Information Collection Request (ICR) Tracker
ICR Definition
An Information Collection Request (ICR) is a federal agency’s request for approval from the Office of Management and Budget (OMB) to collect information from the public.
Under the Paperwork Reduction Act (PRA), agencies must justify why the information is needed and how it will be used.
Federal agencies are required to submit an ICR whenever they create, renew, modify, or discontinue an information collection. Each ICR includes a description of the collection,
supporting materials and documentation (such as forms, surveys, or scripts), and proof that the agency has met the requirements of the PRA.
The ICR is submitted to the The Office of Information and Regulatory Affairs (OIRA) within OMB for review and approval. OIRA grants approval for a maximum of three years, after
which the collection must be renewed through a new ICR submission.
ICRs are publicly available on RegInfo.gov, and additional guidance can be found in the FAQs.

Economic data is collected from vessel owners who operate in federal waters of the Gulf of Mexico and South Atlantic and who have one or more federal permits for the commercial catch of shrimp. The Annual Economic Survey of Federal Gulf and Atlantic Shrimp Permit Holders is conducted by the Social Science Research Group of the Southeast Region Fishery Science Center (SEFSC) of the National Fisheries Marine Service (NMFS). Now in its 15th year, the survey collects data about operating expenses and the costs of owning and maintaining shrimp vessels. Each spring, surveys are sent by mail to a random sample of about a third of all vessels with federal permits for the harvest of Gulf of Mexico penaeid shrimp or South Atlantic penaeid or rock shrimp. The survey has been very successful, with high response rates. For the 2018 data year---a typical year---the raw response rates was 82.7%; ranging from 74.2% to 90.2% by permit type; with open access permits at the lower end as would be expected (permit non-renewal is less of a motivation to complete the survey if you can always get a new one). The response rate for the 2019 survey---conduct primarily during the beginning of the COVID19 pandemic---was uncharacteristically low at only 73%. A collection of economic information from fishermen affected by the management of federal commercial fisheries is needed to ensure that national goals, objectives, and requirements of the Magnuson-Stevens Fishery Conservation and Management Act (MFCMA) and other laws are met. This information is vital in assessing the economic and social effects of management decisions and regulations on individual fishing enterprises, fishing communities, and the nation as a whole. |

AbstractPeriodically the Department of Labor (DOL or the Department) solicits applications for grants through issuing a “Funding Opportunity Announcement” (FOA). To ensure grants are awarded to the applicants best suited to perform the functions of the grant, applicants are generally required to submit a two-part application. NMFS has existing regulations in 50 CFR part 622 and approved information collections under 0648-0016 that require specific recordkeeping and reporting from the fishing industry and associated communities to support scientifically based management actions to achieve NMFS’ stewardship responsibilities throughout the U.S. southeast region. Regulatory Amendment 29 effective July 15, 2020 would require at least one descending device to be on board and ready for use on commercial, for-hire, and private recreational vessels while fishing for or possessing snapper-grouper species in the South Atlantic. Most recently the Descend Act was passed, which added a new section 321 to the Magnuson-Stevens Fishery Conservation and Management Act. This requires commercial and recreational fishermen to possess a venting tool or descending device that is rigged and ready for use when fishing for reef fish in the Gulf Exclusive Economic Zone. Descending devices increase survivability from barotrauma, which is injury caused by internal gas expansion when reeled up from depth. In addition to being asked to report the number of fish released respondents would be asked to report the method used to release fish as part of their current logbook submissions. The purpose of asking respondents to distinguish between fish releases without descending devices, fish released with gas bladders vented, and fish released with descending devices is to provide data needed by NMFS to accurately account for fishing mortality when performing stock assessments. The proposed addition to collect information on the method used to release fish with descending devices would revise the currently approved information collections in OMB Control No. 0648-0016. NMFS seeks to revise this collection to add an additional question to the recreational Headboat part of the collection to make it more consistent with the data collected through the commercial discard logbook. |

B-WET advances NOAA’s mission by awarding education grants that foster an environmentally literate citizenry who have the knowledge, attitudes, and skills needed to protect watersheds and related ocean, coastal, and Great Lakes ecosystems. B-WET currently funds projects in seven regions (California, Chesapeake Bay, Great Lakes, Gulf of Mexico, Hawaii, New England, and the Pacific Northwest). To ensure high-quality educational activities funded by B-WET, we created a cross-region, internal evaluation system that collects information from B-WET awardees and their teacher participants to provide ongoing monitoring of program implementation and to identify opportunities for improved program outcomes. B-WET awardees and teacher participants complete online survey forms to provide data for the evaluation system. Awardees are surveyed once per year of the project and teachers are surveyed twice, once after completing professional development programs and once after teaching their students about watershed. Information collected from awardees includes program elements such as program duration, format, audience, location, support and/or materials offered, and topics covered. Information collected from teacher professional development participants includes teaching methodologies, program satisfaction, program coverage, suggestions for improvement, and teaching confidence. This data collection effort benefits those who receive B-WET grants and project participants of those grants by providing regular program improvements that they can leverage to implement successful projects. The B-WET evaluation system is designed to collect data on a continuous basis (annually for grantees and as described above for teachers). However data collection is currently paused due to the fact that the national evaluation instruments are not designed to assess project implementation during the ongoing impacts of the pandemic. |

Why They Are Important
ICRs play a vital role in ensuring transparency and accountability in federal data collection. When federal agencies collect information from 10 or more "persons" (which includes individuals,
businesses, and state, local, and tribal governments), they must submit an ICR to ensure that it fulfills their statutory missions, avoids unnecessary or duplicative requests, and
minimizes burden on the American public. Additionally, Federal Register Notices (FRNs) and the opportunity for public comments provide a formal way for the public to be informed of
proposed ICRs and participate in the process.
ICRs also serve as a key resource for tracking changes to federal data collections. The availability of detailed documentation, such as data collection instruments and methodologies,
allows the general public to identify revisions in a timely manner. These may include revisions prompted by Executive Orders or statistical policies like
OMB's Statistical Policy Directive No. 15 (SPD 15), which are often submitted as "nonsubstantive" or "nonmaterial" changes to a
currently approved collection.[1] Furthermore, ICRs can help determine if a data collection has expired without renewal or has been intentionally
discontinued. By reviewing ICRs, the public can better understand what data is being collected, how it evolves over time, and whether data collections have become inactive–often in response
to shifting priorities and updated standards.
How To Use The Tool
The ICR tracking tool offers a user-friendly view of ICRs that have been recently submitted, reviewed, or are nearing expiration. By aggregating key data from individual ICRs,
the tool allows users to view the current status of each request, including submission, conclusion, and expiration dates, details on whether any changes were made, authorizing statutes,
and more. Users can search for specific information and filter results based on various criteria. If seeking additional information, various text fields are hyperlinked to the full ICR
on RegInfo.gov and associated resources. The tool is updated on a daily basis to reflect the most current information available.

7. Select "No material or nonsubstantive change to a currently approved collection" for collections which introduce minor changes to the ICR, but do not extend the expiration date of the collection.
8. Select "RCF No material or nonsubstantive change to a currently approved collection" for RCF collections that introduce changes to the usage of an active RCF.
9. Select "RCF New" for RCF collections that are the initial usage of the Common Form Host ICR by the using agency.
10. Select "RCF Recertification" for RCF collections that had been recertified due to changes in its related Common Form Host ICR.
