An Information Collection Request (ICR) is a federal agency's request for approval from the Office of Management and Budget (OMB) to collect information from the public.
Under the Paperwork Reduction Act (PRA), agencies must justify why the information is needed and how it will be used.
Federal agencies are required to submit an ICR whenever they create, renew, modify, or discontinue an information collection. Each ICR includes a description of the collection,
supporting materials and documentation (such as forms, surveys, or scripts), and proof that the agency has met the requirements of the PRA.
The ICR is submitted to the The Office of Information and Regulatory Affairs (OIRA) within OMB for review and approval. OIRA grants approval for a maximum of three years, after
which the collection must be renewed through a new ICR submission.
ICRs are publicly available on RegInfo.gov, and additional guidance can be found in the FAQs.

Abstract![]() ![]() The Bureau of Justice Statistics (BJS) is submitting a nonsubstantive change to remove the gender identity questions and other questions using the term “gender” on the NCVS per the Executive Order (EO) 14168 titled “Defending Women from Gender Ideology Extremism and Restoring Biological Truth to the Federal Government.” This is a substantive change to the currently approved collection to obtain approval for full-scale implementation of the new NCVS instrument in 2025. The National Crime Victimization Survey (NCVS) collects analyzes publishes, and disseminates statistics on the amount and type of crime committed against households and individuals in the U.S. Since 1972, the NCVS has been providing national data on personal and household victimization, both reported and not reported to police. The data collection allows the BJS to fulfill its mission of collecting, analyzing, publishing, and disseminating information on victims of crime. Together with the Federal Bureau of Investigation’s (FBI) statistics on crimes reported to law enforcement agencies, the NCVS provides an understanding of the nature of and changes in the nation’s crime problems. The BJS is specifically requesting clearance for the core NCVS from January 2022 through December 2024. The core NCVS includes the administration of the basic screen questionnaire (NCVS-1, Attachment 19) and crime incident report (NCVS-2, Attachment 20) instruments to a nationally representative sample of persons age 12 or older living in households in the United States, including samples of persons representative of the 22 most populous states in the U.S. The core NCVS survey instrument covers nine general areas: 1) incidence of rape or sexual assault, robbery, aggravated assault, simple assault, personal larceny, burglary, motor vehicle theft, and other theft; 2) characteristics of these victimizations, including location, time, presence of a weapon, injury, and property/monetary loss; 3) characteristics of victims, including sex, age, race, Hispanic origin, disability, and occupation; 4) relationship between victim and offender; 5) emotional impact of victimization; 6) victim self-defense and bystander intervention; 7) offender characteristics including sex, age, race, and Hispanic origin; 8) reporting to police and police response; and 9) bias- or hate-motivated victimizations. NCVS core work also includes the analysis and dissemination of data products and reports stemming from the core collection, as well as technical and methodological analyses and reports based on the sampling for, administration of, and analysis of data from the NCVS basic screen questionnaire and crime incident report. |

The change complies with Executive Order 14168, Defending Women From Gender Ideology Extremism and Restoring Biological Truth to the Federal Government. The National Prison Rape Statistics Program (NPRSP) is a collection mandated by Congress in the Prison Rape Elimination Act of 2003. The Survey of Sexual Victimization (SSV, formerly Survey of Sexual Violence), one part of the NPRSP, is the only national data collection for administrative information on sexual assaults within correctional facilities, characteristics of the victims and perpetrators, circumstances surrounding the incidents, and how incidents are reported, tracked, and adjudicated. This collection provides system-level and facility-level estimates of sexual victimization for the 12-month period ending December 31 of each year. It fulfills part of the Act and allows BJS to report statistics to Congress each year, as required by the Act. BJS requests approval to extend the currently approved SSV collection for 3 years. |

EBSA will use the data from the survey to track the agency's progress on accomplishing it's GPRA measurement goal. The PAP Customer Survey collects customer satisfaction data for a sample of private citizens who call into the participant assistance program to ask about their private sector employer provided benefits such as pensions, retirement savings, and health benefits. Three types of callers are queried: (1) those who need benefit claim assistance, (2) those who have a valid benefit claim, and (3) those who have an invalid benefit claim will be queried. The results of the survey will be analyzed to provide actionable data that could be used to improve program performance. The study includes data from the EBSA regional offices in Atlanta, Boston, Chicago, Cincinnati, Dallas, Kansas City, Los Angeles, New York, Philadelphia, and San Francisco, as well as the District offices in Miami, Seattle, and Washington. |

