An Information Collection Request (ICR) is a federal agency's request for approval from the Office of Management and Budget (OMB) to collect information from the public.
Under the Paperwork Reduction Act (PRA), agencies must justify why the information is needed and how it will be used.
Federal agencies are required to submit an ICR whenever they create, renew, modify, or discontinue an information collection. Each ICR includes a description of the collection,
supporting materials and documentation (such as forms, surveys, or scripts), and proof that the agency has met the requirements of the PRA.
The ICR is submitted to the The Office of Information and Regulatory Affairs (OIRA) within OMB for review and approval. OIRA grants approval for a maximum of three years, after
which the collection must be renewed through a new ICR submission.
ICRs are publicly available on RegInfo.gov, and additional guidance can be found in the FAQs.

The proposed information collection will be used in a national cross-site evaluation of the seventh cohort of Children’s Bureau’s Regional Partnership Grants (RPG7). Specifically, this request is to extend approval of the majority of the currently approved instruments, remove two information collections, and add two information collections. This will allow CB to continue to conduct site visits, administer a web-based sustainability survey, and collect data on participants’ enrollment, service use, and outcomes. The addition of individual interviews and focus groups with adult participants enrolled in RPG services will allow for the first time the cross-site evaluation to include participants’ own voices to describe their experiences receiving RPG services. CB is removing the partnership survey, which will no longer be administered to grantees and the semiannual progress reports (SAPRs) which are now approved under a separate OMB number (0970-0490). |

Abstract![]() ![]() The National Ocean Service (NOS) proposes a revision to an approved information collection to collect data on the opinions, values, attitudes, and behaviors of visitors and residents local to National Estuarine Research Reserves (NERRs). The revisions to the collection were informed by the pre-tests and also include updates to ensure compliance with current Administration directives. No substantive changes have been made. Up-to-date socio-economic data is needed to support the individual NERR sites’ conservation and management goals. The initial surveys will be conducted for the Chesapeake Bay National Estuarine Research Reserve in Virginia (CBNERR-VA), Weeks Bay NERR (WBNERR), and Grand Bay NERR (GNDNERR), and the survey will be repeated regularly in other NERRs based on information needs and budget. This information will be used by NOAA and others to: ● understand who visits the NERRs, ● identify impacts of management decisions, ● inform management decisions, and ● extend education and outreach efforts. NOAA has a vested interest in this research as it supports comprehensive ocean and coastal planning and management. The data collected and resulting products are beneficial for NOAA, resource managers, and policy-makers. |

ACF may recruit reviewers for a variety of different activities and each program office within ACF has a slightly different needs for information about reviewer applicants for different activities. This overarching generic clearance allows ACF to request slightly different information from potential reviewers, yet the individual forms serve the same general function. The abbreviated clearance process of the generic clearance allows program offices to gather a suitable pool of candidates within the varied time periods available for reviewer recruitment. The forms submitted under this umbrella generic are and will be voluntary, low-burden and uncontroversial. This collection of information is necessary for grant monitoring and is authorized under Section 5(a) of the "Torture Victims Relief Act of 1998," Pub. L. 105-320 (22 U.S.C. § 2152 note) Assistance for Treatment of Torture Victims. ORR will collect these data on the new cohort of Services for SOT grant recipients. Grant recipients submit aggregated data on new and continuing clients annually, including demographic information, characteristics related to experiences of torture, services received, and well-being across six outcome domains. Grant recipients will also provide information about community attendance at trainings and pro-bono services donated to the program. This data collection will allow ORR to learn more about the populations served by SOT grant recipients; the types and effectiveness of services provided; methods, challenges, and facilitators of implementing services; and grant recipients’ progress towards programmatic goals. The data collected will also be used for collaborative research projects to provide technical assistance to grant recipients. A summary of the information collected will be used by ORR in reports to stakeholders, including a required report to Congress, and in responses to funding requests. The only changes were to the questions regarding an individual’s sex to remove to response options and to update the race/ethnicity question for compliance with SPD-15. In considering the expanded format for collecting race and ethnicity information, which includes minimum categories, multiple detailed checkboxes, and write-in response areas with example group categories, we determined that such specificity is not required for our purposes. The primary goal of this information collection is to obtain feedback to learn more about how people hear about and respond to flooding in their community. By simplifying the Race and Ethnicity Question with Minimum Categories (that is format 3, Race and Ethnicity Question with Minimum Categories Only) we can streamline the data collection process and focus on obtaining valuable insights from individuals who have experienced a severe water hazard. This approach allows us to prioritize the feedback and opinions that will directly contribute to improving public outreach and communication. |

Abstract![]() ![]() This is to request approval for the continued use of an electronic Individual Development Plan (eIDP), with an exit survey. Completing an eIDP is a crucial step in a trainees’ professional development and is a standard in graduate and postdoctoral education. An IDP is an effective tool for trainees to think about their career goals and skills needed to achieve them during their time at the NEI. Trainees work together with their research mentor to organize and describe their research projects, consider career paths, and set training goals and expectations. The information provided by the trainee on their proposed project, for example, helps their mentor judge the merits and feasibility of said project, helping identify problems early on and prevent possible delays. As research training at the NIH is time-limited (for example, postdoctoral fellows can only stay five years without special permission) and the types of research emphasized at the NIH and NEI are high-risk/high-reward projects that typically span much of the trainee’s tenure, the use of the project section in the eIDP assists mentors and mentees in aligning their goals and has ensured that projects are well thought out and planned to avoid delays. Additionally, in case of a dispute on the direction of a project, the mentor and mentee can refer back to what’s proposed within the eIDP. |
