Alaska Guide Service Evaluation

Abstract

This information collection concerns evaluation of commercial guide services on Fish and Wildlife Service national wildlife refuges in the State of Alaska (State). FWS Form 3-2349 (Alaska Guide Service Evaluation) provides a method for us to: 1) monitor the quality of services provided by commercial guides; (2) gauge client satisfaction with the servicesl and (3) assess the impacts of the activity on refuge resources. In combination with State-required guide activity reports and contacts with guides and clients in the field, this information provides a comprehensive method for monitoring permitted commercial guide activities. A regular program of client evaluation helps refuge managers detect potential problems with guide services so that we can take corrective actions promptly. In addition, we use this information during the competitive selection process for big game and sport fishing guides to evaluate an applicant's ability to provide a quality guiding service.

Abstract

The registration and fingerprinting requirements currently appear in sections 1301-1306 of Title 8 of the United States Code. With limited exceptions, aliens above the age of 14 who remain in the United States for 30 days or longer, must apply for registration and be fingerprinted before the expiration of the 30 days, unless previously registered and fingerprinted under other provisions of immigration law. 8 U.S.C. 1302. Similarly, parents and guardians must ensure that their children below the age of 14 are registered. 8 U.S.C. 1302(b). Within 30 days of reaching his or her 14th birthday, the alien child must “apply in person for registration and to be fingerprinted.” 8 U.S.C. 1302(b). Implementing regulations can be found at 8 C.F.R. part 264. USCIS uses the electronic version of Form G-325R, Biographic Information (Registration), for the purpose of registration of unregistered aliens present in the United States in accordance with 8 U.S.C. 1302.Emergency Justfication:On January 20, 2025, the President issued Executive Order (EO) 14159, Protecting the American People Against Invasion, 90 FR 8443 (Jan. 29, 2025). Specifically, Section 7 of the Executive Order, Identification of Unregistered Illegal Aliens, directs the Secretary of Homeland Security to take appropriate action to ensure that all unregistered aliens in the United States comply with the statutory registration and fingerprinting requirement and to immediately publicize information about the legal obligations. Execution of the EO and compliance with the registration and fingerprinting requirement under the INA and 8 CFR part 264 requires USCIS to create a new collection of information Form G-325R, Biographic Information (Registration), for the purpose of allowing previously unregistered aliens to electronically apply for registration and fingerprinting in the United States. By adding the ability for unregistered aliens to use the USCIS online account to apply to meet their registration obligations, USCIS should be able to streamline processing efficiencies for this population to enhance security screening and promptly identify threats. associated with registration.

Abstract

Form I-94 (Arrival/Departure Record) and Form I-94W (Nonimmigrant Visa Waiver Arrival/Departure) are used to document a traveler's admission into the United States. These forms include date of arrival, visa classification and the date the authorized stay expires. The forms are also used by business employers and other organizations to confirm legal status in the United States. The Electronic System for Travel Authorization (ESTA) applies to aliens traveling to the United States under the Visa Waiver Program (VWP) and requires that VWP travelers provide information electronically to CBP before embarking on travel to the United States.Emergency Justfication:CBP is implementing a new capability within the CBP GO mobile application, or any successor mobile application, to allow aliens who are subject to I-94 requirements, and who are departing the United States, to voluntarily provide biographic data, facial images, and geolocation to provide evidence of that departure. This collection is a part of CBP’s critical efforts in fulfilling DHS’s statutory mandate to collect biometric information from departing aliens and CBP’s plans to fully automate I-94 information collection.2 This capability will close the information gap on alien entries and exits by making it easier for aliens subject to I-94 requirements to report their exit to CBP after their departures from the United States. It will also create a biometrically confirmed, and geolocation confirmed, and thereby more accurate, exit record for such aliens leaving the United States. Aliens subject to I-94 requirements may use the application to voluntarily submit their biographic information from their passports, or other travel documents after they have exited the United States.

DHS Traveler Redress Inquiry Program (DHS TRIP)

Abstract

The Traveler Inquiry Form (TIF) is the form used to support the Traveler Redress Inquiry Program (TRIP), which will serve as a centralized intake office for traveler redress requests. After receipt, TRIP then passes the information to the relevant DHS component to process the request as appropriate (e.g., TRIP passes the form to TSA to initiate the Watch List Clearance Procedure). Individuals who feel that they have been unnecessarily subjected to additional screening, or denied or delayed boarding, or entry into or departure from the U.S. may complete the form. This form will be used by DHS to determine if there is an error in their record. This collection also serves to help DHS distinguish individuals from an actual individual on a watch list used by DHS, and it helps streamline and expedite future check-in or border crossing experiences.

