Information Collection Request (ICR) Tracker

ICR Definition

An Information Collection Request (ICR) is a federal agency’s request for approval from the Office of Management and Budget (OMB) to collect information from the public. Under the Paperwork Reduction Act (PRA), agencies must justify why the information is needed and how it will be used.

Federal agencies are required to submit an ICR whenever they create, renew, modify, or discontinue an information collection. Each ICR includes a description of the collection, supporting materials and documentation (such as forms, surveys, or scripts), and proof that the agency has met the requirements of the PRA.

The ICR is submitted to the The Office of Information and Regulatory Affairs (OIRA) within OMB for review and approval. OIRA grants approval for a maximum of three years, after which the collection must be renewed through a new ICR submission.

ICRs are publicly available on RegInfo.gov, and additional guidance can be found in the FAQs.

Abstract

The Agency will collect, analyze, and interpret information gathered through this generic clearance to identify services’ accessibility, navigation, and use by customers, and make improvements in service delivery based on customer insights gathered through developing an understanding of the user experience interacting with Government. For the purposes of this request, "customers" are individuals, businesses, and organizations that interact with a Federal Government agency or program, either directly or via a Federal contractor. "Service delivery" or "services" refers to the multitude of diverse interactions between a customer and Federal agency such as applying for a benefit or loan, receiving a service such as healthcare or small business counseling, requesting a document such as a passport or social security card, complying with a rule or regulation such as filing taxes or declaring goods, utilizing resources such as a park or historical site, or seeking information such as public health or consumer protection notices. Under this request, three types of activities will be conducted to generate customer insights: Customer Research (E.g., User Persona and Journey Map Development), Customer Feedback (Satisfaction Survey), and User Testing of Services and Digital Products.

Abstract

The Office of Elementary and Secondary Education (OESE) in the US Department of Education (ED) requests clearance for a new information collection for the discretionary grant application for the Project Prevent program. The Project Prevent grant program provides grants to local educational agencies (LEAs) to increase their capacity to help schools in communities with pervasive violence to better address the needs of affected students and to break the cycle of violence in those communities. This program is authorized under section 4631(a)(1)(B) of the Elementary and Secondary Education Act (ESEA) (20 U.S.C. 7281). The first Project Prevent grant competition was held in 2019 and was exempt from rulemaking under Section 437(d)(1) of the General Education Provisions Act (GEPA). At this time, the Department is proposing priorities, requirements, and a definition under the Project Prevent grant program. The proposed requirements contain information collection requirements.

Abstract

This request is for a revision and extension of a currently approved information collection through the Environmental Compliance Questionnaire for National Oceanic and Atmospheric Administration Federal Financial Assistance Applicants (Questionnaire). This Questionnaire has been revised to (1) remove repetitive questions; (2) revise specific questions to use plain language; and (3) add 18 new questions that would be helpful to a wider range of NOAA programs. This Questionnaire is used by the National Oceanic and Atmospheric Administration (NOAA) to collect information about proposed activities for the purpose of complying with the National Environmental Policy Act (“NEPA,” 42 U.S.C. §§4321-4370) and other environmental compliance requirements associated with proposed activities. NEPA requires federal agencies to complete an environmental analysis for all major federal actions, including funding non-federal activities through federal financial assistance awards where federal participation in the funded activity is expected to be significant.

Abstract

This generic clearance covers a variety of surveys that will provide valuable statistics to sponsoring cooperators. These data are needed by the cooperators in time frames that make individual clearances impractical. This generic clearance will go through the regular clearance process at the Office of Management and Budget (OMB) with a 60-day notice and a 30-day notice as part of the 120-day review period. This generic clearance package describes the general scope of the surveys, their quick turnaround time, their length, size of sample, sample design, and some typical topics. Each individual survey will go into the clearance process with an abbreviated clearance package that will justify the particular content of the survey, describe the sample design, the timeline for the survey activities, and the questionnaire. The review period for each individual survey is approximately 45 days, including a 30-day Federal Register notice period. OMB will provide comments as soon after the end of the 30-day notice period as possible. This approval is for a three year period.

