (OSRA), requires ocean common carriers and agreements among such carriers to file their service contracts confidentially with the Commission and to publish certain essential terms of those service contracts. Service contracts are written contracts between one or more shippers or a shippers’ association and an individual ocean common carrier or an agreement between or among ocean common carriers in which the shipper makes a commitment to provide a certain minimum quantity or portion of its cargo or freight revenue over a fixed period, and the ocean common carrier or the agreement commits to a certain rate or rate schedule as well as defined service level, such as assured space, transit time, port rotation, etc. Authority to file or delegate the authority to file must be requested by a responsible official of the service contract carrier in writing by submitting the Form FMC-83, Service Contract Registration.

Abstract

TSA has established a visitor management/vetting process that meets DHS requirements. Visitors seeking to enter the TSA facilities must request access in person or through a current TSA employee by completing TSA Form 2802, Security Appointment Center (SAC) Visitor Request Form. TSA Form 2802 requires that visitors provide their first and last name, date and time of visit, visitor type (DHS or other government visitor), whether they are a foreign or national visitor.national visitor, and date of birth and/or social security number if provided. TSA must collect the date of birth in order to vet individuals through the DHS NCIC system. TSA will use the vetting results to determine the suitability of an individual requesting access to the TSA NCR and consider whether an individual could potentially pose a threat to the safety of TSA employees, contractors, visitors, and the facility.

Individuals filing for compensation benefits with the Office of Workers' Compensation Programs (OWCP) may be represented by an attorney or other representative. The representative is entitled to request a fee for services under the Federal Employees' Compensation Act (FECA). The fee must be approved by the OWCP before any demand for payment can be made by the representative. This information collection request sets forth the criteria for the information, which must be presented by the respondent in order to have the fee approved by the OWCP. The information collection does not have a particular form or format; the respondent must present the information in any format which is convenient and which meets all the required information criteria.

Abstract

This information collection is necessary to implement section 641 of IIRIRA, 8 U.S.C. §1372, which directs DHS to collect information relating to academic nonimmigrant students (F-1), vocational nonimmigrant students (M-1), and exchange visitors (J-1), as well as their dependents (F-2, M-2 or J-2) , and provides for the collection of the required fee to defray the costs of this program. Section 641 of IIRIRA requires DHS to collect current information, on an ongoing basis, from schools and exchange visitor program sponsors relating to F, J and M nonimmigrants during the course of their stay in the United States, using electronic reporting technology to the fullest extent practicable. SEVP, an office of the DHS agency U.S. Immigration and Customs Enforcement, implemented SEVIS to carryout out this statutory requirement. SEVP uses the Form I-901, Fee Remittance for Certain F, J and M Nonimmigrants, to provide a receipt to the F, J or M nonimmigrant upon payment and to positively identify that a particular F, J, or M nonimmigrant has paid the fee.

Abstract

Section 16 of the Shipping Act of 1984, 46 U.S.C. § 40103, authorizes the Federal Maritime Commission (“Commission”) to exempt by order or regulation “any class of agreements between persons subject to this [Act] or any specified activity of those persons from any requirement of this [Act] if the Commission finds that the exemption will not result in substantial reduction in competition or be detrimental to commerce. The Commission may attach conditions to any exemption and may, by order, revoke an exemption.” The Commission added 46 CFR 532 to exempt non-vessel-operating common carriers (NVOCCs) from the more stringent tariff rate publication requirements of the Shipping Act of 1984 and related provisions of the Commission’s regulations to permit them to enter into negotiated rate arrangements (NRAs) with shippers.76 FR 11351 (March 2, 2011). The Commission subsequently extended the tariff rate publication exemption contained in 46 CFR part 532 to foreign based unlicensed NVOCCs as well. 78 FR 42886 (July 10, 2013). The exemption is conditioned upon the NVOCC including a prominent notice invoking the exemption in its electronically published rules tariff and indicating their intention to the Commission. In addition, NVOCCs must maintain original NRAs and associated records for 5 years in a format easily produced to the Commission and furnish those records promptly upon request from the Commission.

Abstract

This information collection request (ICR) concerns EPA's voluntary Pesticide Environmental Stewardship Program (PESP). The program uses the information collected under this ICR approval to establish partner membership, develop stewardship strategies, measure progress towards stewardship goals, and award incentives. The PESP is an EPA partnership program implemented by the Office of Pesticide Programs (OPP) established in 1994. Its goal is to promote environmental stewardship to protect human health and the environment. PESP encourages the use of integrated pest management (IPM) strategies to reduce pests and pesticide risks through partnerships with entities among the pesticide user community. IPM is an approach that involves making the best choices from among a series of pest management practices. It allows for economical pest management, and does so with the least possible hazard to people, property, and the environment.