Abstract![]() ![]() The National Highway Traffic Safety Administration (NHTSA) is seeking approval for this new information collection request (ICR) to allow NHTSA to conduct a study on driver monitoring systems (DMS). DMS refers to in-vehicle technology that can detect driver state and interact with the driver through the human-machine interface (the user interface that connects the driver to the vehicle). NHTSA is proposing to conduct a study to improve NHTSA’s understanding of the differences in approaches to driver state detection and the potential safety impacts of DMS. The voluntary study would involve recruiting licensed drivers for the following information collections as part of a simulated driving study: (1) an online eligibility questionnaire to determine eligibility for participation; (2) an appointment reminder confirmation process; (3) informed consent form for participation in Track A; (4) informed consent form for participation in Track B; (5) breathalyzer measurements to ensure continued eligibility for the study drives; (6) facial shape and height measurements; (7) sleep and food intake questionnaire; (8) Karolinska Sleepiness Scale measurements; (9) Track A study drives; (10) Track B study drives; and (11) Track B end of visit release agreement . The objective of this simulator driving study is to assess the ability of DMS to assess driver states (e.g., distracted, drowsy) and understand how differences in DMS impact the ability of a system to reliably assess different driving states. This study will add to the state of knowledge by experimentally collecting data to support a full assessment of the factors associated with DMS and the modeling of driver state based on sensor data. Response to the collections of information is voluntary and the information collections are part of a one-time study, although some information collections are collected multiple times per respondent. Respondents are generally healthy individuals aged 18 and older. Efforts will be made to enroll a diverse age sample that broadly represents the age of the driving population and includes those at greater risk of crashing (e.g., less than 25 years of age and greater than 65 years of age). Additional efforts will be made to enroll individuals with diverse skin tones, oversampling those who rate themselves higher on the Fitzpatrick Skin Type Scale. The study will be reviewed and approved by the University of Iowa Institutional Review Board (IRB) before any data collection procedures begin. |

Abstract![]() ![]() Nonsubstantive Change: The Bureau of Justice Statistics (BJS) is proposing to revise questions using the term “gender” on the SCS per the Executive Order (EO) 14168 titled “Defending Women from Gender Ideology Extremism and Restoring Biological Truth to the Federal Government.” The Bureau of Justice Statistics (BJS) and the National Center for Education Statistics (NCES) request clearance to conduct the 2025 School Crime Supplement (SCS) as a supplement to the National Crime Victimization Survey (NCVS) to collect information about school-related victimization. The NCVS and all related contacts and protocols have been previously approved by the Office of Management and Budget (OMB) (OMB Control No: 1121-0111) and this request is specifically for a supplemental data collection instrument that will be added to the approved NCVS core from January 2025 through June 2025. Typically, the SCS is administered every two years. However, the SCS was postponed from 2021 to 2022 as a result of the impact of the COVID-19 pandemic on in-person learning. Due to implementation of the redesigned core NCVS instrument, 2025 was chosen for the next SCS data collection. Minor revisions were made to the 2022 SCS questionnaire for the 2025 administration. Certain items specifically related to COVID-19 and its impact on schooling were removed from the questionnaire. In addition, changes were made to the series of questions on drug and alcohol availability, such as adding a question on tobacco and updating examples of drugs available within existing questions. |

Abstract![]() ![]() The American Community Survey (ACS) is an ongoing monthly survey that collects detailed housing and socioeconomic data from a sample of about 3.5 million addresses in the United States and about 36,000 addresses in Puerto Rico each year, where it is known as the Puerto Rico Community Survey (PRCS). The ACS also collects detailed socioeconomic data from a sample of residents living in group quarters (GQ) facilities in the United States and Puerto Rico. Resulting tabulations from this data collection are provided on a yearly basis. The ACS allows the U.S. Census Bureau to provide timely and relevant housing and socioeconomic statistics, even for low levels of geography. The ACS conducts research, testing, and evaluations, through its Methods Panel program, aimed at improving the survey. The ACS Methods Panel is a research program designed to address and respond to survey issues and needs. The Census Bureau, for decades, has submitted information collection request revisions to conduct various iterations of the Methods Panel. In 2024, the Census Bureau requested authorization from the Office of Management and Budget (OMB) to revise the previous authorization for the ACS Methods Panel to conduct a test of new content to the survey, called the 2024 ACS Sexual Orientation and Gender Identity (SOGI) Test. The information collected in the 2024 ACS SOGI test was to be used to evaluate the quality of data from questions on sexual orientation and gender identity. The research sought to inform recommendations for potential production ACS implementation on question wording and response options, whether a confirmation question is asked of everyone or only of those people with discrepant responses for sex at birth and current gender identity, and the style of write-in boxes to use for internet respondents. Federal agencies had expressed interest in and identified legal uses for this information, including civil rights and equal employment enforcement. This Non-substantive Change Request is to request OMB approval to discontinue our use of OMB Control Number 0607-0936 for the ACS SOGI Test and to update records in ROCIS to formally show that the Census Bureau canceled the second part of the SOGI Test in January 2025 to bring it in compliance with Executive Order 14168. The Census Bureau is asking, however, that OMB Control Number 0607-0936 be reserved for future Methods Panel testing. The Census Bureau will submit a new request for future testing not related to gender identity. |

