Change Requests

What is an ICR?

An Information Collection Request (ICR) is a federal agency's request for approval from the Office of Management and Budget (OMB) to collect information from the public. Under the Paperwork Reduction Act (PRA), agencies must justify why the information is needed and how it will be used.

When are they submitted?

Federal agencies are required to submit an ICR whenever they create, renew, modify an information collection. Each ICR includes a description of the collection, supporting materials and documentation (such as forms, surveys, or scripts), and proof that the agency has met the requirements of the PRA.

The ICR is submitted to the The Office of Information and Regulatory Affairs (OIRA) within OMB for review and approval. OIRA grants approval for a maximum of three years, after which the collection must be renewed through a new ICR submission.

Abstract

This request by the Administration for Children and Families (ACF) is to extend approval of the generic clearance for Reviewer Recruitment Forms with no changes (note that burden estimates have been updated to reflect ongoing collections and estimated future burden, but the purpose and use of this generic have not changed). ACF may recruit reviewers for a variety of different activities and each program office within ACF has a slightly different needs for information about reviewer applicants for different activities. This overarching generic clearance allows ACF to request slightly different information from potential reviewers, yet the individual forms serve the same general function. The abbreviated clearance process of the generic clearance allows program offices to gather a suitable pool of candidates within the varied time periods available for reviewer recruitment. The forms submitted under this umbrella generic are and will be voluntary, low-burden and uncontroversial. Information will be collected electronically unless specified otherwise in an individual generic information collection (GenIC) request.

Abstract

The Administration for Children and Families (ACF) Office of Refugee Resettlement (ORR) intends to collect demographic, programmatic, and outcome data on Services for Survivors of Torture (SOT) grant recipients and the clients they serve. This collection of information is necessary for grant monitoring and is authorized under Section 5(a) of the "Torture Victims Relief Act of 1998," Pub. L. 105-320 (22 U.S.C. § 2152 note) Assistance for Treatment of Torture Victims. ORR will collect these data on the new cohort of Services for SOT grant recipients. Grant recipients submit aggregated data on new and continuing clients annually, including demographic information, characteristics related to experiences of torture, services received, and well-being across six outcome domains. Grant recipients will also provide information about community attendance at trainings and pro-bono services donated to the program. This data collection will allow ORR to learn more about the populations served by SOT grant recipients; the types and effectiveness of services provided; methods, challenges, and facilitators of implementing services; and grant recipients’ progress towards programmatic goals. The data collected will also be used for collaborative research projects to provide technical assistance to grant recipients. A summary of the information collected will be used by ORR in reports to stakeholders, including a required report to Congress, and in responses to funding requests. In January 2025, the current Administration released multiple Executive Orders (EO) and memoranda requiring updates to information collections that request gender and/or gender identity, to only request “Sex” with the options Male/Female. Additionally, presidential actions focused on the removal of diversity, equity, and inclusion (DEI)-specific activities. To be responsive to the new administration, ACF is submitting change requests for a number of implicated information collections. In considering the expanded format for collecting race and ethnicity information, which includes minimum categories, multiple detailed checkboxes, and write-in response areas with example group categories, we determined that such specificity is not required for our purposes. The primary goal of this information collection is to obtain feedback to learn more about how people hear about and respond to flooding in their community. By simplifying the Race and Ethnicity Question with Minimum Categories (that is format 3, Race and Ethnicity Question with Minimum Categories Only) we can streamline the data collection process and focus on obtaining valuable insights from individuals who have experienced a severe water hazard. This approach allows us to prioritize the feedback and opinions that will directly contribute to improving public outreach and communication.

Abstract

This is to request approval for the continued use of an electronic Individual Development Plan (eIDP), with an exit survey. Completing an eIDP is a crucial step in a trainees’ professional development and is a standard in graduate and postdoctoral education. An IDP is an effective tool for trainees to think about their career goals and skills needed to achieve them during their time at the NEI. Trainees work together with their research mentor to organize and describe their research projects, consider career paths, and set training goals and expectations. The information provided by the trainee on their proposed project, for example, helps their mentor judge the merits and feasibility of said project, helping identify problems early on and prevent possible delays. As research training at the NIH is time-limited (for example, postdoctoral fellows can only stay five years without special permission) and the types of research emphasized at the NIH and NEI are high-risk/high-reward projects that typically span much of the trainee’s tenure, the use of the project section in the eIDP assists mentors and mentees in aligning their goals and has ensured that projects are well thought out and planned to avoid delays. Additionally, in case of a dispute on the direction of a project, the mentor and mentee can refer back to what’s proposed within the eIDP.