In addition, the reports will be used in evaluating the STC program as a whole and allowing effective management of the program.

Abstract

This is to request approval from the Office of Management and Budget (OMB) for reinstatement with modification of a previously approved information collection. The collection is mandatory for all domestic and foreign manufacturers, including importers, of motor vehicles and motor vehicle equipment subject to the Federal motor vehicle safety standards (FMVSS), except for manufacturers of tires. Respondents are required to submit identifying information to the National Highway Traffic Safety Administration (NHTSA) within 30 days of beginning manufacturing of motor vehicles or items of motor vehicle equipment subject to the FMVSS or 30 days prior to importing motor vehicles or items of motor vehicle equipment. The identifying information consists of the manufacturer’s name, address, and the type and a description of the vehicles or equipment they manufacture. The information is only submitted once unless the information in the original submission needs to be updated. NHTSA uses this information to contact manufacturers and also makes this information available to the general public on a NHTSA website. The purpose of this information is to collect identification information to ensure that NHTSA is able to identify manufacturers and their products and locate the manufacturer if a safety-related defect or noncompliance is suspected or found to exist in a motor vehicle or motor vehicle equipment. This ensures that NHTSA is able to administer and enforce recall of vehicles that do not comply with the FMVSS or contain safety-related defects. NHTSA submitted a request to modify this information collection to OMB on February 12, 2020, in connection with a notice of proposed rulemaking. NHTSA is now resubmitting the request upon the publication of the final rule. The revision of this information collection includes the addition of a new type of regulated motor vehicle. NHTSA estimates that in each of the next three years, ten new replica manufacturers will submit identification information under part 566. This is a reinstatement and, therefore, increases total burden by 352 hours and $0. This is an increase from 131 to 352 hours from when NHTSA last sought approval and is due to an increase in the number of submissions NHTSA expects to receive annually. Additionally, costs have decreased from $3,3930 to $0 because NHTSA is no longer incorrectly including labor costs associated with the burden hours in response to question 13.

Abstract

This form is to be completed by EXIM borrowers as required under certain EXIM long-term guarantee and direct loan transactions in conjunction with a borrower's request for disbursement for U.S. goods and services. It is used to summarize disbursement documents submitted with a borrower's request and to calculate the requested financing amount. It will enable EXIM to identify the specific details of the amount of disbursement requested for approval to ensure that the financing request is complete and in compliance with EXIM's disbursement requirements. Why They Are Important

ICRs play a vital role in ensuring transparency and accountability in federal data collection. When federal agencies collect information from 10 or more "persons" (which includes individuals, businesses, and state, local, and tribal governments), they must submit an ICR to ensure that it fulfills their statutory missions, avoids unnecessary or duplicative requests, and minimizes burden on the American public. Additionally, Federal Register Notices (FRNs) and the opportunity for public comments provide a formal way for the public to be informed of proposed ICRs and participate in the process.

ICRs also serve as a key resource for tracking changes to federal data collections. The availability of detailed documentation, such as data collection instruments and methodologies, allows the general public to identify revisions in a timely manner. These may include revisions prompted by Executive Orders or statistical policies like OMB's Statistical Policy Directive No. 15 (SPD 15), which are often submitted as "nonsubstantive" or "nonmaterial" changes to a currently approved collection.[1] Furthermore, ICRs can help determine if a data collection has expired without renewal or has been intentionally discontinued. By reviewing ICRs, the public can better understand what data is being collected, how it evolves over time, and whether data collections have become inactive–often in response to shifting priorities and updated standards.

How To Use The Tool

The ICR tracking tool offers a user-friendly view of ICRs that have been recently submitted, reviewed, or are nearing expiration. By aggregating key data from individual ICRs, the tool allows users to view the current status of each request, including submission, conclusion, and expiration dates, details on whether any changes were made, authorizing statutes, and more. Users can search for specific information and filter results based on various criteria. If seeking additional information, various text fields are hyperlinked to the full ICR on RegInfo.gov and associated resources.