Abstract

The Department of the Interior and its bureaus (Department or DOI) has various authorities that permit the acceptance of donations or gifts in furtherance of resource conservation projects and other programs. Before accepting a donation, DOI must first evaluate whether or not the circumstances of the donation maintain the integrity of the Department's programs and operations, the impartiality of the Department, and public confidence in the Department. Prior to enacting the Donations Policy, DOI conducted a risk analysis in which $25,000 was determined to be the threshold above which there was a greater risk of possible legal or ethical questions associated with donations. Therefore, for donations valued at $25,000 or more, donors are requested to complete a DI-3680 Donor Certification form (DI-3680 form) to provide information clarifying business and legal interactions with the Department and consistency with the Donations Policy prior to acceptance.

This request is for an extension of an existing information collection under OMB Control No. 0648-0151. NMFS does not anticipate that the extension will substantially add to the burden to individual private applicants for incidental take authorizations under the existing Control Number. The main difference we expect related to this extension is that there will be a larger number of applicants/respondents than accounted for in the existing OMB Control Number. In preparing this renewal, it was observed that some totals in the previous Supporting Statement were inaccurate. These have been corrected in this document. The Marine Mammal Protection Act of 1972 (MMPA; 16 U.S.C. 1361 et seq.) prohibits the "taking" of marine mammals unless otherwise authorized or exempted by law. The National Marine Fisheries Service (NMFS) uses the information collection to: evaluate the proposed activity's impact on marine mammals; arrive at the appropriate determinations required by the MMPA and other applicable laws prior to issuing or denying the authorization; and monitor impacts of activities for which take authorizations have been issued.

Abstract

Periodically the Department of Labor (DOL or the Department) solicits applications for grants through issuing a “Funding Opportunity Announcement” (FOA). To ensure grants are awarded to the applicants best suited to perform the functions of the grant, applicants are generally required to submit a two-part application. The first part of DOL’s grant applications consists of submitting the Standard Form 424 (SF-424), “Application for Federal Assistance,” for which approval is obtained under Control Number 4040-0004. The second part of a grant application usually requires a technical proposal demonstrating the applicant’s capabilities in accordance with a statement of work and/or selection criteria. Under OMB Circular A-102, Section C, heads of Executive departments are instructed to obtain Office of Management and Budget (OMB) approval under the Paperwork Reduction Act (codified at 44 U.S.C. § 3501, et seq., with regulations at 5 C.F.R. Part 1320) before collecting information associated with grants that is “different or additional” to the information collected on approved standard forms (e.g., SF-424, etc.).

Main fans for all underground metal and nonmetal gassy mines must have pressure-recording systems. The fans are required to be examined daily while operating if persons are underground. The pressure-recording systems indicate whether the fans are in good operating condition. The pressure recordings are required to be kept one year.

Abstract

This provision requires the regulatory authority to conduct periodic inspections of surface coal mining activities, and prepare and maintain inspection reports for public review. This information is necessary to meet the requirements of section 517 of the Surface Mining Control and Reclamation Act of 1977 and its public participation provisions. Public review ensures that the State is meeting the requirements of the Act and the approved State regulatory program.

Why They Are Important

ICRs play a vital role in ensuring transparency and accountability in federal data collection. When federal agencies collect information from 10 or more "persons" (which includes individuals, businesses, and state, local, and tribal governments), they must submit an ICR to ensure that it fulfills their statutory missions, avoids unnecessary or duplicative requests, and minimizes burden on the American public. Additionally, Federal Register Notices (FRNs) and the opportunity for public comments provide a formal way for the public to be informed of proposed ICRs and participate in the process.

ICRs also serve as a key resource for tracking changes to federal data collections. The availability of detailed documentation, such as data collection instruments and methodologies, allows the general public to identify revisions in a timely manner. These may include revisions prompted by Executive Orders or statistical policies like OMB's Statistical Policy Directive No. 15 (SPD 15), which are often submitted as "nonsubstantive" or "nonmaterial" changes to a currently approved collection.[1] Furthermore, ICRs can help determine if a data collection has expired without renewal or has been intentionally discontinued. By reviewing ICRs, the public can better understand what data is being collected, how it evolves over time, and whether data collections have become inactive–often in response to shifting priorities and updated standards.

How To Use The Tool

The ICR tracking tool offers a user-friendly view of ICRs that have been recently submitted, reviewed, or are nearing expiration. By aggregating key data from individual ICRs, the tool allows users to view the current status of each request, including submission, conclusion, and expiration dates, details on whether any changes were made, authorizing statutes, and more. Users can search for specific information and filter results based on various criteria. If seeking additional information, various text fields are hyperlinked to the full ICR on RegInfo.gov and associated resources.