Authorizing Statutes![]() ![]() Abstract![]() ![]() FMCSA is requesting OMB approval for a new Information Collection, titled “Safety Impacts of Human-Automated Driving System (ADS) Team Driving Applications.” The ICR is a driving simulator study with a series of questionnaires and will quantify the safety implications of team driving applications between humans and ADS-equipped commercial motor vehicles (CMVs). The simulator study will consist of a 17-hour simulator study session completed at the Virginia Tech Transportation Institute (VTTI) with a simulated Level 4 (L4) ADS. L4 ADS-equipped CMVs are capable of all functions and controls necessary for driving without human monitoring in limited conditions, and the human driver will not be asked to take over control of the vehicle. Data will be collected from CMV drivers using VTTI’s heavy vehicle driving simulator and a series of questionnaires. Driver participation in the study is voluntary; therefore, there is no obligation to answer any part of the questionnaires nor to continue to participate. In accordance with USDOT’s policy on research involving human subjects, this study was reviewed and approved by Virginia Tech’s Institutional Review Board (IRB) prior to beginning data collection. Data will be collected during one extended study session and will involve three phases: a pre-study data collection, simulator data collection, and a post-study data collection. The data will help quantify safety implications of the four human-ADS teaming use cases, including 1) the analysis of potential requests for relief from FMCSA’s HOS regulations under 49 C.F.R. part 381 and 2) safety benefits and disbenefits on human-ADS teaming. Data collected will include quantitative and qualitative dependent variables, such as simulated driving performance, eye-glance patterns and duration, demographic characteristics, opinions and perceptions of situation awareness, risky driving, advanced technology, and effectiveness of driver training. The questionnaire data are needed to answer several research questions. Approximately 80 CMV drivers are expected to participate in this study. |

Abstract![]() ![]() The National Driver Register Act of 1982, Title 49 U.S.C., Subtitle VI, Part A, Chapter 303 (as amended) requires the chief driver licensing official of a participating State to report to the National Driver Register (NDR), identification information regarding any individual who is denied a motor vehicle operator’s license for cause, whose motor vehicle operator’s license is withdrawn for cause, or who is convicted of certain serious motor vehicle related offenses (specified in the Act) or comparable offenses. Participating States also are required to submit an inquiry to the NDR on all applicants for driver’s licenses. In addition, when requested by other authorized users (e.g., the Federal Aviation Administration), participating States are required to submit inquires to the NDR and provide responses to the other authorized users of the NDR for transportation safety purposes. There are 51 respondents to this collection annually; all 50 States and the District of Columbia participate in the NDR. The NDR maintains the computerized database known as the Problem Driver Pointer System (PDPS) which contains information on individuals whose privilege to operate a motor vehicle has been revoked, suspended, canceled or denied, or who have been convicted of serious traffic-related offenses. The records maintained at the NDR consist of identification information (including name, date of birth, sex, driver license number, and reporting State), which is collected on a daily basis. States use interactive communication for their routine transactions with the NDR which allows them to submit the required information automatically at the same time the individual’s information is entered into the State’s system. Specifically, when an individual applies for a driver’s license, an inquiry is automatically transmitted to the NDR when the driver’s application is entered into the State’s system. Likewise, when a State records license actions that have been taken against an individual that require reporting to the NDR, a transaction submitting the individual’s identification information is automatically generated and transmitted to the NDR. The purpose of the information collection is to improve traffic and transportation safety by providing a nationwide clearinghouse of problem drivers. The information collected is used by State driver licensing agencies to identify problem drivers prior to issuing a driver’s license and to develop and implement driver improvement programs. The following groups are also authorized to receive information for transportation safety purposes: a. Employers of motor vehicle operators, b. Employers of locomotive operators, c. Federal Aviation Administration regarding applications for or holders of airman’s certificates, d. U.S. Coast Guard regarding applicants for or holders of licenses, certificates of registry, or merchant mariner’s documents, and for Coast Guard crew members, e. National Transportation Safety Board and Federal Motor Carrier Safety Administration in connection with accident investigations, f. Air carriers regarding individuals seeking employment as pilots, and g. Individuals who have or are seeking access to national security information for purposes under EO 12968 or who are being investigated for Federal employment. The annual burden has increased from 1,742 to 13,739 hours (an increase of 11,997 hours). The estimate for burden hours and cost has increased due to an adjustment to the method NDR used for the estimation.