Abstract

Section 3005 of the Affordable Care Act authorizes the establishment of a quality reporting program for PPS-exempt cancer hospitals (PCHs). This is an update to the previously approved PCHQR Program PRA submission. In the FY 2025 IPPS/LTCH PPS proposed rule, we are proposing to adopt the Patient Safety Structural measure into the PCHQR Program measure set beginning with the CY 2025 reporting period/FY 2027 program year. For this measure, PCHs will be required to submit measure data via CDC’s NHSN. We are also proposing to modify the HCAHPS Survey beginning with the CY 2025 reporting period/FY 2027 program year.

Abstract

The Voluntary Agencies Matching Grant (MG) Program Data Reporting was approved by OMB in February, 2024. Under this data collection, resettlement agencies submit MG Program data to the Office of Refugee Resettlement (ORR). Upon OMB approval of the collection, the Refugee Arrivals Data System (RADS) team within ORR began building the new reporting module in ORR’s database. Over the course of building the database system, ORR program staff and RADS teams identified minor technical changes needed to accurately capture the approved information. Abstract

The Refugee Data Submission System for Formula Funds Allocations and Service Analysis (ORR-5) is designed to satisfy the statutory requirements of the Immigration and Nationality Act (INA). Section 412(a)(3) of the INA (8 U.S.C. § 1522(a)(3)) requires that the Director of the Office of Refugee Resettlement (ORR) make a periodic assessment of the needs of refugees for assistance and services and the resources available to meet those needs. In order to satisfy statutory requirements, ORR requires each state and replacement designee (hereinafter referred to as “states”) participating in the program to annually submit disaggregated individual records containing certain data elements for eligible ORR populations. ORR utilizes the data collected to assess the number of clients served in each state, resettlement assistance or services clients received, and to determine the corresponding Refugee Support Services (RSS) allocations. ORR also collects data elements to inform evidence-based policy making and program design. New data elements were added in 2021, including additional demographics, primary goals identified, and referrals made to assist clients work towards self-sufficiency, progress made towards achieving said goals, and employment status of employable clients 12 months post-enrollment. This was done to enable ORR and states to monitor implementation of the requirements put forth in ORR Policy Letter 19-07, which provides guidance on RSS family self-sufficiency plans. Individual level data collection enhances ORR and the states’ ability to make data-informed programmatic and policy decisions to strengthen services and best support refugee populations on their path to self-sufficiency and integration. Abstract

The Annual Survey of Refugees (ASR) helps the Administration for Children and Families (ACF) Office of Refugee Resettlement (ORR) meet its congressional reporting requirements, as specified in The Refugee Act of 1980 (Section 413 of the Immigration and Naturalization Act, [8 U.S.C. 1523]). From the time of their arrival in the United States, refugees are eligible for social services, including means-tested public assistance, according to eligibility criteria established by the locality in which they are resettled. Following an initial 90-day reception period funded by the U.S. Department of State, ACF, through ORR, provides transitional resettlement assistance through a network of national non-profit grantees and their local affiliates. In many cases, these services are expected to end after an 8-month resettlement period. By that time, refugees are expected to be transitioned to mainstream social services or to self-sufficiency. The design of the resettlement program means that ORR has limited administrative information on refugees’ experiences after the 8-month resettlement period. The information collected through the ASR generates national population estimates of refugee labor force participation, public benefits receipt, English language acquisition, and conversion to legal permanent residency to meet Congressional reporting requirements. Given that ORR does not have access to cross-program administrative data on refugees’ participation in state-provided services, a representative survey is the most resource-efficient way to meet ORR’s annual reporting requirements, laid out in the Refugee Act of 1980. In particular, descriptive information from the survey is used to meet the requirement of 413(b)(1): “an updated profile of the employment and labor force statistics for refugees who have entered the United States within the five-fiscal-year period immediately preceding the fiscal year within which the report is to be made.” Descriptive information from the survey is also used alongside quantitative and qualitative data collected during program administration to meet the requirements of 413(b)(5): “the extent to which (A) the services provided under this chapter are assisting refugees in achieving economic self-sufficiency, achieving ability in English, and achieving employment commensurate with their skills and abilities.” This request covers the following administrations of the ASR: ASR 2023 (to be fielded spring 2024), ASR 2024 (to be fielded spring 2025), and ASR 2025 (to be fielded spring 2026). This information collection will be used to evaluate the Pediatric Mental Health Care Access (PMHCA) Program and the Screening and Treatment for Maternal Mental Health and Substance Use Disorders (MMHSUD) Program. The evaluation will be used to study the efforts of PMHCA and MMHSUD programs to achieve key outcomes (e.g., increase in access to behavioral health services; HPs trained; identification of community-based resources, including counselors or family service providers) and to measure whether and to what extent awardee programs are associated with changes in these outcomes. The evaluation will examine changes over time within and/or across PMHCA and MMHSUD programs, regarding PMHCA- and MMHSUD-enrolled/participating HPs’ and practices’ (1) capacity to address patients’ behavioral health and access to behavioral health care, through screening, assessment, treatment, and referral for behavioral health conditions, and (2) use of program services (i.e., consultation, care coordination, training).