The enhanced Leads and Applications System (eLAS) and iAppointment

Abstract

SSA offers both Internet and telephone appointment options for individuals who wish to request an appointment when they are unable to complete one of SSA’s online or automated telephone applications because they failed the initial verification checks, or because they state their reading language preference is other than English. iAppointment: iAppointment is an online process that allows members of the public an easy-to-use method to schedule an appointment with the servicing office of their choice. Since the application date can affect when a claimant’s benefit begins, iAppointment establishes a protective filing date and provides respondents information related to the date by which they must file their actual application. The iAppointment application propagates information the applicant already entered onto any of SSA’s Internet applications for SSN, name, date of birth, and gender. Applicants must provide minimal additional information: mailing address; telephone number; language preference; type of appointment (Disability, Retirement, Medicare); and whether they prefer a telephone interview or in-office appointment. iAppointment is a customer-centric application. If the available appointment times do not meet the customer’s needs, iAppointment allows the user to enter a different zip code to identify another field office, which may offer different appointment times. At this time, SSA only allows domestic first party applicants to use iAppointment. If users indicate they are filing as third parties, iAppointment provides a message directing them to call the National 800 Number for assistance. If a foreign first party user is unable to complete iClaim, iAppointment directs them to contact a Social Security representative, and provides a link to SSA’s Service Around the World website. Enhanced Leads and Appointment System (eLAS): eLAS is an Intranet-based version of the iAppointment screens for use by SSA technicians in both the field offices and call centers. eLAS interacts with iAppointment to ensure we always record the same information whether an individual requests an appointment through our Internet screens or via telephone. eLAS is a non-public facing system that allows SSA employees in the field offices, workload support units, and teleservice centers to use an telephone interview process to schedule appointments and document an individual’s intent to file using a script and asking the same questions to each individual. We use eLAS with individuals who use our automated telephone system or who prefer not to use iAppointment to set up their appointment. The respondents are individuals who are unable to use our Internet or automated telephone systems because they failed the initial verification checks; or because they state their reading language preference is other than English. We are making a non-substantive change to replace the term “gender” with “sex”.

Abstract

Under 7 USC §6934, the Office of Partnerships and Public Engagement (OPPE) is directed to administer section 2501 of the Food, Agriculture, Conservation, and Trade Act of 1990 (7 USC §2279, The Act). Section 2501 directs the Secretary of Agriculture to carry out an outreach program to encourage and assist socially disadvantaged farmers and ranchers, veteran farmers and ranchers, and beginning farmers and ranchers in owning and operating farms and ranches, and in participating equitably in the full range of agricultural programs offered by the Department. In order to do so, the Secretary may make grants to eligible entities that have demonstrated an ability to provide such outreach and technical assistance. Part A of this ICR addresses the application process for potential grantees to submit applications for funding to the Secretary for the purposes of fulfilling the requirements of section 2501 of The Act. Additionally, the Secretary is directed by section 2501 of The Act to report certain data to Congress on an annual basis. Part B of this request addresses the creation of a web-based system to collect information from grantees that will partially fulfill this requirement. Part C of this request addresses the creation of a survey tool that will allow OPPE to engage directly with program participants from grantee programs in order to collect the data needed to respond fully to the Act’s requirements for Congressional Reporting.

Abstract

14 CFR § 65.11 requires that applications for a certificate or rating under this part be reported on a form and in a manner prescribed by the FAA Administrator. The applications forms are submitted by the applicant, to the FAA, by way of the local Flight Standards Office. The information collected on the forms is, and has been, used by the FAA to determine eligibility for a mechanic, repairman, or parachute rigger certificate and/or rating, or a mechanic certificate inspection authorization. Application and certification is necessary to ensure qualifications of the applicant. A new FAA form, 8610-3, is being requested to collect the repairman applicant information previously collected on FAA Form 8610-2. Additionally, Mechanic and parachute rigger applicants must pass FAA knowledge and practical tests, with a minimum passing grade of 70%, to be eligible for certificate issuance. Applicants may retest 30 days after failing a test, however if an applicant desires to test prior to 30 days from the test failure, they must present a signed statement from an airman holding the certificate and rating sought by the applicant, certifying that the airman has given the applicant additional instruction in each of the subjects failed and that the airman considers the applicant ready for retesting. Certificated parachute riggers must also keep records, as required by §65.131. This is a mandatory requirement of the certificate holder. The record describes the parachute being packed, maintained, or altered. The record must include a description of the work done to the parachute, and the date and place where the work was performed. The records must be kept for at least 2 years after the date each was made. Section 65.93(a)(4) specifies that, mechanics with an IA can complete a refresher course(s) acceptable to the Administrator, of not less than 8 hours of instruction for each year of the two-year renewal requirement. Respondents who are requesting FAA acceptance of an IA renewal course are required to submit FAA Form 8610-6, IA Refresher Course Acceptance Request to the FAA.

The Congressional Committee on Appropriation “supports the NEA’s continued efforts to expand upon this successful program to embed Creative Arts Therapies at the core of integrative care efforts in clinical settings, advance collaboration among clinical and community arts providers to support wellness and reintegration efforts for affected families, and advance research to improve our understanding of impacts of these interventions in both clinical and community settings.” Beginning in 2022, Creative Forces will award Community Engagement Grants to support non-clinical arts engagement programming for military-connected populations through matching grants of $10,000 to $50,000 for emerging (“Emerging”) and established (“Advanced”) community-based arts engagement projects to serve military-connected populations. The NEA anticipates awarding approximately 30 awards annually, with the first round of grant-funded projects taking place after July 1, 2022. The grant program will support a range of program models (e.g., ongoing class, drop-in studio, single event) designed to meet local needs. The grant program will be the largest coordinated effort in the U.S. to provide community arts engagement programming for military and veteran populations exposed to trauma, and for their families and caregivers. The Creative Forces Community Engagement Grant Program is conducted in partnership with Mid-America Arts Alliance (M-AAA). The purpose of the Participant Outcomes Survey is to determine the impact of the Community Engagement Grant Program by measuring the extent of change over time (pre-to-post) in the four participant outcomes and to inform ongoing program improvement. Through this pilot test of the survey, the NEA will evaluate the effectiveness of the survey instrument and the administration process during the first cycle of the grant program. The data collection activities are planned for January through June 2023. A regular Paperwork Reduction Act clearance package will be submitted in Fiscal Year 2023 for a Creative Forces Community Engagement Grant Program evaluation study that utilizes this survey instrument.