Abstract

In order for a State or Replacement Designee (RD) to receive refugee resettlement assistance funds, it must submit a plan that meets the requirements of 8 U.S.C. 1522 of the Immigration and Nationality Act (the Act) [Title IV, Sec. 412 of the Act] for each state agency requesting federal funding for refugee resettlement under 8 U.S.C. 524 [Title IV, Sec. 414 of the Act]) and 45 CFR Part 400. The State Plan Template for Grants to States for Refugee Resettlement provides states and RDs with the required components and mandatory sequence of a State Plan. The collection is necessary for the Office of Refugee Resettlement (ORR) to ensure that a state or RD administering an ORR-funded refugee assistance program has prepared a plan that meets the requirements of 45 CFR Part 400. In January 2025, the current Administration released multiple Executive Orders (EO) and memoranda requiring updates to information collections that request gender and/or gender identity, to only request “Sex” with the options Male/Female. Additionally, presidential actions focused on the removal of diversity, equity, and inclusion (DEI)-specific activities. Abstract

The Refugee Act of 1980, Pub. L. No. 96-212, 8 U.S.C. 1522, amended the Immigration and Nationality Act to create a domestic refugee resettlement program that provides assistance and services to refugees resettling in the United States. With the enactment of this legislation, the Office of Refugee Resettlement (ORR) established comprehensive requirements for a State-administered refugee resettlement program including child welfare services to unaccompanied refugee minors. The Unaccompanied Refugee Minors (URM) Program currently operates in 14 states and the District of Columbia and provides the same range of child welfare benefits and services available to other foster children in those states as well as services required by ORR regulation and policy guidance. Originally, the URM Program provided services for refugee minors arriving from overseas unaccompanied by a parent or adult relative. Over the years Congress passed laws making other special populations already in the United States eligible for the URM Program. A completed URM Program Application must be submitted to ORR for eligibility determination, initiation of placement efforts, and approval to enter the URM Program. The purpose of this project is to document the factors that contribute to the feasibility of implementing the Breakthrough Series Collaborative (BSC) quality improvement methodology in Head Start and child care centers. The OMB-approved information collection includes: (1) implementation materials (e.g., worksheets); (2) key informant interviews; (3) focus groups with key staff, teachers, and parents; and (4) surveys with administrators, teachers, staff, and parents. Abstract

This information collection request (ICR) is for a revision to the umbrella Generic for ACF Program Monitoring Activities. The current expiration date is November 30, 2023. The overall proposed purposes, uses, and scope of the umbrella remain unchanged. The only changes are to the burden estimates, as described in sections A12 and A15. The Generic for ACF Program Monitoring Activities allows Administration for Children and Families (ACF) program offices to collect standardized information from recipients that receive Federal funds to ensure oversight, evaluation, support purposes, and stewardship of Federal funds. The information is necessary to ensure compliance with Federal and programmatic requirements, monitor progress on recipient activities, and determine and respond to recipient needs such as Training and Technical Assistance (T/TA). ACF is primarily a grant-making agency that promotes the economic and social well-being of families, children, individuals and communities with partnerships, funding, guidance, T/TA. ACF program offices have evolving monitoring needs, dependent on both internal and external factors, such as but not limited to: current grantee activities, needs; uses of federal funds; changes to aspects of programs based on statutory authority, federal regulations or policy, and/or Congressional appropriations; availability of program office funds for site visits (v. desk monitoring); matters of importance related to national health and safety needs of the public, or other events that lead to program changes. There are times when standardized collections of information would be helpful for program offices as they monitor recipient activities and needs. This generic clearance allows program offices the flexibility to create tailored information collections based on current circumstances and to receive approval for these in a timely manner.
